The following is a list of actions that have been taken to address [hose comments. la. Right-of--way drainage will be maintained to drain in essentially the same pattern as existing conditions. With the improvements to the entrance, a portion of the right-of-way runoff will enter structures 230 and 231, which outlet to the proposed detention basins. The detention has been sized to accept runoff from the full built out right-of-way per the 20-Year Thoroughfare Plan. l b. 'fhe proposed additional right-of--way line has been provided on the plans. la These dimensions have been provided on sheet C203. 1 d. The storm sewer calculations in the Drainage Report include the first existing downstream pipe run in the model, and uses a starting HGL at the top of the existing pipe in order to model the system with the downstream pipes flowing full. The resulting calculations show the storm sewer system flowing within capacity. In addition, the impervious area of [he proposed upstream drainage area has been reduced, which will reduce the overall flow draining to the existing detention basin on the east side of the St. Vincent campus. This is addressed in the revised drainage report. 2a. The 24' x 24' concrete pad is for athletic trailting use by the facility. Gary Duncan February 27, 2009 Page 2 2b. This item is currently being discussed between Carmel Engineering and BremncrDukc. 2c. There is sufficient right-of--way to the west for the taper of the auxiliary Iane as shown on sheet C203. 2d. A ] 0-foot asphalt path along the Main Street frontage has been provided on the plans. After a discussion with the Engineering Department, [he owner may provide the cost of constructing this path to the City of Carmel for future construction. 2e. This note has been provided on the plans. 2f. This note has been added to the general notes on sheet C200. 2g-h These comments have been addressed on sheet C203. 2i. This detail has been provided nn sheet CG00. 2j. This detail has been provided on sheet C604. 2k. This item has been addressed on sheet C203. 21. The width of the entrance has been reduced to 36 feet. 2m. The curb radii at the entrance has been revised to 40 feet. 2n. Sufficient rightof--way does not exist for the auxiliary lane to be extended to Catherine Drive. The Right-of--Way improvements are currently being discussed between Carmel Engineering and BremnerDuke. 3a. This item was discussed in detail with the Engineering Department. The off-site flow is not able to be routed through the ponds. However, the overall flow in the existing ditch that crosses the site is reduce by the proposed improvements to the site. This is summarized in the Drainage Report. 4a. The grade drop along the east side varies up to 6 feet. A retaining will provided to address this grade change. Sa. The majority of this area will drain onto the proposed parking lot, or south to the west pond. The direct dischazge areas have been minimized. Gary Duncan February 27,2009 Page 3 Sb. This existing Swale does not enter any of the detention basins. The intent of this project was to not impact this stream. Phis item was also discussed in detail with the Engineering Department. The existing 42" pipe downstream of the project has been included in the revised drainage model. Sd. Due to the existing drainage Swale on the west side of the drive and the wooded area on the east side of the drive, additional swales cannot be constructed without significant impact to the site, including existing trees on site. The proposed storm sewer along the drive has been sized to handle this flow. Sc. End section 219 has been relocated to provide a better angle downstream. 6a. A drainage easement will be provided along the existing Swale. 7a. This detail has been revised and now provided on sheet C203 in the typical cross- section. 7b. This detail has been revised accordingly. 7c. This detail has been provided. 8a. This detail has been updated. 36. The paving policy has been provided on shecC C604. 9a. The following is a list of actions that have been taken to address those comments. 1. Plan and profile sheets are now included in the construction plan set. 2. a. Thcrc arc no floodplains or floodways on this property. A note was added to the Overall Grading Plan to this effect. b. All land disturbing activities are delineated on the plan set. c. The system will be private, which is now stated on the plans. d. There is an existing drainage swale'creek that crosses the property. It is labeled on the construction plans. e. The proposed drainage ponds and swalcs are included in the plans and arc labeled with the necessary information. f The emergency flood routing path is shown on the sheets C301 and C302. g. The 100-year flood elevation has been added to the rain garden sections on 0300. h. A drainage summary has been added to the sheet C300. i. The proposed storm sewer connects to existing storm sewer located in the parking lot east of [he proposed building, as shown on the Utility Plan. The distance for this tie-in location to the stream outlet is approximately 800 feet. j. The minimum flood protection grade is 864.00 and has been provided on C300. k. Drainage arrows were added to the Grading Plan. Page 2 1. 1'he proposed rain gardens do not have a slope associated with them due to [heir unique design requirements. m. Cross sections of the proposed dry detention ponds are in accordance with the standard section. 3. The Structure Data Table is now included on the Utility Plan sheet. 4. Storm sewer calculations for the nms between Structures 230 and 238 are now included in the drainage report The existing area "A" does flow into the right-of-way of US 31 and area "B" flows to the existing detention system [o the east. In the proposed conditions, we will be almost matching the drainage divide as it stands today. Area "B" is not detained due to the fact that impervious area is being significantly reduced and detention for that area is already provided. This is addressed in the revised Drainage Report. 6. This item was discussed with Carmel Engineering. Due to the unique nature of the site and the way the basins work with the existing ditch, only the disturbed areas are being routed through the detention basins. As requested by Carmel Engineering, the calculations show that the overall flow through the ditch to the existing 42" pipe east of the site is reduced. 7. The curve numbers have been adjusted accordingly. 8. The outlet orifice will be increased in size to C inches on the construction plans. 9. 1'he proposed right-of-way and its runoff have been added [o the detention design and accounted for in the drainage design. 10. The dry detention basin has been revised to include a 2% slope minimum across the bottom. These slopes are now labeled on the plans. 11. An emergency spillway has been provided. The calculations are included in the drainage report at the end of Section 3. 12. The existing 24" culvert has been analyzed in the drainage calculations. "fo adequately convey the 10-year flow, a second 24" has been proposed. Page 3 l3. The storm sewer design has been revised to include cover of 2.5 feet or greater. 14. 'Che storm sewer design has been revised to include the 0.1' drop through the manholes and inlet structures. The petitioner is looking at a different storm water detention plan/concept that might have an effect on the land plan. We have reviewed the issue of access and, provided that the Fire Department and other emergency response are agreeable, to providing emergency access to the Lot fronting Clay Center from the access to the back lot. We have not been provided the revised storm water quality system concept; this system could affect the land plan. Firestone: Out of our jurisdiction. Hotel Indieo: We have issued comments; they are technical in nature and subject to final approval of the construction plahs. Engineering has no issues with Plan Commission approval of the project. St. Vincent's $pof[5 Performance Center: The Department has not received revised plans in response to comments issued September 8, 2008. There were issued raised that we cannot confirm have been addressed. Of note is the request for auxiliary lanes and a passing blister at the proposed entrance as well as formalizing Thoroughfare Plan commitments. Item 13 -Pedestrian Trail: Based upon our meeting and my follow up conversation with Mike Hollibaugh it was agreed that this project would not be required to install the pedestrian trail that was depicted on the conceptual plan exhibit to establishment of the Old Meridian- Mixed Medical Zoning District. However, St. Vincent has agreed to cooperate and participate in the pedestrian trail to be developed in connection with the continuation of the Pennsylvania Street extension from the Browning development to Old Meridian Street. ~~ Item 14 -Asphalt Path: 10 foot path has been added along W. A drainage summary, which summarizes the basic conditions of the drainage design, including site acreage, off-site/upstream acreage, allowable release rates, post-developed 10-year, and 100-year flows leaving the site, volume of detention required, volume of detention provided, and any release rate. i. If a storm sewer or similar type of system is used, provide details showing connection to the main system or method of discharge into stream or reservoir, distance to stream outlet, locations and sizes of lift stations, manholes, inlets, junction boxes, and other necessary appurtenances. j. Definition of minimum flood protection grade in accordance with this manual. k. Drainage arrows shall be indicated for all surface drainage, swales and on each side of every break in Swale slopes. Per Section 102.02 xiv of the manual, please revise the construction plans to include a Structure Data Table in the plan set. At a minimum, the structure data shall include the following information: structure number reference, upstream structure number, downstream structure number, top casting elevation, upstream pipe elevation, downstream pipe elevation, pipe length, pipe material, pipe size, type of structure and detail reference to type of structure and any notes related to the structure. 4. Per Section 102.03 i.d. of the manual, please provide storm structure calculations for all proposed pipe structures. There are no calculations provided for the proposed storm structures from Structure 230 through and including Structure 238. 5. It does not appear that the north half of the site will be detained. Existing Area "A" appears to sheet flow into INDOT right of way, and Existing Area "B", Is routed east through an existing storm system. Calculations, using as-built structure information, should be provided to ensure there is no impact on the downstream system receiving runoff from this portion of the site. 6. Per Section 302.03 of the manual, the release rate should be computed based on pre-developed discharge to each outlet point for sites where the pre-developed area has more than one (1) outlet. The entire site, not just the proposed disturbed area, is to be Included. In the release rate. In addition, the north portion of existing basin "C" appears to be flowing north, into the existing storm pipe (no size or structure number given) that eventually discharges northeast of the site. Please review and revise the pre-developed watershed areas, and revise the allowable release rates as directed for sites where the pre-developed area has more than one (1) outlet. 7. Per Section 302.04 of the manual, for the purpose of determining the post-developed conditions curve numbers, due to significant disturbance to the upper soil layers during the construction activities, the initially determined hydrologic soil group for disturbed areas should he changed to the next less infiltrating capacity category (i.e., A to 8, B to C, and C to D). Although most of the post-developed area will be Impervious, the curve numbers for areas that will not be impervious should be calculated accordingly. 8. Per Section 302.06, paragraph 7, of the manual, the minimum orifice size shall be 6 inches, even'd the 6- inch diameter orifice results in a discharge that exceeds the predetermined maximum authorized peak flow release rates as determined using methodologies in Section 302.02. The table provided on Plan Sheet 0603 shows the east pond outlet structure having a 5-inch orifice plate. Please review and revise. St. Vincent SPons PerromW nce-Carmel Woolpen, Irrc. Per Section 302.06, paragraph 7, of the manual, detention basins shall be sized to detain the runoff from the fully developed right-of-way per the City of Carmel 20-year Thoroughfare Plan across all frontages, regardless of existing watershed boundaries or drainage breaks/divides. The acreage of the full right-of- waywidthshall be included in the overall acreage of the development in determining the allowable release rate. 10. Per Section 302.08, paragraph 8, of the manual, provisions shall be incorporated into facilities for complete interior drainage of dry bottom facilities, including a minimum i% bottom slope in all directions if file underdrains are provided and a minimum of 2% if no underdrains are provided. Please label the cross slope of the dry detention areas. 11. Per Section 302.11 of the manual, emergenty overflow facilities such as a weir or spillway shall be provided for the release of exceptional storm runoff or in emergenty conditions should the normal discharge devices become totally or partially Inoperative. The overflow facility shall be of such design that Its operation is automatic and does not require manual attention. Calculations shall be provided for all emergency spillways. Please review and revise. 12. Per Section 304.01 of the manual, please provide a sizing analysis of the existing 21-inch culvert immediately downstream from Structure 217. 13. Per Section 501.01 of the manual, there should be no less than 2.5 feet of cover along any part of the pipe from final pavement elevation or final ground surface elevation to the top of the pipe. Structures 230, 232, 233 and 237 have less than the minimum allowable cover. Please review and revise. 14. Per Section SD3.03 of the manual, a minimum drop of 0.1 foot through manholes and inlet structures should be provided. Please include with your submittal, one (1) copy of the comments indicating the action taken or a written explanation for action not taken. Construction plans and drainage calculations are not to be re-submitted without implementing changes with respell to any and all review comments from the City of Carmel and the Hamilton County Surveyor's Office.
