Docket No. 08120013 DP/ADCs: The Barrington of Carmel (Park Place PUD) The applicant seeks site plan & design approval for a continuing care retirement community (CCRC). The site is located northeast of 116"' St & Guilford Rd and is zoned PUD/Planned Unit Development. Filed by Greystone Communities on behalf of Mayflower Communities. The applicant seeks site plan and design approval for a continuing care retirement connuuuity (CCRC). The CCRC will house a total of 263 units: 171 independent living, 44 assisted living, 18 memory support, and 30 skilled nursing. The building size is approximately 355,000 square feet. This site is governed by the Park Place PUD Ordinance Z -500-06 as amended. Conceptual site plans and conceptual building elevations were approved with the original rezone, and now definite plans are filed for the Plan Commission's review/approval. Right now, only one ground sign is proposed. Some green building and green development measures will be incorporated into the project. Please refer to the petitioner's info packet for more detail. Feb. 17 meeting comments: • Public remonstrance about traffic and questioning the need for another retirement community. • A commissioner stated that the 2006 PUD approved for the land use -they are now only looking at site and building design. • There were favorable comments about the building design/architecture. • This landscape plan has double the number of trees/shrubs as the original conceptual plvr. DOCS Staff s outstanding review comments: I. The project is outside the jurisdiction of the Hamilton County Highway Dept. 2. Hamilton County Surveyor's Office: they will schedule a meeting with Carmel Engineering to further address some drainage issues, but nothing that should have a major impact on the site design. 3. The Dept of Engineering has no major issues with this project, and is comfortable with it moving forward. 4. The City Forester states that the landscape plan is acceptable. 5. Provide a copy of any comnutments or covenants. 6. Note: Instead of gazden plots, which were shown on the original conceptual plan, garden plots & garden carts are shown on the proposed site plan as `future' or `reserved' if there is ever enough demand to implement them. 7. Please provide the status of approval of Z-520-08, the ordinance amendunent that changes the unit type mix. 8. A list of Sustainable/Green building and site options should be presented to the plan commission comruuttee. The Dept. of Community Services recommends the Commission send this item to the March 17 Plan Commission meeting with a favorable recommendation.
