2. Docket No. 09020003 ADLS Amend: Bright House Communications Building
The applicant seeks approval for a new communications equipment building. The site is located at 352
Gradle Dr and is zoned I-1/Industrial. Filed by Joseph Scimia of Baker & Daniels, LLP for Bright House
Networks, LLC.
The applicant seeks site plan and design approval for the addition of a new communications equipment building.
Also, part of the parking lot will be re-striped and additional landscaping will be planted. The Department
understands that the site will not house mobile equipment, such as bucket trucks and vans. The site is more of an
office use in nature. The petitioner will need to verify this at the meeting.

Staff Coucerns/Comments:
I. Engineering has no issues with the Plan Commission approving the proposed ADLS Amendment. Also,
Crossroad Engineers, their consultant, verifies that detention would not be required; however the increase in
storm water rmroff would not be supported.
2. The Forestry Dept is satisfied with the Landscape Plan.
3. The project is outside the jurisdiction of the Hamilton County Highway Dept.
4. The Hamilton County Surveyor's Office has not completed a formal review, as they just received plans a
week ago, but there are no major concerns. HCSO is currently working with Carmel Engineering and
Crossroad Engineers to reduce the site storm water nmoff that will be generated by this project.
5. Regarding the concern about possible noise/hununing from the equipment on/in the equipment building
(since there are residential ]and uses to the north of this site): the petitioner states that the H VAC unit facing
north is screened, and that it makes no more noise that a typical residential HVAC unit. No more than three
writs will be on at one time, and 4 writs face south, away from the residential land uses. The petitioner also
states that the equipment inside the building will not emit noise/vibrations outside the building.
6. Regarding possibly painting the mechanical equipment (wall mount HVAC) to match the building color on
the north elevation: The petitioner feels that there is adequate screening via the retaining wall and
landscaping. Also the HVAC writ is a muted gray/beige color.
The Dept of Community Services recommends that committee approve this item, only after all comments
and concerns are addressed. (This item may need to be tabled, due to outstanding storm water issues.)
