3-4. Docket No. 08070022 DP Amend/ADCs: St. Vincent Sports Performance Center
The applicant seeks site plan and design approval for a sports performance/training/ physical therapy
center and medical offices and also seeks zoning waiver approval:
Docket No. 08070023 ZW ZO §27.01: required parking spaces
The site is located at 13400 N Meridian St. and is zoned B-6/Business witMn the US 3 I Overlay and
OM/MM -Old Meridian District, Mixed Medical. Filed by Darrell Phillips for BremnerDuke
Healthcare Real Estate.
The applicant proposes to develop a sports performance center with associated medical offices. To the west, is
the recently rezoned subdivision of North Meridian Heights, which is now zoned B-6/Business and OM/MU-
O1dMeridian Mixed Use. To the east is the St. Vincent Hospital and medical offices. The Board of Zoning
Appeals approved a variance for a buffer yard reduction and multiple variances for signage at their October 27
meeting. Please see the petitioner's informational brochure for more detail.
The Department would like the Plan Commssion to keep in mind the recently approved Rezone of the
subdivision just west of this site. Vehicular urd pedestrian connectivity will be important when this site is
redeveloped. The petitioner agrees to participate in the pedestrian trail development in connection with the
continuation of the Petmsylvania Street extension from the Browning Development at 131°` & Main Street (west
of the subject site), to Old Meridian Sheet (east of the subject site).
The Department suggested using structure parking to reduce the amount of pervious stuface onsite; however, the
petitioner relayed the fact that this would not be economically viable for the project. The alternative is bio
swales that will help inunensely with storm water rwtoff and touches upon sustainable and `green' development.
January 20 meeting results:
1. They have BZA variance approval to have parking spaces between the 90-ft build to line and US 31.
2. Show possible future connection to the Browning Investments site to the southwest.
3. Tree inventory and tree preservation plan will be shown at committee level.
4. Show parking breakdown: before/ after, net/gross, number of employees, etc.
5. Provide a list of LEED or low impact development items this project will accmnplish.
6. South building elevation: add some windows, fatix windows, or brick relief. Provide revised elevations.
Staff's continents/concerns:
1. Remember to include the DP application Findings of Fact sheet in your final info packets.
2. Shaw/label street lighting, per the adopted city style (zoning ordinance Ch. 20G.04.04); please provide and
update on whether or not the Engineering Dept. requires lighting along 13 I s` Street.
3. Engineering Dept: The petitioner anticipated having all of the corrnnents addressed and the plans
resubmitted to Engineering by (/23/09. An update will be given at the 02/03 meeting.
4. The Foreshy Dept has reviewed the landscape plan and corrunents were provided to the petitionef~. They are
now awaiting a revised plan that addresses those comments. There are no nujor concerns with the plan.
Also, the tree preservation plus (for trees on the southern portion of the site) will be delivered to the City
Forester very soon.
5. Hamilton County Surveyor's Office has no outstanding issues with this project.
6. Hamilton County Highway Dept Highway has no issues or concerns with the project.
The Dept. of Community, Services recommends the Committee forward this item to the February 17
Commission meeting with a favorable recommendation.
