The comments from the Ciry review have been satisfactorily addressed with the following exceptions: CONSTRUCTION DRAWING REVIEW COMMENTS 39. General Comments e. Please reduce the number of accesses from Guilford Road to no more than two. The City doesn't typically allow a separate access for service and delivery vehicles. Two entrances should adequately serve the service and delivery vehicles, provide access for residents and visitors, and provide access to parking and the parking garage. Also, two entrances will provide the Fire Department with access around the entire building. Because i[ doesn't align with an entrance on [he opposite side of Guilford Road and because it would be tar less than the desired 500 feet from an existing entrance, the City recommends that the southernmost proposed access be eliminated. (. The distance between the entrances shall be a minimum of 500 feet. g. The width of the entrances shall he no more than 46 feet including [he median and the width of the driving lane nn either side of a median shall be no more than I8 feet. We are proposing the use of a guardrail system along the right-of-way of Guilford road to discourage vehicles/pedestrians from entering the detention area. As for the parking areas and private drives, it is intended for these to remain private and therefore no right-of-way exists. 9. The orifice size for the outlet control structure (structure 301) has been revised to be 6" in diameter. 10. We are proposing an extension of the existing culvert pipe. We are matching the diameter and slope of the existing pipe to extend it to the detention facility. 11. Please see the revised drainage calculations for the inclusion of off-site water routed through the proposed detention facility. We utilized the manning's equation and determine the maximum flow rate based on the existing pipe's diameter, slope and material. The flowing full flow rate was determined to be 10.76 cfs. The emergency overflow weir elevation was determined by initially ignoring the off-site runoff. The 100-year elevation of the detention facility, without off-site runoff, was calculated to be 838.04. The emergency weir was placed at an elevation of 838.10. 12. Please see the revised sheets C103 and C602 for the revised alignment of the storm sewer from 112 to 1126. I reviewed it last night and noticed one item that I needed to clarify. Item number 8 indicates that the project will have a roof garden and garden carts in lieu of the garden plots. I know there have been several versions of the site plan so I apologize for the confusion. What we would like to propose is to identify a location for the garden plots but not install them until the management team has a chance to get the residents moved in and see if there is a demand for them. As you can see from our plans there is a lot of energy and money devoted to the site landscaping and each of the Independent Living units has a balcony where residents can grow some plants if they would like. In the past there has been only moderate interest in garden plots and that tends to drop off with time as the residents age. In the Health Care portion of the project again we would like to propose that the management team gauge the resident interest/demand for the garden carts and then act accordingly. Based on past experience each of these areas will usually have carts or raised planters installed but we never know until we get the residents moved in. There are no Tree Preservation details to define how and where significant trees are to be preserved. The Best Management Practice (BMP) that is to be used needs to be shown graphically and on the plans where it will be placed to effect tree preservation. 2. A Tree Preservation plan (text) should also be submitted which will detail the measures taken (BMPs) and the sequence by which they will be accomplished to preserve trees before, during, and after construction activities. 3. Attention should be paid to the planning of grading, installation of the multiuse path, and the installation of the erosion control silt fencing. These all can have an increased negative impact on tree preservation and health. Efforts should be taken to plan the route of the path and of utility lines to coincide if that is an advantage to keeping existing trees, 4. Several of the plan sheets show conflicts with utility lines (planting directly on top of gas and water lines), These conflicts need to be worked out (either by re-routing the utility line or moving the location of the tree planting) 5. Species comments: Please do not use Scotch Pine (Pious slyvestris), choose another evergreen species that is not subject to the disease and insect pressure of two needle pines such as spruce (Picea spps) or fir (Abies). Do not use any cultivar in the Gallery family of pear trees, I would suggest a native ornamental species to take its place. The crabapple varieties 'Prairiefire' and 'Winter Gold' while on Carmel's list of healthy cultivars generally do not work well in crowded urban settings because of their quick growth habit and size. They keep growing in the way of people and cars and must be trimmed or maintained with regularity. Native small growing trees generally outperform them if given the chance. 6. Trees along Guilford Road The street trees along Guilford Road are a row of red maples (Acer rubrum `Autumn Blaze") backed by another row of sweet gum trees (Liquidambarstyraciflua). Both these species are wetland indicator species and like a lower pH soil than we have in this area. Neither are drought tolerant nor do well in roadside or parking lot conditions. Please choose two other large or medium growing species from Carmel's recommended list such as (Platanus x acerifolia) London plane tree,(Gymnoclanus dioica) -Kentucky Coffeetree, or (Quercus macrocarpa) -Bur Oak Please contact me by phone or email if there are any questions. I have also discussed the EIFS issue with our supplier, and they are preparing some comparison data for me. Oddly enough they have run into this in other cities and have a document that outlines the appearance and performance specifications of each product and have plenty of industry and government testing to back it up. I should have that info later in the week. Did you have a chance to get the list of alternate materials from the Planning Commission member? I am interested to see what else she considers an equivalent product. If you need anything else please let me know.
