DEPARTMENT REPORT
FEBRUARY 3, 2009
]-2. Docket No. 08]00012 PP: Lakeland Subdivision
The applicant seeks primary plat approval for 2 lots on 10 acres. The applicurt also seeks the fallowing
subdivision waiver:
Docket No. 08100013 SW SCO 6.05.01 lot with no road frontage
The site is located at 12650 Clay Center Rd. and is zoned S 1/Residence. Filed by Michael DeBoy of
DeBoy Land Development Services for Christian Browning.
The applicant seeks approval fora 2-lot residential subdivision. Claridge Fauns subdivision is to the south of
this site, and the Village of WestClay is located east of this site. The density proposed is 0.2 units per acre.
Since this project is considered a minor subdivision (with fewer than 5 lots} the applicant does not have to
comply with the Open Space Ordinance requirements.
The applicant also seeks a subdivision waiver to have one lot that does not have frontage on a public street.
hrstead, the lot will access a street within Claridge Fanny subdivision via easement. An easement is in the
pirocess of being secm'ed fi'om the Claridge Fauns homeowners' association.
January 20 meetin¢ results:
1. The committee needs larger copies that are legible. (See the 1/26/09 info packet.)
2. As part of the access easement, Lakeland Subdivision residents would pay dues and be able to use the
Claridge Fauns amenities.
Outstanding issues/concerns:
I. Please provide a filled out/notarized affidavit or notice of public hearing (see application).
2. Please provide a filled out notice of public bearing form (see application).
3. Please submit the returned green cards from the certified mailings.
4. Provide a copy of the list of adjacent property owners from the Hamilton County Auditor's office.
~. Remember to include the Findings of Fact form in the final Plan Conunission information packets.
6. Fven though a sample building elevation is in the info packet, the Plan Commission may ask you to
provide written and/or photographic architectural commitments 'similar to the Draft Residential
Architectural Design Standards.
7. Please submit an Erosion Control Plan.
8. Show the path along Clay Center Rd extending all the way to your south property line.
9. Please provide copies of letters of ffansnuttals and your correspondence to TAC members.
10. As of 01/26/09, Hamilton County Surveyor's Office has no outstanding issues with this project.
11. The Engineering Dept has a few issues -mainly access and stormwater detention. The primary access to
the lot fronting Clay Center Road would be unpassable during high water on the creek. The petitioner
has suggested that emergency access at these times be provided from the rear (same access as the
second lot). DOE has no issues with this as long as the emergency response departments have no issues
with this (Planning/zoning Ndl] need the petitioner' to provide written confirmation of this from each
Emergency Response Dept affected). It has also not been clearly established where detention will be
provided on-site. Options were discussed, but Engineering has not seen a definitive plan.
12. The Foresffy Dept will want a landscape plan what shows existing vegetation, as well as additional
plantings for whatever existing areas do not meet the bufferyard requirements of the ordinance.
13. Hamilton County Highway Dept Highway has no issues or concerns with the project.
The Dept. of Community Se~roices recommends the Committee forward this item to the February 17 Plan
Commission meeting with a favorable recommendation, ONLY if all comments and concerns are
addressed. The issue of stormwater detention is a major concern.
