The purpose of this request for ADLS approval is to develop the property into an upscale apartment community that will be an integral part of the Old Meridian District. The apartment community will be apedestrian-oriented neighborhood designed in classic urban architecture and integrated with the network of streets and boulevards envisioned for the district. The traditional characteristics of the proposed site plan, architectural design, landscape, lighting and signage are envisioned to fit seamlessly into the fabric of the district. The applicant's site plan and streetscape design incorporate the future construction of the proposed Grand Boulevard which is to be located along the property's east boundary. In addition, the plan accommodates the future development of the residual property zoned for Single Family Attached use. This future development is to front on and be oriented to the Grand Boulevard. Company Profile Edward Rose Building Enterprises is a family-owned business involved in the ownership, development, building and management of multifamily residential real estate. Since Edward Rose began building single family homes in 1921, the company has been continuously active in the field of residential construction. Since 1965 the concentration has been primarily on apartments with over 55,000 rental units completed. The company currently owns and manages more than 46,000 rental units located throughout the Midwest and Mid-Atlantic regions. The company builds apartment homes for its own account and continues to own and manage the properties. Although some apartment properties have been sold, these sales typically take place only after the company has managed the community for many years. The last such sale was in 1986. The enterprise is headquartered in Farmington Hills, Michigan with four development and/or management offices, including one in Indianapolis.
