RE: Carmel Fire Department Station #44 Demo/Rebuild-Project Review #2 Dear Ms. Collins: The City has received your letter and drawings dated June 27, 2006 based upon the City review of April 1 Q, 2006. We offer the following comments: PROJECT COMMENTS Thank you for submitting the completed seven-page Plan Certification Form. However, the Department of Engineering did not receive a separate letter explaining the non-applicable and "no" responses. As part of your next submittal, the Department requires justification for the "no" and "N/A" responses. 1. Please remove sheets A101, A102, A103, A501, A502, L101, and L102 from the sets of plans submitted to the Depattntent of Engineering for approval. Also please remove these from the index on the cover sheet. The Department of Engineering does not approve these sheets. 2. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for construction drawings be made. 3. For work in the right-of--way, the City has adopted a new paving policy. Please revise any notes, specifications, and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 4. The City has adopted a new curbing policy. Please revise any notes, specifications, and details to accommodate this policy. The language of these policies must be added to a specification sheet on the plans. 5. Please confirm that the fire apparatus can rum from eastbound into the site and not clip the 10-foot curb radius on the west side of the east entrance. 6. You responded "na" to the statement "Any additional rightrof--way required by the Department of Community Services has been provided" but did not provide a written explanation. Please verify the existing right-of--way. If additional right-of--way is required by the Thoroughfare Plan, it needs to be dedicated. 7. Please indicate and label the owner of the property east of the Fire Department property. 8. Please confirm that the existing roadside drainage does not drain east or west across the frontage and that culverts under the drives are not required. These comments represent the Department of Engineering's second review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. Please confum with Crossroad Engineers, P.C. that the detention pond to the east has adequate capacity to detain the runoff from the developed site and not negatively impact the maximum water surface elevations of the pond. Are modifications to the existing outlet control structure required? Please confirm that permission/agreements are in place with the Home Owners Association to receive and manage the runoff from the site. An easement to protect the outfall should be provided by the Home Owners Association. if you have questions, please call me at 571-2441. This project falls within the corporate limits and MS4 jurisdiction of the City of Carnoel. 2. This proposed site DOES fall in a Carmel Well Head Protection Area. 3. Please direct all storm sewer and water quality questions to the Ciry of Carmel Engineering Deparhnent. 4. This proposed project falls in the U.G. Mitchner Regulated Drain watershed. S. Please submit an indirect outlet permit {Fee waived), for the discharge into the Emily Vestal Regulated Drain, to this otlice. From the sketchy records in our office, it appears the drainage for this site has been. included in the development of Avian Glen, in the pond to the west of the site. 7. Q~~J We have reviewed the construction plans submitted for review at the April 19, 2006 Technical Advisory Committee meeting. We offer the following comments: GENERAL INFORMATION L The project site is located within current Ciry of Carmel Corporate Limits. 2. Jurisdictions: • Streets and Right of Way -City of Carmel (East 131 s' /Main Street) • Water -City of Carmel Utilities • Sanitary Sewers -City of Carmel Utilities • Storm Sewers/Drainage -City of Carmel • Legal Drains -Hamilton County Surveyor's Office. 3. Board of Public Works and Safety Requirements: • Commercial Curb Cut approval -Please provide 8 '/z x 11 exhibits with your request for Board approval. The exhibits should reflect all dimensional data including overall width at the street, throat width, radii, etc. • Temporary Construction Entrance approval if the location is at a site other than the permanent curb cuts on 131" Street. Submission requvements are the same as for commercial curb cut. • Any permanent improvement to be installed within dedicated right of way or dedicated easements. • Dedication of Right of Way if applicable. I am including a copy of the 2006 Schedule of Board of Public Works and Safety meeting dates and agenda deadlines. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board ojZoningAppeals (Ijapplicable) and completion ojreview by the Technical Advisory Committee. Al! written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) ojapproval by the Plan Commission anrUor the Board ojZoning Appeals (ijapplicable). 4. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved far construction until all Engineering Department and Utility Department issues have been resolved. The design engineer must certify all drawings submitted for fmal approval. This office will require a minimum of five-sets of drawings after all issues have been resolved and the final review set of constmction drawings have been approved. The drawings will be stamped as approved and will be signed by the City Engineer and Director of Carmel Utilities. We will approve an additional 2-sets if requested, but the additional sets must be submitted with the requved 5-sets. Additionally, we requve one digital copy of the approved construction plans based upon City of Carmel standard requirements for digital submissions. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel. This agreement, with the exception of irrigation systems, requires BPWS approval. The City Engineer may approve irrigation system agreements. 6. Carmel Utilities should be provided drawings for review of water systems and issues. They will provide a separate review regarding these issues. 7. Carmel Utilities subscribes to "Holey Moley". Contact Carmel Utilities directly for all water main and sanitary sewer main location requests. S. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates Since this is essentially a project for a City of Carmel entity, it does not appear that there aze Performance Guarantee requirements. Right of Way Permit and Bonding Any work in the dedicated right of way of 131 ~` Street will require an approved Right of Way Permit. However, the bonding requirement will be waived. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting. 10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will shaze Crossroad's comments as they are received. When construction plans are submitted for review for this development, please provide a set of drawings and drainage calculations directly to Crossroad. AVAILABILITY AND CONNECTION FEES 11. Availability (acreage) Fees are not applicable for this project. Connection Fees - We defer to Cannel Utilities regarding this issue. A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent to streamline the plan review process. We request that you please complete this form and return it to the Department of Engineering as soon as possible. Additional comments will be provided by the Department of Engineering after the Certiftcation Form is returned. Please treat each item on the form as a requirement of the Department of Engineering. Providing a "no" or "N/A" response to any of the items does not relieve the Developer of the responsibility of meeting the requirements of the Department of Engineering. The Department of Engineering will make the final determination as to the acceptability of any "no" or "N/A" responses. 12. This project is subject to the Carmel Stormwater Management Ordinance, which was adopted February 6, 2006. These comments represent the Department of Engineering's initial review of the construction plans for this project. We request that all responses to our comments be provided in writing. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes aze considered "new" or fall outside of our previous reviews.
