Docket No. 77-03 Z; (#03050030); Hearthview Residential PUD The applicant seeks to rezone a 6.5 acre pazcel from R-1/Residence to a PUD (Planned Unit Development) District designation. The property is generally located at the southeast corner of 116`h Street and the Monon Trail. Filed by Filed by Joseph M. Scimia of Baker and Daniels for Hearthview Residential. The applicant is requesting a favorable recommendation from the Plan Commission on their petition to rezone approximately 6.5 acres from R-1 Residential to a Planned Unit Development (PUD) District. Please see the applicants revised information packet for further information (summary enclosed with Department Report). The proposal has received both favorable and unfavorable comments from the public. The comments in writing have been distributed to Plan Commission members as well as the minutes from previous meetings. The plan as forwarded by the committee provides the guarantee of a housing type and layout provided for in the information packets provided by the petitioner. The character of the development will be oftwo-unit attached dwellings a minimum of 1800 square feet in area with a price point of between $275,000 and $325,000. There would be a total of 21 homes including the existing single-family detached home on the property today. This proposal varies from the type of development that could occur under the existing R-1 zoning. Under the existing zoning the parcel could be developed with a total of 20 single-family homes with a minimum of 1100 square feet of living space with a minimum of six feet between living units. The Subdivision Committee forwards a 4-0 "no recommendation" to the full Plan Commission on this request. A motion to send a favorable recommendation failed by a vote of two in favor and two opposed. The Department recommends that the Plan Commission forward 77-03 Z to the City Council with a Favorable Recommendation. PCR-2003-1021
