On September 16, 2003, Paul Shoopman (Dura Builders), will present to the Carmel Plan
Commission for Public Hearing his request to amend the Primary Plat for The Lakes at Hamilton
Place (formerly Eagle Ridge), identified by common address as 4450 West 116`h Street. As
planned, The Lakes will contain four (4) neighborhoods, one of which will contain twenty-four
(24) estate lots, with homes in the expected price range of between eight hundred thousand and
two million dollars ($800,000 - $2,000,000). -The location of the estate section is secluded and
ingress and egress does not involve travel through the other three (3) neighborhoods. In order to
assure the security and privacy of the estate section, it is planned that access will be controlled by
a gatehouse and electronic entry gate, therefore, requiring private streets. The amendment being
requested is limited to a request for private streets, built to CitylCounty standards, in the twenty-
four (24) lot estate section. Enclosed is an informational booklet further explaining and defining

please let this letter serve as our formal support of the variances being requested by the developer
Paul Shoopman of Dura Builders, Inc. In addition please note the following:
The Primary Plat for the project has been reviewed and approved by The Carmel Plan
Commission, including the Technical Advisory Committee.
The proposed project lies within an azea currently being annexed into the City of Carmel
and is expected to be completed by the end of this year.
The Department of Community Services encourages the installation of street trees within
single-family developments.

investigation is warranted.
Brookston silty clay loam- this soil is dark colored, silty in texture and on depressional
uplands. It is deep and very poorly drained with moderate permeability. It has high
available water for plant growth and high organic matter content. It has compact till
starting at a depth of 40 to 60 inches. The main soil features that affect the urban
development uses are seasonal high water table, high potential frost action, moderate
shrink-swell potential, moderate permeability and ponded surface water.
Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and somewhat poorly drained with slow permeability. It has high
available water for plant growth and medium organic matter content. The soil has compact
till starting at a depth between 20-40 inches. The main soil features that affect urban
development uses are seasonal high water table, moderate shrink-swell potential, high
potential frost action and slow permeability.
Miami silt loam, 2-6 percent slopes- this soil is light colored, silty in texture and on sloping
uplands. It is deep and well drained with moderate permeability. It has moderate available
water for plant growth and a medium organic matter content. It has compact till starting at
a depth between 20- 40 inches. The main soil features that adversely affect urban
development uses are moderate potential frost action, moderate shrink-swell potential,
moderately slow permeability, low strength and erosion during construction.

Miami clay loam, 6-12 % slopes severely eroded- this moderately sloping, deep well
draining soil is on knobs and breaks along streams and drainage ways on uplands.
Permeability is moderate in the subsoil and moderately slow in the substratum. This soil is
suitable for urban development. The main soil features that adversely affect the
engineering uses of this soil are moderate potential frost action, moderate shrink-swell
potential, and moderately slow permeability. The hazard of erosion is high during
construction.
Shoals silt loam- this soil is light colored, loamy in texture and on bottomlands. It is deep
and somewhat poorly drained with moderate permeability. It has high available water for
plant growth and a medium organic matter content. The main soil features that adversely
affect urban development of this soil are a seasonal high water table, high potential frost
action, flooding and underlying sand and gravel.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.
I have reviewed the plans for this project and have the following comments:
Is the dam a DNR regulated structure?
Has the dam been inspected by DNK staff? Are there any issues not addressed?
Does shoreline erosion need to be addressed for this pond?
Basements are not recommended in Brookston, Crosby and Shoals soils.

Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the May 21, 2003 TAC meeting. Please feel free to copy and distribute this email
or attach it to your meeting minutes. We have also created a new page on our website
linked to the "Construction" page where we have posted all CTRWD TAC comments from 2001
and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
Eagle Ridge Subdivision, (Revised Primary Plat)
The plans received by the District need to be revisedto show labeled sewer profiles and
manhole, lateral and bedding details which are in accordance with District specifications.
The plans also need show the moat recent version of the District specifications. Revised
plans need to be submitted. An IDEM permit will be required and the submittal packet
should be sent to the District for review. The District will then submit the project to
IDEM for permit approval. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
Coxhall Park & Garden (Development Plan)
The plans received by the District need to be revised to show the water and storm
infrastructure in the sewer profiles. The manhole and bedding details need to be revised
in accordance with District specifications. The influent hub shown in the grinder pump
station is not the same size as the pipe shown in the sanitary plan and profiles. Revised
plans need to be submitted. An IDEM permit will be required and the submittal packet
should be sent to the District for review. The District will then submit the project to
IDEM forpermit approval. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
Hearthview Residential PUD (Rezone)
The plans received by the District need to be revised to show individual laterals for
every lot. The manhole and bedding details need to be revised in accordance with District
specifications. The most recent version of the District specifications need to be
included on the plans. Revised plans need to be submitted. An IDEM permit will be
required and the submittal packet should be sent to the District for review. The District
will then submit the project to IDEM for permit approval. A preconstruction meeting will
need to be held before the construction of the proposed sanitary sewers. Building permits
should NOT be issued unless the District has issued connection permits.
College Park Baptist Church (Development plan Amendment)

control.

116u' St. resurface in Clay Township
This letter serves as a response to Mr. Paul Shoopman's letter, dated November 26, 2001,
concerning 116u' Street from the Hamilton/ Boone county line to approximately 1,500 feet east of
the Hamilton/ Boone county line, in Clay Township.
Schneider Engineering presented plans for 1VIr; Shoopman's property for primary plat approval,
under the name of Eagle Ridge Subdivision, in February of 2000. The primary plats only purpose
is to determine zoning in order to establish density requirements for the property. The zoning for
the property is established once the developer receives primary plat approval with no fime limit
set for filing a seco panning juns t or lat if it
s at the developer has drastically altered his intent from wha a
epresented on the primary plat. The developer has not filed for a secondary plat for this prope
to date. However, the highway department has recently learned that a second house is being
constructed on the property. Carmel's Department of Community Services is currently ~ ,
investigating the possibility that the construction of this second house could void the primary plat.

improvements for the development Eagle Ridge Subdivision. At this meeting it was agreed that
Schneider Engineering would incorporate the resurfacing of l Ib`" Street, from the end of
construction of INDOT's U.S. 421 project to the east property fine of the Eagle Ridge
Subdivision. Hamilton County would resurface 116`" Street from the east property ]p'ne of Eagle
Ridge Subdivision to 800' east of Springmill Road. Milestone Contractors, L.P. resurfaced the
revised limits of 116`" Street as part of HCHD Resurface Contract 00-1. The contract was
completed an June 30, 2000.
The Hamilton County Highway Department has received no formal notification that the.116u'
Street improvements are not going to be completed as discussed. Therefore, we did not consider
this section of 116u' St. for the 2001-2002 Contract Resurface Program. This section of roadway
currently has a PASER road evaluation rating 5. Which would make it a justifiable candidate for
resurface. We would recommend that this section of 116`s Street be considered for the 2002-2003
Contract Resurface Program. Providing NIr. Shoopman is willing to formally submit a letter to the
Highway Department and to the Carmel Department of Community Services withdrawing his
primary plat and ad eeing to resubmit a neW primary plat if he should decide to subdivide in the
future.
