Docke[ No. 08070022 DP Amend/ADLS: St. Vincent Sports Performance Center The applicant seeks site plan and design approval for a sports performance/training/ physical therapy center and medical offices and also seeks zoning waiver approval: Docket No. 08070023 ZW ZO §27.01: required parking spaces The site is located at 13400 N Meridian St. and is zoned B-6/Business within the US 3 I Overlay and OM/MM -Old Meridian District, Mixed Medical subarea. Filed by Darrell Phillips fa' BremnerDuke Healthcare Real Estate. The applicant proposes to develop a sports perfornance center with associated medical offices. To the west, is the recently rezoned subdivision of North Meridian Heights, which is now zoned B-6/Business and OM/MU- Old Meridian Mixed Use. To the east is St. Vincent Hospital and medical offices. The Board of Zoning Appeals approved a variance for a buffer yard reduction and nmltiple variances for signage at their October 27 meeting. They have BZA variance approval to have parking spaces behveen the 90-ft build to line and US 3 I.Please see the petitioner's infornutional brochure for more detail. Vehicular and pedestrian connectivity will be important when this site is redeveloped, just west of the site. The petitioner agrees to participate in the pedestrian trail development in connection with the continuation of the Pennsylvania Street extension from the Browning Development at 131" 8r Main Street (west of the subject site), to Old Meridian Street (east of the subject site). The Department suggested using sn'uchtre parking to reduce the amount of pervious surface onsite; however, the petitioner relayed the fact that this would not be econotnically viable for the project. The alternative is bio swales that will help inunensely with storm water runoff and touches upon sustainable and `green' development. February 3 committee meetine results: I . The architechtre is seen as favorable, even the south building elevation of the gym 2. The parking breakdown (net vs. gross) was discussed. Updates & parking analysis will be discussed on March 3. 3. Provided a list of LEED or low impact development items this project will accomplish. 4. Showed possible future connection to [he Browning Invesrinents site to the soutlrnest. ~. (Outstanding issues with the Dept or Engineering and the Dept of Forestry led to tabling to March 3.) March 3 meetinc comments: Additional parking info wus presented. Also outstanding issues were addressed. The committee voted 4-0 to send this item to the full commission with a favorable recommendation. Staffs convnents/concerns: I . Remember to submit the Findings of Fac[ sheet at the meeting. 2. If applicable, show/label the 131" Street lighting, per the adopted city style (zoning ordinance § 20G.04.04). 3. Engineering Dept: still working through some issues, but is okay with this item being approved. Any outstanding issues may be addressed with construction plan approval phase. 4. The Forestry Dept has stated that the landscape plan is satisfactory. Also, a tree preservation plan (for the southern portion) has been received, but some follow up is needed. ~. The project is outside the jurisdiction of the Hanulton County Swveyor's Oftice. 6. The project is outside the jurisdiction of the Hanulton County Highway Dept. The Dept. of Community Services recommends the Commission vote to approve these two items with the condition of final approval of the tree preservation plan by the City Forester. ~~
