CC-08-04-03-O1 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, TO AMEND THE ALTERNATIVE TRANSPORTATION PLAN, A PART OF THE CARMEL/CLAY COMPREHENSIVE PLAN, CHAPTER 6. WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana (contained in IC 36-7-4), each unit of local government that wishes to adopt land use and zoning ordinances must first approve by resolution a comprehensive plan for the geographic area over which it has jurisdiction; and WHEREAS, the 2020 Vision Comprehensive Plan (the "Comprehensive Plan") was approved and recommended by the Carmel Clay Plan Commission on August 20, 1996, and duly approved by resolution of the Common Council on September 24, 1996, and is therefore the official Comprehensive Plan of the City of Carmel and Clay Township; and WHEREAS, pursuant to IC 36-7-4-506 a thoroughfare plan may be included in the Comprehensive Plan and may determine lines for new, extended, widened or narrowed public ways in any part of the territory in the jurisdiction; and WHEREAS, after a thoroughfare plan has been included in the Comprehensive Plan, , thoroughfares may be located, changed, widened, straightened, or vacated only in the manner indicated in the Comprehensive Plan; and WHEREAS, the Carmel/Clay community has recognized the value of a well connected and integrated alternative transportation network and has adopted an Alternative Transportation Plan as part of the official Thoroughfare Plan; and WHEREAS, the Carmel/Clay Advisory Plan Commission, at its regularly scheduled meeting of Tuesday, July 15, 2003, voted ten in favor, zero opposed to forward Comprehensive Plan Amendment Docket No. 100-03 CPA to the Common Council with a favorable recommendation; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel of Carmel, Indiana, that: Section One: The Common Council adopts Exhibit A: Alternative Transportation Plan, and Exhibit B: Bicycle Route Plan, as part of the 2020 Vision Comprehensive Plan, Chapter 6, Thoroughfare Plan. Section Two: After its adoption, this Resolution shall be filed in the office of the Clerk- Treasurer of the City of Carmel, who shall also forward one (1) copy of this Resolution to the secretary of the Cannel Clay Advisory Plan Commission and one (1) copy to the office of the Hamilton County Recorder, al] in accordance with IC 36-7-4-509 and other applicable laws Section Three: This Resolution shall be in full force and effect from the date of passage, and its publication, as provided by law.
