21. Docket No. 08120013 DP/ADCs: The Barrington of Carmel (Park Place PUD)
The applicant seeks site plan & design approval for a continuing care retirement comnntnity
(CCRC). The site is located northeast of 1 16`~'St & Guilford Rd and is zoned PUD/Planned Unit
Development. Filed by Greystone Communities on behalf of Mayflower Coirnnunities.
The applicant seeks site plan and design approval for a continuing care retirement community (CCRC). The
CCRC will house a total of 263 units: 171 independent living, 44 assisted living l8 memory support, and 30
skilled mnsing. The building size is approximately 355,000 square feet.
This site is governed by the Park Place PUD Ordinance Z -X00-06 as amended. Conceptual site plans and
conceptual building elevations were approved with the original rezone, and now definite plans are filed for the
Plan Commission's review/approval.
Right now, only one ground sign is proposed.
Some green building and sustainable developmeut measures will be incorporated into the project.

Feb. 17 meetin¢ comments:
• Public remonstrance about traffic and questioning the need for another retirement community.
• A commissioner stated that the 2006 PUD approved for the land use -they are now only looking at site
and building design.
• There were favorable continents about the building desigit/architecture.
• This landscape plan has double the number of trees/shrubs as the original conceptual plan.
March 3 meeting comments:
• The architect verbally listed the mauy Green Building options this building would have.
• There was some concern about the path ending at the Duke Energy Parcel; however the committee was
reminded that the development across the street currently has paths that extend down to 116' Sn~eet.
• The committee voted on a unanimous favorable recontnteudation with 2 conditions: that the petitioner
cousider adding more evergreens to the site and consider adding 2 more entry signs. (The petitioner
should address these two items at the March 17 meeting.)
DOCS Staff co~runents:
1. A written list of Sustainable/Green building and site options should be presented to the conmtission.
2. The project is outside the jurisdiction of the Hamilton Comity Highway Dept.
3. Hanlton County Suweyor's Office connnents: they will schedule a meeting with Cannel Engineering to
address some drainage issues, but nothing that should have a major impact on the site design and its
approval.
4. The Dept of Engineering continents: no major issues with this project, and are comfortable with it moving
forward. One issue they are working through is the issue of the southernmost access being restricted in the
future to be right-in/right-out only.
5. The City Forester has approved the landscape plan.
The Dept. of Community Services recommends the Commission approve this item, after all comments
and concerns are addressed.
