FEBRUARY 3, 2009
2. Docket No. 08080020 ADLS: Hotel Indigo
The applicant seeks design approval fora 5-story hotel building. The site is located northeast of 131x' St.
& US 3l and is zoned B-6/Business in the US 31 Overlay. Filed by Jay Gibson of CDG Consulting, Inc.
The applicant seeks design approval fora 5-story full service hotel building. The original development plan for
the overall development of 5 buildings was approved last year tinder docket no. 07040024 DP. There will be 10
employees in the largest shift. Please see the petitioner's revised informational brochure for more detail.
Staff Concerns/Continents:
1. Signage: Signage (sizes and nwnber ot) will require BZA variances.
2. Enghreering has no issues with the Plan Commission approving the proposed ADLS. The minor lingering
issues can be worked out when they approve the final construction plans.
3. The Forestry Dept is satisfied with the Landscape Plan. They are also waiting on a revised tree preservation/
ntigation plan of the existing trees that are left and trees that need to be mitigated for, because of removal.
4. As of Ol/26/09, Hamilton County Sttrveyor's Office has no outstanding issues with this project.
5. Hamilton County Highway Dept Highway has no issues or concerns with the project.
6. Since across-parking easement will be sectued to alleviate the need for a variance, the Dept will need a
copy of the finalized shared parking agreement.
The committee made the followin¢ comments at the January 6, 2009 meeting:
1. Petitioner will file the BZA variance applications for Signage.
2. EIFS limited to walls of balconies, slim recess at end of hallways, and at top color-band cornice.
3. No landscape lighting is platmed.
4. The petitioner needs to have the final landscape plan approved prior to the 1/20 Commission meeting.
5. The Committee will have final design approval of the design wall (changeable Signage).
6. There will be anaturalistic bioretentiot>/detention area, but not a permanent pool of water; it holds water
48-72 hours only and is planted with wetland plants. It is part of Browning Development's overall site
infi~astructure.
7. Tree preservation will be done.
8. The committee voted to send this item to the fill plan. commission with a favorable recommendation
with the following stipulations: The committee will review/approve signs afrer the BZA variance hearing; No
EIFS used; and, final lvrdscape plan approval by Scott, prior to the 1/20 meeting.
January 20 meeting results: this item was sent back to the conmrittee level for further review and discussion
about the use of EIFS as a minor building material (While EIFS is not specifically listed as a prohibited exterior
building material in the US 31 Overlay district, as concrete block is, EIFS is not listed as a permitted material.)
The project architect stated that stucco is not as dw~able in this climate and that the building is only I S%EIFS
and the rest, 8~%, is stone, brick, glass, etc. One conmrissioner suggested that they could possibly use a resin or
cementitiotts product.
After all comments/concerns are addressed, the Dept. of Community Services recommends the
Committee send this item to the Plan Commission meeting on Feb. 17 with a favorable recommendation
(excluding Signage) with the conditions of:
I. The committee's conditions of Signage and EIFS,
2. Providing DOCS with a copy of an executed shared parking agreement (or acknowledgment of
filing a future variance for parking, if applicable).
3. A revised tree preservatiot>/ mitigation plan submitted to the City Forester, and
4. Final construction documents approval by the Dept of Engineering.
