Sorry that I have not had time to provide these comments before now, but at least you get them before the TAC meeting.
]. Because an existing site plan was not provided, I can not place this submittal exactly on the previous plans that I
have received from Cripe Engineers (Re: 131 s~ Street and US 31 Phase 1 Infrastructure for 1328-1440 West Main
Street). Since I can not do this, it is impossible forme to tell if and where tree preservation is required on portions
of this site near the US 31 right-of-way.
2. The parcel is covered by the US 31 Corridor Overlay Zone and Section 26.04 Bufferyard Requirements.
3. A tree preservation plan is required for any existing vegetation still on the parcel or adjacent to it.
4. The planting area of the US 31 Greenbelt has been reduced because of inclusion of the stormwater detention area,
care should be taken to ensure that proposed plant materials are not going in over existing material that is required
to be preserved.
5. The landscape plan shows landscape materials planted below top of grade in the detention area. The Hamilton
County Surveyor's Office does not allow this, and Carmel Engineering usually does not either. Please reposition
these materials so that they area above the top of bank.
6. The number of plant materials specified by the Ordinance does not appear to have been met for PLANTING
WITHIN PARKING LOTS, nor for PLANTINGS ADJACENT TO BUILDING (Sec 23B.10(C) (D))
7. The small planting islands in the south east corner of the parking lot are too small to support the growth of shade
trees. The soil volumes should either be enlarged (through the use of structural soil volumes under pavement) or
the plant materials should be moved to another location.

It looks like they want 2 large signs on the west and east fagade at 276 sq. ft. each. They also want a somewhat large
sign on the NE corner at 71 sq. ft. The smaller, 16 sq. ft. size signs - I cannot tell where they want them. With the way the
site is situated, I would only give them one sign at 100 sq. ft. facing Meridian. This parcel does not touch 13151 St. so that
street doesn't help them. Even if it did -they haven't proposed a sign on that elevation. And there are no other public
streets around this hotel. They're stuck. And this project is going to have a LOT of variances.

Number of signs facing one (non-public) street
(And maybe more depending on the final drawings I get.........)
And whal are those renewable signs? That looks to me like nothing more than advertising space. And that will not be
supported. Are they going to have a restaurant in this hotel? The Renaissance was recently completed and they didn't
think about their restaurant needing signage. So now they're going to have to come back to the BZA to get one. Let's
have this hotel think ahead and do it right the first time.
I found no drawings of signs on their own. I need these. Detailed versions of each sign that will be placed on the building
or the property. (You know all the usual stuff -lighting style, colors, etc.)

It would be a struggle to approve this DP/ADCs because of the following:
• Phase 1 infrastructure plans have not been approved.
• There is no access.
• There is no sanitary.
• There is no water.
• The outlet to Indiana Department of Transportation right-of-way required Indiana Department of Transportation
approval, but ultimate discharge per master plan is into second pond and then into legal drain.
• Pond was. intended to be a storm water quality wetland system. It does not appear to be.
• Current plans appears to have only one BMP.
• There is possibly a legal drain easement on this site.
Engineering cannot grant final construction plan approval until infrastructure is installed. At this point, Engineering prefers
not to review unless you want us to.

transportation I have reviewed the drawings submitted For the September 17, 2008 Technical Advisory Committee
meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) 1'he City of Carmel Parking Ordinance requires new developments to include bicycle parking. Bicycle
parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (100)
automobile spaces with a minimum of four (4) spaces. Please revise your plans to show these bicycle
parking spaces on your site. Please see [he City of Carmel's Parking Ordinance in order to determine
appropriate locations, specifications and construction details for the above.
2) Please indicate ADA compliant crosswalks at all crossings.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process. -
It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if
any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department' of Community Services reserves the right to provide additional convnents based on subsequent
reviews.
