Docket No. 08100012 PP: Lakeland Subdivision The applicant seeks primary plat approval for 2 lots on 10 acres. The applicant also seeks the following subdivision waiver: Docket No. 08100013 SW SCO 6.05.01 lot with no road frontage The site is located at 12650 Clay Center Rd. and is zoned S 1/Residence. Filed by Michael DeBoy of DeBoy Land Development Services for Christian Browning. The applicant seeks approval fora 2-lot residential subdivision. Claridge Faints subdivision is to the south of this site, and the Village of WestClay is located east of this site. The density proposed is 0.2 units per acre. Since this project is considered a minor subdivision (with fewer than 5 lots) the applicant does not have to comply with the Open Space Ordinance requirements. The applicant also seeks a subdivision waiver to hive one lot that does not have frontage on a public street. Instead, the lot will access a street within Claridge Farms subdivision via easement. An easement is in the process of being secured from the Claridge Farms homeowners' association. January 20 meetine results: I. The committee needs larger copies that are legible. (See the (/26/09 info packet.) 2. As part of the access easement, Lakeland Subdivision residents would pay dues and be able to use the Claridge Farms amenities. OutstandinK issuesfconcerns: 1. Please provide a filled out/notarized Affidavit of Notice of Public Hearing (see application, page 2). 2. Regarding the path along Clay Center Rd that crosses the creek: the petitioner has agreed to pay a swn equivalent to the construction of said nail, per the Engineering Dept. 3. Please provide copies of letters of transmittals and yotu correspondence to TAC members. 4. The Hamilton County Stuveyor's Office has no outstanding issues with this primary plat. Construction plans have been filed but not reviewed yet; it has been requested they review them before the meeting, but they cannot guarantee that. They don't foresee anything other than some of the concern khat the Dept of Engineering raised: access to lots during flooding. 5. The Engineering Dept has a few issues -mainly access and stormwater detention. The primary access to the lot fronting Clay Center Road would be unpassable during high water on the creek. The petitioner has suggested that emergency access at these times be provided from the rear (same access as the second lot). DOE has no issues with this as long as the emergency response departments have no issues with this (The petitioner should submit written confirmation of this from each Emeraencv Response Dept affected). It has also not been clearly established where detention will be provided on- site. Options were discussed, but Engineering has not seen a definitive plan. Also, DOE has not received a formal re-submittal or response to their cormnents. 6. The Forestry Dept received a landscape plan that shows existing vegetation, as well as additional plantings for whatever existing areas do not meet the bufferyard requirements of the ordinance. 7. The project is outside the jurisdiction of the Hamilton County Highway Dept. The Dept. of Community Services recommends the Committee forward this item to the March 17 Plan Commission meeting with a favorable recommendation, ONLY if' all wmments and concerns are addressed. The issue of stormwater detention is a major concern. (If tabled, the next committee meeting is THURSDAY, April 2.)
