CARMEL CEMETERY PROJECT
The Carmel Cemetery is owned and operated by the Carmel Cemetery Association,
organized under IC 23-14. The Association is managed by a five member board of directors,
three of whom must be members of Cannel Friends Meeting. The Association and predecessors
have operated Carmel Cemetery since 1833. The directors serve without compensation and are
chosen to serve the public purpose of providing Cannel with cemetery space
This current project is to expand the current cemetery into additional land now owned by
the Association. The eastern part of the expansion project is into an unused portion of the
original land acquired by the Association in the 1940's and operated as a cemetery since the
early 1950's. The western part of the expansion project is into a second parcel donated to the
association for use as a cemetery in 1974. There is probably no other space in Carmel in which
to provide cemetery space.
The expansion area is bounded on the northwest by US 31; on the southwest by the
Monon Trail (along which is a 15 foot utility easement); on the south by vacant land (which also
has a 15 foot utility easement), on the east and south by businesses facing Rangeline Road. The
proposed driveway and grave limits are laid out on Exhibit 1.
Except for the below specific exceptions, required setbacks are 15 feet.
1. The south property line borders a parcel that is partially zoned residential and partially

that borders the Carmel Cemetery property is in a residential zone and is mostly in flood plain.
Carmel Cemetery is asking that the setback requirement for this boundary be treated as if it
joined business property. This is also the boundary where the City plans to build a tributary to
the Monon Trail and Exhibit 1 indicates the City's best estimate at this time of land requirements
to accommodate the trail. At the appropriate time, the Cemetery Association would consider a
dedication of this parcel to the City.
2. On the Southwest boundary is the current Monon Trail. (See Exhibit 2) On the
opposite side of the trail is residential zoning. The right of way of the trail is approximately 60
feet, making the Cemetery property at least 60 feet from any residential property and separated
from it by the Trail. Again, a business setback requirement (15 feet) would seem appropriate,
making any stmcture at least 75 feet from any residential property.
3. The northwest boundary is the right-of--way line for US 31. The entire cemetery
extension is in the US 31 overlay zone. The zone requirements provide for 90 feet setback,
including a 30 feet green space. The Cemetery Association is requesting that the Commission
approve, contingent on BZA approval, 30 feet of setback. The currently published plans, as of
the writing of this memorandum, indicates that the State will hold to its current right-of--way in
the making of US 31 a limited access highway.
4. The Cemetery Association does not, and will not, maintain any office on the cemetery
property. Therefore they are asking fora waiver of the parking space requirement of the
Ordinance.
There is no lighting or signage planned for the expansion.
The drainage plan shows only surface drainage.
The landscaping will be to fill in areas along the northwest boundary with US 31 where
there aze not existing trees. A survey is planned to indicate the number of trees.
The space between the currently developed cemetery and the expansion is a sloping,
wooded azea. It will remain a green space. One driveway (north) through this area currently
exists and will be improved with the development of the expansion. A second driveway (south)
will be built to connect with the existing driveway and forming a loop. The existing driveway is
16' in width. The new driveway will be paved and 18' in width.
