The site is generally located south of 131x` Street between Old Meridian Avenue and Pennsylvania Street. The site is zoned Old Meridian -Multi Family (OM-MF). The petitioner also seeks approval of the following Zoning Waivers: 70-03a ZW ZO 20G.04.05(D) parking space size 70-03b ZW ZO 20G 04.02(B) private streets 70-03c ZW ZO 20G.05.02.D(3) brick exterior requirement 70-03d ZW ZO 20G.04.06.C(1) planting striplparking setback Filed by Paul G. Reis of Drewry Simmons Pitts & Vomehm for Edward Rose Properties, Inc. The applicant is proposing amulti-family development. Please see the informational packet provided by the applicant to view the layout and building elevations. The applicant has also requested consideration of four Zoning Waivers. These requests relate to access, parking widths and street configuration. At the July 1st Special Studies Committee meeting Ron Houck moved for a positive recommendation to the full Commission, conditioned upon streets being constructed to City specifications, and including all zoning waivers. The items were returned to the full Commission with 5-2 positive recommendation, conditions as agreed. The Department recommends that the Plan Commission approve 70-03 ADLS, 70-03a ZW, 70-03c ZW, and 70-03d ZW as amended. Cripe Engineers JArb]ES 13RAI\ARD, MAYOR 7172 Graham Road Indianapolis, IN 46250 RE: Alexandria of Carmel-Proyect Review #2 Dear Mr. Donica The purpose of this letter is to summarize the discussion points covered in our recent meeting and cover all outstanding review comments. I am aware that you were asked to discuss and finalize the Department of Engineering's comments regarding certain issues, one of which concerns the matter of which streets should be dedicated as public and which may remain as private. This department would like to have this project developed to comply with the intent of the Old Meridian Master Plan, and accordingly, we would ask that [be main east-west street be dedicated, and if certain chances can be accommodated to the north-south street entrance, it also be dedicated. We would like the area of dedication, or right-of--way, to be inclusive of the pavement, curbing and primary sidewalks (parallel to the road). For proposed landscaping, street lights and any other improvements in the right-of-way, separate maintenance agreements and/or Consent to Encroach Agreements will be necessary. The engineering or design issues that will need to be modified to satisfy this office are: East-Nest Street • The driving width shall be no less than a total of 24-feet of asphalt pavement for two 12-foot lanes of travel. • The parking spaces width shall be a minimum of 6.5-feet of asphalt, along with the 1.5-foot of gutter for a total of 8-feet wide. I have reviewed the material provided to me from A&F Engineering and will rely on this recommendation for sufficient lane and parking space width. • The entrance width shall be widened to better accommodate the fuming movements for vehicles (suggest a width of 26-feet at neck). • Features of the road shall be incorporated at the intersections to clearly identify parking spaces and prohibit parking close to and into the intersections. This shall be accomplished by curb extensions or by cross-hatching. (See attached example ofcross-hatching on drawing) North-South Street • The width at the entrance at 131" Street remains much wider than would be allowable. We discussed the narrowing of the neck of this entrance and possible pavement treatment to address the issue of vehicle and lane positioning. We do not find any changes to this entrance, and would not desire this north-south road to be the City's responsibility with this widened entrance. Keep in mind that the Board of Public Works and Safety would still have to approve this entrance and width, and at this time, this office would not be supportive of such approval as shown. • Sanre features are to be added where appropriate (curb extensions or cross-hatching) as outlined above. The following items are repeated from our original comment letter to keep you advised of some of the remaining requirements for this project. This project will require numerous approvals from the Board of Public Works and Safety, including: • Sanitary Sewer Availability for the residential buildings. The pool and clubhouse will require additional Sanitary Sewer Availability approval. We will require an 8'/, x 11 drawing of each enhance curb cut to be used as exhibits for your BPW request. These drawings should include all pertinent dimensions including accel/decel lanes, drive lane and median widths, opposing curb cuts, radii, etc. • Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut. • Consent to Encroach Agreements for any permanent improvement to be installed within dedicated easements and/or dedicated right of way (for numerous stmctures, fountain, irrigation system, etc). • Dedication of Right of R'ay for public Streets including interior dedicated streets and additional 131" Street Right of Way (and Pennsylvania if applicable). • Maimenance Agreement (for maintenance of features within road Right of Way). Please be reminded that this project will require the posting of Performance Guarantees and eventually, Maintenance Guarantees, for the following improvements: • Interior Dedicated Sheets • Interior Curbs & Gutters on Dedicated Streets • Sanitary Sewers (Project is located within the Indianapolis Water service area) Perimeter Road Improvements including the 131" and Pennsylvania entrances, sidewalks/paths, acceUdece] lanes/passing blisters, etc. associated with these entrances • Interior Sidewalks within dedicated right of way (if applicable). • Street Signs Please provide individual and detailed (materials, quantities, sizes, unit costs, etc.) certified Engineer's Estimates for 100% of the cost of labor and materials for the above improvements. Individual Performance Guarantees are to be posted in the amount of the Engineer's Estimates. Also, please provide this office with a legal description that lists the total acreage and accompanied by an exhibit of the legal description. Finally, when the drawings have been approve, we will require a minimum of four-sets (maximum of six-sets) of approved drawings for approval. Both the City Engineer and Director Carmel Utilities will sign the drawings. The Developer/Owner will receive one-set which is to be maintained on the construction site at al] times. Carmel Utilities will receive one-set. Our Public Works Inspector will receive one-set and one- set will be maintained in the Department of Engineering. If more than the minimum four-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the four required sets. A construction sequence is required for this site. The current sequence is from another project. All disturbed areas need to be seeded afrer the rough grading is completed. The "second half' of the buildings to be constructed need their pads to be temporarily seeded. 4C. The existing pond has joint ownership. I think it would be appropriate to try and limit the sediment entering the pond. The extension of the existing pond at the north end could be excavated first and used as a sediment basin. A berm would be left to separate the pond from the basin and a temporary outlet pipe installed. Please consider this option and provide details and instructions on the plan. A diversion Swale to the pond at the south end of the project would prevent storni water from flowing offsite to the south. 4E. Specific instructions should be provide concerning the fill placement in the pond and timing of the subsequent bank stabilization. Note: IDEM will be notified when the plan is approved. Please provide this office with a legal description that lists the total acreage and an exhibit of the legal description. The Sanitary Sewer Availability Fee is 51,365.00 per acre. • Connection Fees are based upon the average user factor tables from Section 9-200 (sanitary) of our Utility Ordinance. The Connection Fees are 5795.00 per EDU for sanitary sewers. Please provide this office with a listing of all buildings, building numbers, number of bedrooms, etc; in order that Connection Fees may be calculated. Upon initial review, it appears [he following bonding requirements may apply to this project: Performance Guarantees • Sanitary Sewers • Entrance, Pennsylvania Street and ]31°' Street Improvements (including sidewalk/path). If other improvements are to be dedicated, additional Performance Guarantees maybe required. Please provide individual, detailed (materials, quantities, sizes, unit costs, etc.) certified Engineers Estimates for 100% of the cost of labor and materials for the above improvements. Post Performance Guarantees in the amount of the Engineer's Estimates. Three-year Maintenance Guarantees, in the amount of ]0% Mr. Paul Donica, P.E. May 1, 2003 Page 3 (15% for Entrance improvements) of the Performance Amount, will be required upon release of the Performance Guarantee. Street Cut/Right of ~Vay Permit and Bonding Requirements It does not appear that a Right of Way Permit will be applicable for this project, since a Performance Guarantee will cover the entrance improvements. However, any work in the dedicated right of way of Old Meridian Street will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in [he right of way (curb cut, storm sewer work, etc.) chi $2,000.00 per instance. Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. PROJECT COMMENTS 11. It is our assumption that the interior streets and storm sewers/storm drainage are to be private. We understand that due to the Old Meridian Master Plan, certain streets may ultimately be dedicated, public streets. Please note or clarify where this is [he case. 12. We request that an additional sheet be included as an Entrance Plan with larger scale drawings of the two curb cuts planned for this site. We do not want to have an entrance that is 70-feet wide at the streets edge. This may result in confusing positions for the exiting and entering vehicles. Please narrow the entrance approach at the right of way line to a more appropriate width (a maximum of 3- lanes wide). Also, pull back the nose of the median to behind the proposed right of way line. Cover Sheet 13. What is the intent of the Pennsylvania Street curb cut at the far southwest comer of the site? We assume this is an existing cut. Will this curb cut be maintained? Sheet C201, Sheet C202-Site Plan 14. What does the shaded portion of the streets mean? Will the project be completed in phases? If so, the drawings need to indicate the phasing. 15. Label 131" Street. 16. 22-feet and 2~~ are not sufficient widths for streets that may become tha City's, especially with on- street parallel parking. This is also only providing parking spaces that are Z.5-feet wide?! (everywhere else they are a minimum of 9-feet wide). 17. On C201, how will the Mail Kiosk work? If it's a pull-up area, these cars will block the lanes for eastbound traffic? 18, Also on C201, are there any utility easements? Where are utilities (electric, gas, cable, TV) to be located? In the street right of way? 19. On C202, please clarify all the floating "Future" references. Future (what) and/or with phases, etc. What is proposed at these ends of streets right now? Barricades? Sheet C203-Site Details 20. Label the types of Asphalt Pavement Sections as to what they are applicable to. Asphalt Pavement Sections in the right of way of 131" Street and Pennsylvania Sheet must meet minimum City of Carmel standards according to the thoroughfare designation: • 131" Street -Secondary Parlavay • Pennsylvania -Secondary Arterial Sheet C301, Sheet C302-Grading Plan 21. It is very difficult to determine how the drainage is intended or designed to function. Please indicate surface drainage flow patterns with flow arrows. - 22. We do not allow cross-sloped or inverted crown sloped roads. If streets or roads are to be dedicated, we want a normal crown section. Sheet C501, Sheet C502-Utility Plan 23. Utility Department approval will be required for the placement of sanitary pipe under streets. 25. Adjust sheet C502 to show the proposed sanitary connection to the existing sanitary sever on Pennsylvania Street. 26. As built drawings will be required for sanitary sewers. All sanitary sewer laterals will be required to be dimensionally located from the nearest downstream structure. Pipe size, material and length will also be required. 27. Are any storm sewers (inlets or pipes) to be [he City's? We will need easements if they are ours. Sheet C801, C802, C803-Sanitary Sewer Plan and Profile 28. Sanitary sewer service laterals are not dimensionally located on the plans. This will be a requirement for as built drawing submissions. 29. The pipe length between stmcture 807 and 808 exceeds 400 feet. This,will require Carmel Utility approval? The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed constmction plans.
