OVERVIEW:
CHRIS MCCOMAS: Last September or October this came before the Carmel
Redevelopment Commission to present Phase II of Shapiro's block. This is the existing
Shapiro's building where we propose to build a bank and retail building and to complete
this block from Fire Station Road to the new Monon Green Drive and to complete
Veterans Way and extend the parking lot and complete the streetscape along Range Line.
This building is made up of three (3) elevations. The retail portion is a two-story
building, first floor retail with fourteen feet, eight inches (14'8") floor height and second
floor office that will expand over the drive-thru. This is the third (3rd) building it
appears as a three-story but in reality is a one-story that wraps around the corner on
Monon Green Drive. We will be using the same material that was used on Shapiro's. We
will be using face brick Aberdeen from Glen-Gerry and Old Detroit brick on tree wells.
The retail portion of the building uses the Old DetroiC brick. We would build the
intermediate building with the Aberdeens on the drive-thru portion. The Bank will be a
blend of Aberdeen with rustic burgundy, so the Bank will have an appearance of being
the oldest building on the block.
The shingles are laminated, azchitectural shingles. The shingles on the bank and
retail building will be slightly different shades from the Shapiro's building. All the trim
will be white. The downspouts will be half round gutters with round downspouts-white
painted aluminum. The windows will be aluminum with gray tinted glass very similaz to
the Shapiro's building. The landscaping is all the same-it starts at Shapiro's and is
augmented and continues along Range Line. The light poles in the parking lot match the

ones at Shapiro's with the same lighting pattern. The building is twenty-Five thousand
(25,000) square feet, (total) not including eighteen hundred (1,800) squaze feet in the
drive-thru.
In response to Bob Battreall's question, Mr. McComas stated the existing
curb cut will be utilized from the old center (Muldoon's) but it will be modified-right
out only from the bank drive-thru. We will submit to the Board of Public Works for
approval.
The water main will service off the existing water main, and tha sewers off the
existing sewers, both from phase-I. The electrical is off the existing electrical conduit at
the transformer behind the Police building all underground.

CRC Staff Report:
STEVE ENGELKING: CRC is supportive of this plan. The pazking lot and trash
structure already exist. This portion of the parking lot is a road continuation of Veterans
Way Drive up to the intersection with Monon Green Drive; much of Monon Green Drive
involves this curb-cut on the west side of the street and it is the responsibly of CRC.
CRC is presently working on a construction management contract for that portion. This
also extends a walking path, parking lot and detention area-making it an open detention
area-until such time as we develop pazcel S further, at which time it will become an
underground detention system like the Reflecting Pond.
The phase-I1 balance portion of the Shapiro's project, which involves the
streetscape, a part of Monon Green, and the buildings and pads will be the responsibility
of the CRC.
The CRC recommends favorable consideration.
DEPARTMENT REPORT:
LAURENCE LILLIG: Spoke with the City Engineer's office-they have the plans
and are in the process of review. Once they have made their comments the plans will
need updating to reflect those comments.
Scots Brewer, Urban Forester, has not yet received updated landscape plans based
on his comments; a set needs to be delivered to him ASAP.

The last correspondence received from Soil & Water said the erosion control plan
is unsatisfactory. The plans that were distributed to DOGS and Engineering on August
19, 2003-were they also distributed to the TAC Committee? Bob Olson responded in
the negative.
Laurence Lillig said the plans need to be distributed to TAC members so they can
see if their comments have been answered. Briefly, here are those comments.
HAMILTON COUNTY SURVEYOR:
Hawkins Drain runs along west side of this project and needs to be addressed.
VECTREN:
The transmission line needs to be marked. Vectren also noted that they need
easements for the transformer and a way to access the primary.
URBAN FORESTER:
Scott Brewer has provided you with a comment letter and needs a copy of the
revised plans.
ENGINEERNG:
Still in the review stage-comments are forthcoming.
COMMUNICATIONS DEPT (Bill Akers):
Need to see the floor plans to assign suite numbers.
HAMILTON COUNTY SOIL & WATER:
Has issued a letter dated July 15, 2003 stating Erosion Control Plan is
unsatisfactory.
FIRE DEPARTMENT:
Are the buildings going to be sprinklered? Answer: "Yes." Is the valve servicing
both buildings? Answer: "No, each building will be separate."
JON DOBOSIEWICZ:
Recommends bumper stops for the dumpster to protect cars from the
encroachment of the dumpster.
LAURENCE LILLIG: Has received a copy of the photo-metrics plan and was
provided with cut-sheets for the architectural up lighting.
STEVE ENGELKE~IG: Much of Veterans Way and Monon Green is initial
construction. The new construction will postpone the decision for the exact number of
streetlight fixtures until they have more project information on the Monon Green.
However, there is a plan in place for lighting.

LAURENCE LILLIG: Architectural design elevations that have been provided
appear to be consistent with what was approved by CRC as well as the site plan from a
planning and zoning sampling. Since we were not provided with specific dimensional
drawings of the proposed sign-signage per Les Olds will be covered in the ADLS
Amendment. The ADLS Amendment is anon-public hearing item so we will only need a
48-hour notice posted. In addition, due to the types of signs that are being proposed,
specifically the awning signs, variances will be required from Board of Zoning Appeals
(BZA). CRC will be acting as the petitioner on all variance requests for projects that have
been approved by them previously. The petitioner on Shapiro's phase I-Schwinn, Amli,
etc. will be handled by the CRC and heard by a BZA Hearing Officer. Ideally, the ADLS
amendment for signage will be put on the same Agenda for the Hearing Officer. DOCS
will require the specifics of the design of the sign and the dimensions.
MIKE HOLLIBAUGH: Questions for Chris McCombs. When looking at the
current submission and comparing it with the existing Shapiro's building, are there any
differences in detailing besides the brick color that stand out-and what about the
shutters?
CHRIS MCCOMBS: Response. No, there is still the color border, grapevine
joints, full blemish bond, the details are consistent with Shapiro's. The shutters are
actually applied and non-operational, probably redwood. We even have a fence on this
one-on the top.
MIKE HOLLIBAUGH: The fence between existing and new......
CHRIS MCCOMBS: We are going to have to see how that gets resolved. We
want to close that off because we do not want people walking through; also, we want to
be consistent with the fence that was previously approved around the delivery area of
Shapiro's. We want to work that out dimensionally between the buildings.
MIKE HOLLIBAUGH: So, then, this submittal doesn't count, OK.
Question regarding the Dormer windows on Flagstar
Bank-the dormers appear to be out of proportion to the overall.
CHRIS MCCOMBS: States the Flagstar Bank is supposed to look like it is a
house. A house would not necessarily have a full third story but more of an attic-that is
why the windows are small.
BOB OLSON: Compared the Dormers with those existing on the Carmel
Fire Station which are more elongated but still small in proportion to the building.
MIKE HOLLIBAUGH: Still does not like the size, but OK.

FORMAL ACTION
Approved by Plan Commission Hearing Officer, Mike Hollibaugh, contingent upon
satisfactory resolution of all TAC comments, including City Engineer and Urban
Forester, plans revised and distributed accordingly.
Note: All issues need to be resolved prior to issuance of building permits. Per Laurence
Lillig, State Law requires 10 days notice for BZA Hearing Officer. Again, need to know
the specifics of the design of the signs and dimensions.
BRIAN SHAPIRO: Has talked with the Mayor who wants to do a groundbreaking
ceremony for Flagstar the week after Labor Day. Does the erosion control situation hold
that up~an we still put a pad in?
LAURENCE LILLIG: Stated the Erosion Control Plan is essentially the pan for
how the sediment is going to be controlled on the site. It probably will not hold up
progress and will not affect the groundbreaking.
STEVE ENGELKIlVG: Groundbreaking ceremony should be coordinated with
Nancy Heck, the Mayor's Publication Relations person.
MIKE HOLLIBAUGH: The issues with Kate Weese, City Engineer, and Scott
Brewer, Urban Forester, need to be resolved prior to the issuance of any building permit.
