9h. Docket No. 69-03 DP/ADLS; Carmel Cemetery
The applicant seeks approval to construct an addition to a cemetery. The site is located at 1000
North Range Line Road. The site is zoned R-1/Residence within the US 31 Overlay Zone.
Filed by Ronald L. Bussell for the Carmel Cemetery Association.
The applicant is requesting approval of a Development Plan and ADLS for the construction of an
auto dealership. The site is located on lot three of the East 96`h Street Auto Pazk. Please see the
informational packet prepared by the applicant for an overview of the site and proposed building.
It is evident that the Cemetery Association is seeking a significant level of relief from Ordinance
requirements necessary for them to achieve approval. I have listed the Ordinance requirements
where relief is necessary and noted an alternative the Department can support in this regard:
1. Setbacks for grave sites
-Along US 31 Right of way: 90' required 20' proposed
You will need to file a letter with IDOT regarding this proposal. If they do not
file objection to the plan the Department will support this request for relief.
- Along west and faz south property lines: 45' required 30' proposed
As you proposed you client desires to dedicate an area along the south property
line to the City for the construction of the ATP Trail. If this area is between 20'
and 45' +/- along the south property Zine it would occupy the location of the ATP
Trail resolve the requirement to construct the trail. In addition the Department
would support a O'setback request along the new property line.
- Along south property line adjacent to commercial: 15' required 10' proposed
The Department will support this request for relief.
2. Identify construction of path per Alternative Thoroughfare Plan (ATP):
- Provide connection to ATP path from Monon, developers aze required to construct paths
per the ATP plan. Not shown on plan.
3. Landscape Requirements (no landscape plan provided):
- The site must comply with the buffer yazd requirements along all but the US 31
exposure. This consists of either 15' or 25' width depending on adjacent use and zone
planted with 5 or10 trees and 9 or 27 shrubs per 1001ineaz feet also depending on
adjacent use.
Without the benefit of a Landscape Plan the Department has indicated that they will
support reductions in the required width of Buffer areas.
- A 30' buffer is required along the US 31 right-of--way line planted with 8 trees and 15
shrubs (or 3 evergreens) per 1001inear feet of frontage.
The applicant should be prepared to address these items the night of the meeting.
The Department recommends that this item be forwarded to the Subdivision Committee on
June 3` for further discussion.
