11.) PETITIONER: Please wait to submit revised materials until after the Technical Advisory Committee (TAC) has
met on this application. The resubmitted materials should include edits addressing any comment or requirements
that arise from the TAC meeting. Additional comments may be made after the requested revisions have been
submitted.
12.) Please submit a revised Secondary Plat after making above-mentioned changes. Once these changes have
been made and comments addressed, please produce a Mylar copy for signature by this Department; the
property owner and surveyor must sign the plat prior to the Director signing. Two-paper copies of the plat must be
filed with the Mylar prior to recording, and two paper copies and a Mylar of the recorded plat must be submitted
following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans
according to the items listed above.
13.) Also, the staff has been advised that we cannot present a Secondary Plat to the Director for signature from this
point forward until Ms. Terry Krueskamp (tkrueskamp@carmel.in.gov) in Information Systems has received an e-
mail with an electronic file attached (MicroStation .dgn is preferred, or AutoCad .dwg of the subdivision) and it (the
e-mail) has been copied to myself (aconn@carmel.in.gov). Also, the Dept would also like a .pdf file of the plat, as
we move toward a paperless office.

SUBDIVIDER AGREEMENT FORM

9.6 THE SUBDIVIDER
The following agreement shall be included as a submittal with the final plot application
AGREEMENT
The developer shall be responsible for any drainage problems including standing water,
flooding and erosion control, which arise or become evident at any time during the 3
year maintenance period after release of subdivision bonds, and which is attributable to
a deficiency in subdivision drainage design or construction of drainage improvements.
This shall include all pipes, structures, swales, ditches and ponds which are pertinent
features to the proper drainage of the subdivision.
This responsibility of the developer shall not, however, include problems which are
created, subsequent to the completion of the subdivision improvements by the improper
grading by individual builders, or structures and improper grading installed or
accomplished by individual homeowners.
It is the intent of this requirement, that the developer shall, specifically, provide
such sub-surface drains, or storm sewera or ditches as are"required to properly rectify
any drainage problem or sub-surface water problem which was not contemplated in the
original approved subdivision design, including, but not restricted to, disposal of sub-
surface water from footing drains of individual lots.
ROAD IMPROVEMENTS: The typical agreement of existing contiguous Hamilton County Roads
which are substandard, with Hamilton County is: None
The developer will put in 12-inch stone base to the required width of the road, and
grade the shoulders to a minimum of 6 feet width and construct proper side-ditches, or,
provide storm sewers and curbs. This will be the black top grade during construction of
subdivision. Then the county will come in and cut out 3 inches and put in 3 inch binder
asphalt after which the developer will be responsible for 1 inch of asphalt topping.
This is being done as joint projects between county and developer. An agreement shall
be executed, in writing, between the developer and Hamilton County specifically
detailing the exact work to be accomplished by the developer and that to be accomplished
by the County, and shall also state the road or roads or portions thereof which are
included. If the subdivision is contemplated to be annexed to the City of Carmel, then
the agreement shall include the City of Carmel Board of Public Works as a signatory,
which shall be for the purpose of the City of Carmel agreeing to accept for maintenance
and operation the improved road facility upon completion of said improvements and
completion of annexation.

Stafford Lane is located on the south side of 146th Street, west of Gray Road. The
site is adjacent to the east side of the Copperwood sub-division. The size of the
overall site is 30.04 acres and is zoned R-1.
Section 1 will consists of approximately 5.16 acres and 7 Lots. Section 1 will
construct the primary entrance onto 146th Street, as well as connect to an existing
stub Street at the Copperwood Development at Queensborough Drive.
Water Service
Water for the site will be supplied by the City of Carmel. Water mains serving the site
will be extended from the existing 18" water main on the south side of 146th Street.
Section 1 will extend an 8"ductile iron watermain from the existing water main o nthe
south side of 146th Street into the development to serve the 7 lots. Each Lot will have
service provided by a 1 inch copper service lateral.
Sanitary Sewer Service
Sanitary sewer service will be supplied by the City of Carmel. A sanitary sewer will
be extended to the site from an existing sanitary manhole on the perimeter of the
Wedgewood sub-division located directly east of the southern project boundary.
Section 1 will extend an 8" PVC sanitary main into the site and along the western
portion of the site to serve the 7 lots. Future sanitary laterals will be constructed off
of the 8" sanitary main for 28 future lots located in Section 2 & 3.
Storm Drainage
Storm water runoff will be collected in storm sewers and routed 2 ponds. The first
pond is to be located at the northeast corner of the main body of the site. The
second pond is to be located at the southeast corner of the site. Storm water will
discharge from the first pond over land in an easterly direction across an adjacent
property to an existing swale that eventually flows under Gray Road to the UG
Mitchner Drain. Storm water will discharge from the second pond into the existing
storm sewer system of the Smokey Knoll Section 2sub-division.
Section 1 will convey stormwater runoff via overland flow into a storm sewer system
south and then east to 1 pond. The pond will be constructed within the future
development, and will function as a water quantity and quality pond for the initial 7
lots. Prior to discharging into the pond, the stormwater will be treated by an
Aquaswirl water quality structure.
Soils
Soils types found on the site are Brookston, Crosby, and Miami soils. Miami soils are
typically deep well -drained soils, while Brookston and Crosby soils are generally
deep and somewhat poorly drained.
