Street Widening Dear Mr. Dobosiewicz: No~6064 P. 2/2 RECEIVED JAN 5 DOCS Per cur conversation, this letter is to confirm Boomerang Developments commitment to widen Dolan Way in Claybourne, Section 2. This additional work will include widening Dolan Way to the North approximately six (6) feet at its intersection with Salamone Way and Penniger Drive. Additionally, islands will be installed on Dolan Way at the intersections. The total lineal footage of Dolan Way that is widened will correspond with what is necessary to accommodate the islands. However, from Salamone Way, west, to the edge of Section 2, Dolan Way-will be widened in its entirety. Storm stmctures and curb underdrains will be relocated as necessary. This additional work is proposed to be performed in the Spring/Summer of 2004. All work will be coordinated with The City of Cannel, Hamilton County Highway Department and the Hamilton County Surveyors Office. The erosion and sediment control plan submitted was not reviewed for the adequacy of the engineering design. All practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewed for local, state, or federal permits that maybe required to proceed with this project. It is the intent of the Division to resolve non compliance issues and avoid referring this project to the Indiana Department of Environmental Management (IDEM) for an enforcement action. The rule requires an erosion and sediment control plan be submitted to the Soil and Water Conservation District prior to initiating land disturbing activities. The plan must meet the minimum requirements of the rule. Construction activity associated with this project has commenced without an adequate erosion and sediment control plan. You are currently operating without a permit and are in violation. of 327 IAC 15 -5. Please submit an erosion and sediment control plan that meets or exceeds the minimum requirements of the rule to the Hamilton County SWCD on or before September 22, 2003. After reviewing the plans the Highway Department has the following comments: 1. Please replace Sharon Clark with Christine Altman on the signature block for the Hamilton County Board of Commissioners. 2. A Maintenance of Tragic Plan is needed for the improvements along Shelbome Road and 131" Street, 3. A drainage swala is needed along the widening of Shelbome Road, north of Section 2. Elevations should be provided every 1D0'. 4. Several reference on C303-C305 to detail CS-1 mention the wrong page (C805), please correct all the verbiage concerning the details. 5. The pavement section for Shelburne Road and 131'r Street is referenced on sheet C801 in detail CS-1, but is not shown on the plaris. Please include the 1A~" stone base, 5" HAC binder and 1" HAC surface in the plans. 6. Please note that all sidewalk/path ramps must be ADA compliant. I have included a copy of the INDOT standards fnr ramp markings, please include the detail in the construction plans. 7. It appears that all the comments from the June 23, letter were satisfactorily addressed. Therefore, after the above corcections have been made and all comments from the Hamilton County Surveyor's Office have been addressed, seven sets of plans must be submitted for final approval. Additional notes have been added to the development plan stating that the lake berm must be completed first in addition to the construction sequencing notes already on the plans. 2. The sediment trap was made a little bigger, contoured and the outlet elevations were adjusted. Approximately 38000 cubic feet of storage is provide for the 18+ acres of watershed. 3. All of the water along the west property line in this section is picked up in swales and inlets except for the last 20' behind lots 171-174 where silt fence is shown. The future section to the south of Section 2 will continue to be farmed and drain west until developed. 4. The rip rap detail is on sheet C804. 5. As discussed in TAC, the construction limits are realistic. We are trying very hard to keep the construction out of the future development area to the north of Section 2 so it can be farmed. 6. We can take water to the pond west of the site or divert it to Lake 6 temporarily or permanently. The undeveloped ground south of Section 2 drains west and more area could be directed away from Lake 6 to the west if the property owners want the water. Submit the following procedural items: engineer's estimate and bonds for storm sewer, erosion control and monuments and markers. 2. Revise the Calculations to use a 24 hour storm duration. 3. For the FEMA map included in the drainage report, include the date of the map. 4. Submit a full sin drawing of the overall development showing the following: existing Section 1, proposed Section 2, any other proposed sections, adjacent properties with existing features like existing private ponds. Include on the overall plan the storm system (including existing and proposed lakes). After a review of the overall plan, we will determine the off site improvements required. Add the following to the construction documents: 5. On all of the Development Plan sheen, add a note stating that the existing Albert Shaw legal drain is to be crushed on site. Aiso have a note stating that any latorals found will be tied into the new storm system. 6. All open end sections (except in lakes) need to be replaced with an inlet structure, 7.
