Alternative Transportation Plan (ATP) Amendments
Petitioner seeks a favorable recommendation on an amendment to the ATP portion of the
Comprehensive Plan.
Filed by the Department of Community Services for the Carmel/Clay Alternative
Transportation Committee (COAT).
Please sae the enclosed memo regarding this item.
If there are no concerns raised by the public or comments from Plan Commission members
that remain unresolved at the end of the discussion on the item, the Department would
recommend that the Plan Commission suspend its rules and that this item be forwarded to
the City Council with a favorable recommendation.

Dear Commission Members:
The attached amendments to the Carmel/Clay 2020 Vision Plan; Chapter 6: Thoroughfare Plan;
Altemative Transportation Plan, are being forwarded to you at the behest of the Carmel/Clay Altemative
Transportation Committee. The fourteen items outlined have been crafted to respond to amendments
previously adopted into the Twenty-year Thoroughfare Plan, and to represent more accurately the
community's objectives with respect to the US 31 Improvement Project.
The Deparment is working with the Department of Parks & Recreation to include their
infrastructure on the Bicycle Route Plan; therefore, the draft of the Route Plan included with this packet will
almost certainly be revised by the opening of the hearing on Tuesday evening. If revised, the new plan will
be provided to you at that time.
The Public Input Period for the US 31 Draft EIS ends August 4, 2003, so the Department is asking
your consideration in suspending the Rules in order to forward these amendments to the Common Council
with a favorable recommendation at the conclusion of the hearing.

PROPOSED AMENDMENT S TO THE ALTERNATIVE TRANSPORTATION PLAN
1. Added Meadowlark Park Trail extension to the Monon Trail. St. Vincent's
committed to constructing this segment with the approval of the OM-MM zone.
2. Outlined Old Meridian area and added reference to the Old Meridian Hike and
Bike Path Master Plan adopted in Resolution CC 12-06-99-O1.
3. Added "Minimum Right of Way Width" to the map legend to indicate a 30' right
of way for Dedicated Trails.
4. Added the entire length of the White River Greenway, from Hazel Landing Park
to 146th Street.
5. Up~raded Lakeshore Drive East to "Shared Roadway Path ~t Sidewalks" from
96` Street to 116th Street to provide a safe north-south route for bicyclists and
pedestrians.
6. Amended 106t-h Street to reflect the plans of the Hamilton County Highway
__Department.
7. Added a connection to the Village of WestClay commerciaUmixed-use district as
"Shared Roadway Path bt Sidewalks".
8. Added Exhibit B, Bicycle Route Plan, to be used as a bicycle users plan in
companion with the Alternative Transportation Plan. This plan will illustrate
preferred routes and provide atwo-year outlook on alternative transportation
infrastructure construction.
9. Realigned Cool Creek North Trail to better reflect the proposed location.
10. Upgraded Spring Mill Road from "Shared Roadway Path 6z Sidewalks" to
"Separated, Parallel Multi-Use Path."
11. Added a Separated Grade Pedestrian Crossing at West 106th Street and US
421/Michigan Road.
12. Amended Overpass and Interchange Locations to incorporate Separated Grade
Pedestrian Crossings.
13. Amended the path between College Drive and Ditch Road from "Separated,
Parallel Multi-use Paths" to a "Dedicated Trail" to reflect the deletion of the road
from the Thoroughfare Plan.
14. Added "Separated, Parallel Multi-use Path" to the North Augusta Drive-Sheborne
Road Collector Road connection.
