As Laurence stated, they need a consent to encroach agreement. There is a Right of Way Permit and bonding
requirement. I also need a revised development plan addressing the designation of the Rangeline Road right of way line
issue and parking lot demo and construction issue that was discussed in TAC. The only BPW requirement is the consent
agreement. There are no curb cut or water/sewer availability approvals required. I do not object td proceeding with the
pre-submittal
but our requirements will have to be satisfied before construction can start.

We have reviewed your submission for the May 21, 2003 Technical Advisory Committee meeting. We
offer the following comments:
GENERALI\FORbIATIO\
1. The project site is currently located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
• Street and Right of Way - City of Carmel (Rangeline Road).
• Water and Sanitary Sewer- City of Carmel
• Storm Sewer - City of Carmel
Board of Public Works and Safety Approval Requirements:
• Additional Water and Sanitary Sewer Availability if applicable.
Cortunercial Curb Cut. It appears that there will be some modification to the existing curb cut on ~r
Raneeline Road. This will require Board of Works approval. The request for Board approval
should include an 8 ''/:" x 11" exhibit that will indicate the existing curb cut, the proposed curb cut
and all appropriate data and dimensions including width, radii, etc.
• Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut. This
does not appear to be applicable to this project.
• Any permanent improvement to be installed within dedicated right of way.
• Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water Availability approval will be required from the Board and additional Water
Connection Fees will be due.
• Plat approval.

for your use. Please use the Engineering Department deadlines for submissions to the Board.

4. Water and Sanitary Sewer Connection Fees: ~~~
Additional Water and Sanitary Sewer Availability approval by the Board mayor may not be required. G. A~
Carmel Utilities will make this determination. Current Connection Fees are $1,310.00 per EDU for N'
water and 579.00 per EDU for sanitary sewer.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until al] issues have been resohed. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five-sets (maximum ofseven-sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Duector
Carmel Utilities. The DevelopedOwner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will
receive one-set and one-set will be maintained in [he Department of Engineering. If more than the
minimum five-sets are requested to be approved, the additional sets (maximum total of two additional)
must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent [o Encroach Agreement between the
Owrter/Developer and the Cit}' of Carmel. This Agreement requires Board of Public Works and Safety
approval. Installations within dedicated right of way require separate Board approval. A copy of our
Residential Subdivision and Commercial Irrigation System Requirements are available upon request.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

10. Upon initial review, it appears the following bonding requirements may apply to this project:
Street Cut/Right of ~Vay Permit and Bonding Requirements
Any work in the dedicated right of way of Rangeline Road will require a Right of Way Permit and a
License and Pemtit Bond. The bond amount will be determined by the number of instances of work in
the right of way (curb cut, storm sewer work, etc.) rJ $2,000.00 per instance. Open pavement cuts in
dedicated sheets require approval by our Board of Public Works and Safety. It appears that there will
be demolition of existing parking and curb and landscaping in the right of way. Please contact our
Right of Way Manager, Fred Glaser, to arrange permitting and bonding. f~`n~
PROSECT CObIMENTS-CONSTRUCTION PLANS
11. Has there been a hydraulic report prepared for this project? If so, please provide this office with a
copy. ~~
12. Please dimension, identify and label the right of way line of Rangeline Road. It is our assumption that
[he 45-foot dimension on Sheet CL0 is the dimension of the half right of way of Rangline Road. ~'~ ~y
Please extend this right of way line across the property. Tf this is not the case and the west property ~il~ r~
line is the existing right of way line, please reflect this on the drawing. Our Thoroughfare Plan _1~~d1J
identifies Rangeline Road as a Secondary Arterial Thoroughfare in this area with a right of way /wl "1''u
requirement of 45-foot half/90-foot total. If the existing right of way is not a 45-foot half, we request ~b

13. The aforementioned 45-foot dimension appears to be from the centerline of Rangeline to the inside of ~,~~ r~(~

14. If there existing easements on the property, they should be identified on the drawing.
J. Are there any storm structures on the property? What is the outlet for surface storm water generated
from the site? Please elaborate regarding a drainage plan for this development.(y(e-
Ne reserve the opportunity for further review and submission of comments regarding drainage and the
plans upon receipt of drainage calculations and review of the calculations and plans by the City Engineer.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating all revisions. A second
review' will focus only on detailed construction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"

Following are CTRWD comments on the agenda items effecting our sanitary sewers or service
area for the May 21, 2003 TAC meeting. Please feel free to copy and distribute this email
or attach it to your meeting minutes. We have also created a new page on our website
linked to the "Construction" page where we have posted all CTRWD TAC comments from 2001
and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.
Eagle Ridge Subdivision, (Revised Primary Plat)
The plans received by the District need to be revised to show labeled sewer profiles and
manhole, lateral and bedding details which are in accordance with District specifications.
The plans also need show the most recent version of the nistrict specifications. Revised
plans need to be submitted. An IDEM permit will be required and the submittal packet
should be sent to the District for review. The District will then submit the project to
IDEM for permit approval. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
Coxhall Park & Garden (Development Plan)
The plans received by the District need to be revised to show the water and storm
infrastructure in the sewer profiles. The manhole and bedding details need to be revised
in accordance with District specifications. The influent hub shown in the grinder pump
station is not the same size as the pipe shown in the sanitary plan and profiles. Revised
plans need to be submitted. An IDEM permit will be required and the submittal packet
should be sent to the District for review. The District will then submit the project
IDEM forpermit approval. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
Hearthview Residential PUD (Rezone)
to
The plans received by the District need to be revised to show individual laterals for
every lot. The manhole and bedding details need to be revised in accordance with District
specifications. The most recent version of the District specifications need to be
included on the plans. Revised plans need to be submitted. An IDEM permit will be
required and the submittal packet should be sent to the District for review. The District
will then submit the project to ZDEM for permit approval. A preconstruction meeting will
need to be held before the construction of the proposed sanitary sewers. Building permits
should NOT be issued unless the District has issued connection permits.
College Park Baptist Church (Development Plan Amendment)
The plans received by the District need to be revised to show the lateral and bedding
details in accordance with District specifications. The plans also need show themost
recent version of the District specifications for lateral connections. Note #2 on sheet
C103 needs to be modified to state that Clay Township Regional Waste District
specifications apply for all sanitary sewers. Revised plans need to be submitted.
Building, permits should NOT be issued unless the District has issued connection permits.
Ritz Charles (Amended Development Plan)
The plans received by the District need to be revised to show the lateral and bedding
details in accordance with District specifications. The plans also need show the most
recent version of the District specifications for lateral connections. Revised plans need
to be submitted. Building permits should NOT be issued unless the District has issued
connection permits.

Due to the limited amount of land disturbance shown on the plan, I have no comments.
