We have reviewed your submission for the June 18, 2003 Technical Advisory Committee meeting. We
offer the following comments:
GENERAL INFORMATION
1. The project site is currently located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
• Street and Right of Way -City of Carmel (Pennsylvania and 103rd Street).
• Water and Sanitary Sewer- Indianapolis Water Company and Clay Township Regional Waste
District service areas.
• Storm Sewer -City of Carmel
3. Board of Public Works and Safety Approval Requirements:
• Commercial Curb Cut approval will be required for the new curb cut on Pennsylvania and for the
modi5ed/relocatedeurb cut on 103`d Street. Please provide written justification far the requested
additional curb cut and why the existing entrance wi(1 not work. The request to the Board for
curb cut approval should include an 8 %" x f t" exhibit, or exhibits, that will indicate the existing
curb cut, the proposed curb cut and all appropriate data and dimensions including width, radii,
opposing side drives/cuts, etc.
• Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
• Any permanent improvement to be installed within dedicated right of way.
• Consent to Encroach Agreements for any peananen[ improvement to be installed within dedicated
easements and/or dedicated right of way, including isigation systems.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion aJreview by the Technica(Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers mrd the date (or dates) of approval by the Plan Commission anrUor BZA.
4. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answeied in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
constmction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require a minimum of three-sets (maximum of five-sets)
of approved drawings after all issues have been resolved. The drawings will be stamped approved and

signed by the City Engineer. The Developer/Owner will receive one-set which is to be maintained on
the construction site at all times. Our Public Works Inspector will receive one-set and one-set will be
maintained in the Department of Engineering. If more than the minimum three-sets are requested to be
approved, the additional sets (maximum total of two additional) must be submitted with the three
required sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel This Agreement requires Board of Public Works and Safety
approval. A copy of our Residential Subdivision and Commercial Irrigation System Requirements are
available upon request.
6. I am including copies of the following with this correspondence:
• Commercial Project Approval Procedures.
• Permit Data, Contacts, etc.
• Commercial Permitting Procedures.
BONDING REQUIREMENTS
7. Upon initial review, it appears the following bonding requirements may apply to this project:
Street Cut/Right of ~Vay Permit and Bonding Requirements
Any work in the dedicated right of way of Pennsylvania Snee[ or 103`d Street Road will require a Right
of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of
instances of work in the right of way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance.
Open pavement cuts in dedicated streets require approval by our Board of Public Works and Safety. It
appears that there will be demolition of the existing curb cut on 103rd Street, and relocation and
reconstmction of the I03`d Sheet curb cut and construction of a new curb cut on Pennsylvania Street.
Please contact our Right of Way Adminishator, Fred Glaser, to arrange permitting and bonding.
PROJECT COMMENTS-CONSTRUCTION PLANS
8. Has [here been a revised hydraulic report prepared for this project? If so, please provide this of£ce
with a copy.
9. Additional right of way will be required along Pennsylvania Street, and in accordance with the
Thoroughfare Plan, [his should be a 60' half right of way (from the centerline of Pennsylvania). Also,
additional right of way along 103`d Street should be dedicated, at a minimum, to include all pavement
for 103`d Street (maybe increased to accommodate sidewalk along 103`d Sheet).
] 0. Are there any other drives across the street (both Pennsylvania and 103`d) that the proposed drives
should align with? If so, Please indicate on the drawings. New curb cuts should be aligned with
opposing curb cuts, left turn lane [o left mrn lane.
11. Sheet C100
Please show all existing drives with proposed drives superimposed on [he site plan. Show and label
right of way on the overall site plan.
12. Sheet C200
Site 1 -Dimension existing Pennsylvania Street right of way. Bold the right of way line in addition to
the section line.
Site 2 -Identify the ] 03`d Street right of way line. Dimension the right of way.
13. Sheet C300-Site 1
Show flow line elevations and direction of flow for the Pennsylvania ditch.- It is not clear
which direction the 50-feet of 12-inch is to be laid, and what the south end invert elevation is.
Show where this roadside drainage ditch outlets to.
How wide is the proposed drive? If approved (required by the BPWS) and a median section
boulevard type Pennsylvania improvement occurs, a break in the median would not be

provided here, but at the main drive to the south. Also, the width does not appear wide
enough to accommodate two-directional ttaffic.
• For all points indicating "M.E." (Match Existing), provide the elevation that is to be matched.
• Provide parking lot elevations to indicate runoff/drainage is properly handled and does not
drain out into Pennsylvania ditches.
• The Pennsylvania right of way asphalt section should match that of the newly constructed
portion of Pennsylvania Street. The detail referred to is not correct.
• Please identify and dimension the right of way line.
14. Sheet C300-Site 2
• Is the existing curb and gutter in place on 103`d Street? How is pavement proposed to be cut
in order to install new?
• Provide information relative [o drainage and proposed grading between parking area and road
edge.
• Plans do not clearly indicate how curb inlets are to be repaired, replaced or relocated. Where
do these pipes outlet? How does parking lot drainage work?
• The proposed location of the ground sign is in the line of sight and should be relocated to a
better spot.
• Please identify and dimension the right of way line. Do not see a right of way asphalt section
for Phis site.
15. Please provide a traffic control plan for the constmction of these curb cuts.
We reserve the opportunity for further review and submission of comments regarding drainage and the
plans upon receipt of drainage calculations and review of the calculations by the City Engineer.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"
or fall outside of our initial review. If you have questions, please contact Kate Weese, Mike McBride or
