Docket No. 08070022 DP Amend/ADLS: St. Vincent Sports Performance Center The applicant seeks site plan and design approval for a sports performance/training/ physical therapy center and medical offices and also seeks zoning waiver approval: Docket No. 08070023 ZW ZO §27.01: required parking spaces The site is located at 13400 N Meridian St. and is zoned B-6/Business within the US 31 Overlay and OM/MM -Old Meridian District, Mixed Medical. Please note that the Board of Zoning Appeals will review a variance for a buffer yard reduction and multiple variances for signage at their October 27 meeting. Outstanding issues/concerns: I. DOCS still has some outstanding comments from the 07/28/2008 email/review comments: a. Remember to include the DP application Findings of Fact sheet in your final info packets. b. Provide all of the pertinent public notice documents; see application. c. Provide digital copies of the application, site plan and building elevations, as pdf files. d. Show/label the pedestrian trail that was adopted with city council resolution CC 07-IS-02-01, found online at: http://cocdocs.ci.Carmel.in.us/weblink/DocView.aspx?id=259485. Also, see attached exhibit. (The location of the 6-ft wide sidewalk, from 1315` Street up to the building, is acceptable, but please add a path around the perimeter of the building's parcel. If not, a variance for this can be combined with the variance request to vary from the adopted site plan; see item 32.) e. Please provide the bike rack details. f. Please provide the wall sconce light details/specifications, if applicable. g. Show label street lighting, per the adopted city style (chapter 20G.04.04); please work with the Engineering Dept. to see if they will require lighting along 131 ~` Street. h. Please consider using LEED or `green' building practices, such as a white roof, solar panels, pervious pavers in all or part of the parking area, etc. i. Have you considered a parking structure near the building that would bring all parking spaces closer to the building, rather than this large expanse of parking? j. It is our understanding that you have had conversations with Browning Investments about a future possible connection to/through the residential area to [he southwest if/when it is redeveloped for business use. Please provide us with your preliminary plans on this. 2. The Department would like the Plan Commission to keep in mind the pending Rezone of the subdivision just west of this site to B-6/business and Old Meridian -Mixed Use. Vehicular and pedestrian connectivity will be important if that rezone is approved. 3. Engineering Dept is still reviewing the plans. 4. The Forestry Dept has reviewed the plans and comments were provided to the petitioner. The Dept. of Community Services recommends the Commission forward this item to the October 30 Special Studies Committee meeting for further review and discussion.
