Docket No. 08080020 ADLS: Hotel Indigo The applicant seeks design approval fora 5-story hotel building. The site is located northeast of 131' St. & US 31 and is zoned B-6/Business within the US 3 I Overlay. Filed by Jay Gibson of CDG Consulting, Inc. The applicant seeks design approval fora 5-story fiill service hotel building. The original development plan for the overall development of 5 bLUldings was approved last year tinder docket no. 07040024 DP. There will be 10 employees in the largest shift. Across-parking easement will be secured, to alleviate the need to seek variance approval for the number of parking spaces. The large renewable signs are considered public art, which is perntted and promoted within the US 3l Overlay Con'idor. Please see the petitioners informational brochure for more detail. Outstanding issues/concerns: 1. As of 12/30/08, the Engineering Dept is okay with this item being sent to full Plan Commission for a final vote, with the understanding that the final construction plans need to be approved. 2. Petitioner, please provide the approval status of the landscape plan. 3. Signage: Signage (sizes and number of) will require BZA variances. 4. The parking lot pole light heights cannot exceed 25 feet in height. Currently, they are listed as 28 feet. 5. FIFS and/or stucco are neither listed as permitted nor excluded building nuterials in the US 31 Overlay, Section 23B.09. Discussion should be had as to whether or not variance approval will be needed for the use of EIFS ou the building. 6. Please provide a computer generated view of the hotel from US 3 I, specifically a view in relation to the rooftop, to show the sight lines. 7. ]f applicable, please provide wall sconce and security lighting design details and specification. 8. If applicable, please provide the landscape lighting design details and specifications. 9. Per Chapter 23B.08.05, please provide yow' Floor Areas for the 1st and 2nd Floors. The 1st floor' nuximum is 40% and the 2nd floor max is 35%. At the October 21 meeting, the conunission requested the following to be provided at the Oct. 30 committee meeting: color renderings, overall development plan for the whole Browning site, and bike/pedestrian access. At the October 30 meeting, the committee made the following conm~ents: a. Add glass or spandrel glass to the southwest elevation. (Nov. 24 elevations show the changes) b. Provide the conunittee more visuals and details on the public art. c. Look at providing natural-looking retention with outdoor seating areas, such as the Opus North project at the northeast corner of Carmel Dr. and US 3 L (Staff emailed examples to the petitioner on Nov. 25) d. Will the hotel restatuant have Signage? The Dept. of Community Services recommends the Committee forward this item to the January 20 Plan Commission meeting with a favorable recommendation, after all comments/concerns are addressed.
