The applicant seeks to rezone a 6.5 acre parcel from R-1/Residence to a PUD (Planned
Unit Development) District designation. The property is generally located at the
southeast corner of 116`h Street and the Monon Trail.

The applicant is requesting a favorable recommendation from the Plan Commission on their
petition to rezone approximately 6.5 acres from R-1 Residential to a Planned Unit Development
(PUD) District. The applicant is proposing substantial changes to the overall plan and use and
would like to get comments from the entire commission prior to addressing additional items with
the Subdivision Committee on October 7`h. Please see the applicants revised packet for further
information. In addition they will be presenting the revised plan to the Technical Advisory
Committee on Sept. 17`h for additional comments.
Items to note:
a. The applicant has revised the total number of homes to 21 including the preservation
of the existing home. The intensity and scale of the proposed plan appears to be
compatible with the surrounding residential uses.
b. The subject site is on theborder between low-intensity (up to 3 units per acre) and
medium-intensity (3-5 units per acre) residential areas. To the north (across 116`h
Street) it is bordered by aloes-intensity regional /community employment area (per
the Comprehensive Plan).
c. There is now no need to specifically buffer the proposed development from adjacent
lower-intensity residential areas through the existence of at least one of the following:
main roads, institutional buildings, open space, landscaping and screening? However
the applicant is still proposing landscape buffering along the south and east perimeter
of the site as well as maintaining the existing vegetation along the Monon perimeter.
d. While the applicant has suggested a home price between $275,000 and $325,000 per
home the Commission knows that no condition can be established requiring a
minimum sales price. However the applicant is offering the following minimum
standards that should command the higher values: brick facades and a minimum
square footage of 1800. It should be noted that the minimum required in the
ordinance in the R-1 zone is a 1,100 square foot one story with no exterior material
requirements.
The Department recommends that this item be forwarded to the Subdivision Committee on
October 7th for further discussion.
