HomeMy WebLinkAboutResolution: CC-08-04-03-01 Alt Transp.Plan A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, TO AMEND THE ALTERNATIVE TRANSPORTATION PLAN, A PART OF THE CARMEL/CLAY COMPREHENSIVE PLAN, CHAPTER 6. Sponsor: Councilor Carter WHEREAS, pursuant to the Advisory Pla~ing Law of the State of Indiana (contained in IC 36~7-4), each unit of local government that wishes to adopt land use and zoning ordinances must first approve by resolution a comPrehensive plan for the geographic area over which it has jurisdiction; and WHEREAS, the 2020 Vision Comprehensive Plan (the "Comprehensive Plan") was approved and recommended by the Carmel Clay Plan Commission on August 20, 1996, and duly approved by resolution of the Common Council on September 24, 1996, mid is therefore the official Comprehensive Plan of the City of Carmel and Clay Township; and WHEREAS, pursuant to IC 36-7-4-506 a thoroughfare plan may be included in the Comprehensive Plan and may determine lines for new, extended, widened or narrowed public ways in any part of the territory in the jurisdiction; and WHEREAS, after a thoroughfare plan has been included in the Comprehensive Plan, thoroughfares may be located, changed, widened, straightened, or vacated only in the mariner indicated in the Comprehensive Plan; and WHEREAS, the Carmel/Clay community has recognized the value of a well connected and integrated alternative transportation network and has adopted an Alternative Transportation Plan as part of the official Thoroughfare Plan; and WHEREAS, the Carmel/Clay Advisory Plan Commission, at its regularly scheduled meeting of Tuesday, July 15, 2003, voted ten in favor, zero opposed to forward Comprehensive Plan Amendment Docket No. 100-03 CPA to the Common Council with a favorable ~ recommendation; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel of Carmel, Indiana, that: Section One: The Common Council adopts Exhibit A: Alternative Transportation Plan, and Exhibit B: Bicycle Route Plan, as part of the 2020 Vision Comprehensive Plan, Chapter 6, Thoroughfare Plan. Section Two: After its adoption, this Resolution shall be filed in the office of the Clerk- Treasurer of the City of Carmel, who shall also forward one (1) copy of this Resolution to the secretary of the Carmel Clay Advisory Plan Commission and one (1) copy to the office of the Hamilton County Recorder, all in accordance with IC 36-7-4-509 and other applicable laws Section Three: This Resolution shall be in full force and effect from the date of passage, and its publication, as provided by law. CC-08-04-03-01) Dear Council Members: The attached amendments to the Carmel/Clay 2020 Vision Plan; Chapter 6: Thoroughfare Plan; Alternative Transportation Plan, are being forwarded to you at the request of the Carmel/Clay Alternative Transportation Committee. The fourteen items outlined have been crafted to respond to amendments previously adopted into the Twenty-year Thoroughfare Plan, and to represent more accurately the commuinty's objectives with respect to the US 31 Improvement Project. The Amendment also includes Exhibit B: Bicycle Route Map, which is a new component of the ATP that will be made available to users. Oudined Old Meridian area and added reference to the Old Merklian Hike and Bike Path Master Plan adopted in Resolution CC 12~06~99-01. Added "Minimum Right of Way Width" to the map iegend to indicate a 30' right of way for Dedicated Trails. Added the entire length of the White River Greenway, from Hazel Landing Park to 146~ Street. Upgraded Lakeskore Drive East to ~Shared Roadway Path Oz Sidewalks" from 96t~ Street to 116~ Street to provide a safe north-south route for bicyclists and pedestrians. Amended I06th Street to reflect the plans of the Hamilton County Highway Department. Added a connection to the Village of WestClay commercial/mixed-use district as "Shared Roadway Path ~ Sidewaiks'. Added Exhibit B, Bicycle Route Plan, to be used as a bicycle users plan in companion with the Alternative Transportation Plan. This plan will illustrate preferred routes and provide a two-year oudook on alternative transportation irdrastrucrure construction. Realigned Cool Creek North Trail to better reflect the proposed location. Upgraded Spring Mill Road from ~Shared Roadway Path ~ Sidewalks" to ~Separated, Paralld Multi-Use path.- Added a Separated Grade Pedestrian Crossing at West I06t}~ Street and US 421/Michigan Road. Amended Overpass and Interchange Locations to incorporate Separated Grade Pedestrian Crossings. Amended the path between College Drive and Ditch Road from "Separated, Parallel MuItimse Paths" to a "Dedicated Trail" to reflect the ddetion of the road from the Thoroughfare Plan.
