Lance requested that I email you with a status update for Woodhall Lane. We believe to be on schedule for the January
12th Hamilton County Commissioner's meeting. Currently, we only have three reviewing offices that have not signed the
review sheet; two of those offices are within the Highway Department. The Highway Department still needs to send their
inspector out and let our client know what types of bonds will need to be posted and the amounts.
As long as our client meets the Highway Department's bonding requirements, we plan on recording the plat on the 13th of
January. I will mail you the required copies of the recorded plat and will email you an electronic version as soon as
possible.

This letter serves to acknowledge receipt of revised Construction Plaris received 05/12/08 for
review. After reviewing the plans the Highway Department has the following comments utilizing
the same numbering system as previous correspondence:

4. The small structure on 106`h Street is not scheduled for replacement at this time. It will
likely be replaced within 5-10 years. Therefore, no plans are available nor will they be
prior to construction of the subdivision. Show the structure on the plans. If needed
place a note on the plans that states: Final location of structure #? is to be determined
prior to construction by the Highway Department, Surveyor's Office and contractor.
Place the structure number and structure type in the Structure Data Table.
5. Remove the Type II curb and gutter between the acceleration radius and 106'" Street. If
you feel that this minimal surface area requires a drainage feature, provide an alternative
solution. Combined curb and gutter will not be allowed beyond the radius.

This letter serves to acknowledge receipt of revised Construction Plans received 04/28/08 for
review. After reviewing the plans the Highway Department has the following comments:

4. A manhole structure is needed for the outlet of the North Lake. The structure should be
placed in the southwest corner of the offsite drainage easement. The structure should
then outlet to the north into,Well Run. Rip Rap is needed on both banks of Well Run
within the offsite easement in accordance with INDOT Standard Specifications Section
616. (Must be shown on the plans. Remove Structure #117, end section, from the
Storm Sewer Structure Data Table.)
5. The acceleration taper should not include a curb. The curb should end at the radius of
the entrance. (The area will be disturbed with the construction of the path and
taper, remove the curb.)

9. Remove the solid white fines shown along 106t" Street. Show a solid white line from the
beginning of the 12' deceleration lane to the beginning of the entrance radius at the edge
of the 106`" Street travel lane. A solid white line is also needed along the back of the

radii. All white lines are to be paint per INDOT Standard Specifications. (See PDF
attachment.)

11. The street ID sign should be in accordance with INDOT Standard Specifications Section
919. The sign should be a minimum of 9" in height with green Prismatic High Intensity
Sheeting. The lettering should be 6" capitals with 4 %," lower case Type C letters. The
"Private Street" notation should be on the left hand side of the sign with 2 %" or 3" black
letters on yellow Prismatic High Intensity Sheeting. (As I told Brian Wagner, our
standard has not been updated to reflect the new Federal MUTCD Standards. This
is the requirement.)
12. The sign post should be driven a minimum of 42" in depth. (This is the requirement.)
13. The stop sign and the street ID sign should be placed in accordance with our Standard
Sheet S-3. (Street ID sign is to be in the northeast corner, see Standard S-3.)

17. Please keep in mind that no work may begin on site until the plans have been approved
by the Hamilton County Highway Department and Surveyor's Office, the fees for Testing
and Inspection Agreement paid and apre-construction meeting held. The Inspection

I have looked through my file and my sent e-mail and do not see where I ever agreed to a
landscape plans. The last thing I can find is a e-mail on January 23 where I said the
submitted plans are not in compliance with my requirements and the response was they would
revised them after they getting comments back from all TAC members. I do not see anything
after that, so I know of no special conditions or agreements where this project is any
different then our normal requirements. If they have trees below the top of bank or in
our easements, we will have an issue with that. I will look over the LS plan later this
week and get more exacting comments, but in general it sounds like we have issues. If you
have any questions, please let me know.

This letter serves to acknowledge receipt of Construction Plans received 03/19/08 for review.
After reviewing the plans the Highway Department has the following comments:
1. The appropriate review fees must be paid prior to any approvals from this office.
2. Provide the Horizontal Curve information in tabular form.
3. Verify the cover at all storm crossings exceeds 13" from the road base.
4. A manhole structure is needed for the outlet of the North Lake. The structure should be
placed in the southwest corner of the offsite drainage easement. The structure should
then outlet to the north into Well Run. Rip Rap is needed on both banks of Well Run
within the offsite easement in accordance with INDOT Standard Specifications Section
616.
5. The acceleration taper should not include a curb. The curb should end at the radius of
the entrance.
6. Mill a minimum of 1" in depth, 1' into the travel lane of 106`h Street, for the length of the
accel/decel and replace with 1" of H.A. Surface.
7. Include a 3' stone shoulder in all areas along 106`" Street that are not to be curbed.
8. Add a W8-9a "Shoulder Drop Off', 500' west of the deceleration lane construction, to the
Maintenance of Traffic plan.
9. Remove the solid white lines shown along 106`" Street. Show a solid white line from the
beginning of the 12' deceleration lane to the beginning of the entrance radius at the edge
of the 106`" Street travel lane. A solid white line is also needed along the back of the
accel / decel from the existing edge line of 106`" Street to the beginning of the entrance
radii. All white lines are to be paint per INDOT Standard Specifications.
10. The crosswalk and stop bar are to be preformed tape (3M-380i or 3M-380ies).

15. Truncated Dome Pavers are to be in accordance with INDOT Standard Drawing E-604-
SWCR-12.
16. The crosswalk should be equal in width to the asphalt path.
17. Please keep in mind that no work may begin on site until the plans have been approved
by the Hamilton County Highway Department and Surveyors Office, the fees for Testing
and Inspection Agreement paid and apre-construction meeting held. The Inspection
Agreement will be forwarded to JBC1, LLC at a later date.

This letter serves to acknowledge receipt of a Secondary Plat received 03/19/08 for review.
After reviewing the plat the Highway Department has the following comments:
1. An Application for Project Review must be completed and the appropriate review fees
paid prior to any approvals from this office. The application is available on the County
Website.
2. Include all pertinent Instrument Numbers on the plat.
3. The 50' half, shown on the plat, should be clearly labeled as Right-of-Way.
4. Label the width of the Ingress/Egress Easement for Woodhall Lane.
5. The drainage and utility easements must extend across the front of the Common Areas
unless the Common Areas are specifically noted as drainage and utility easements.
6. The following statement must be included on the plat: JBC1, LLC and any and all
successors and assigns hereby waive all rights to petition the Hamilton County Highway
Department, the Hamilton County Board of Commissioners, or Hamilton County, or
successor unit of government to be responsible for the maintenance of the ingress-
egress easement, or to have the easement considered a public road necessitating
maintenance by any unit of government.
7. The following statement also must be included on the plat: Where common drives are
shown on this plat, those lot owners abutting such drives shall own equal and undivided
interest in such drives as tenants in common, and it shall be the obligation of each owner
in common with the other lot owners abutting such a drive to contribute an equal share
of the cost of the maintenance of such drives. Where a majority of lot owners served by
a private drive elect to repair the private drive and one or more lot owners fails to pay
their allocable share of such repair, then the owners paying such cost may file a lien for
the reasonable value of labor performed and materials furnished as prescribed by the

lien laws of the State of Indiana against any such lot and the owner thereof and recover
the full assessment owed together with interest from due date and reasonable attorney's

utility in the same manner as set out for drives. All private drives shall also be a utility
easement.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on March 24, 2008, for this project and have the following comments:

1. The proposed project falls in the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. This project will be a Hamilton County Regulated Drain Subdivision.
4. The proposed project falls in the Well Run Watershed and the Fitch and Jessup
Regulated Drain Watershed.
5. Please submit the following procedural items to this office, petition for regulated
subdivision, subdivision non-enforcement agreement, engineer's estimate, and all
associated bonds for 120% of construction cost. The applications are available on our
website at hrip://www.co.hamilton in us, go to Departments, Surveyor, and Forms.
6. In the drainage calculations, the initially determined hydrologic soil groups were not
changed to the next less infiltrating capacity category for the post developed runoff
calculations, as specified in HCSTSM Section 302.03.
7. The drainage calculations need to be run completely through with the 0.1/0.3
standards to size the require orifice, 100 year elevations, and MFPG, then the required
orifice size is replaced with the 6" minimum.
8. Since there appears to be adequate depth, please change Str. 136 to an inlet structure
instead of the end section, even if it is a shallow 2 x 2 box.
9. All SSD needs to be Double-wall perforated HDPE pipe as listed on our details.

10. Please add HCSO Standard Detail SSD-3 to the construction plans and show these
risers on the ends of all rear yard SSDs, at all 90 degree turns, and so that no point of
the SSD is more then 200 feet from a riser or structure.
1 1. Please show SSD lateral for each lot. No SSD are shown under the curbs, so it is
unclear if the laterals with be from the front or rear of the lot. Rear yard laterals
could be used in this case, if a SSD is added behind lots 8 and 9. If rear yard laterals
are used, please change HCSO Standard Detail SSD-1 on Sheet 20 to detail SSD-2.
12. Al] easements for rear yard SSD need to be 30 foot minimum and maximum
SSD/landscape separation as possible.
13. Need a minimum of 1S' from centerline of the regulated drains at Str. 136 and 123.
Maybe just move Str. 123 to the east to increase the easement area.
14. HCSO will not approve the orifice style shown of sheet 12. We are currently working
on an orifice standard with the manhole manufactures and should have it ready to go
by early May. If construction is desire to begin before then, please use a 2 x 2
concrete box with a 6" hole with a debris guard as the orifice.
15. HCSTSM Section 302.05 #10 does not allow the 100 year elevation of the south pond
to back up into the swale on lot 5. Please revise to keep 100 year elevation limits in
the common area.
16. HCSTSM Section 501.03 requires 0.1 feet of fall across all manholes. Since the site
is so limited on storm sewer depth by the site outlet point, some understanding will be
given, but please put the fall in all manholes that is feasible.
17. Structures 120, 125, and 133 need to have 2' sumps for water quality benefits.
18. Please include a Storm Sewer Structure Data table per HCSO Standard Detail D-19.
19. Please provide a site specific pipe capacity calculation sheet for this project and not a
general pipe capacity/velocity calculation sheet.
20. Common Area "A" and "D" need to be dedicated as perpetual stormwater easements
per HCSTSW Section 306.01. All easements that contain proposed regulated drains
need to be labeled Regulated Drain Easements (R.D.E.) instead of just a D.E.
21. The following HCSO Standard Details have revision dates newer then the details in
the plans: CT-1, CT-4, CT-S, CT-7, and D-] 8.
22. Please add HCSO Standard Details: O-4, SSD-S, D-23, and D-2S.
23. Please note that further comments may be necessary at a later date.

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the revised drawings submitted on April 16, 2008 and offer the following
comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The Alternative Transportation Plan requires the construction of a l0' asphalt path along the entire
frontage of 106'" St. Please revise the plans to include and label this path.
2) Please indicate ADA ramps at all cross walks.
We request that all responses to our comments be provided in writing. Failure to provide written responses
may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on
subsequent reviews.
