Docket No. 110-03 DP Amend/ADLS; (03070007); West Carmel Center, Block B, Lot 1 -Union Federal Bank of Indianapolis The applicant seeks Development Plan Amendment and Architectural Design, Lighting, Landscaping & Signage approval to construct a financial institution. The site is located on the southeast corner of Commerce Drive and West 106`h Street. The site is zoned B- 5/Business and is subject to the US 421 Overlay requirements. Filed by E. Davis Coots of Coots, Henke & Wheeler, PC. The applicant is requesting approval of a Development Plan Amendment and ADLS for the construction of a bank at the southeast comer of Commerce Drive and West 106`h Street. Please see the informational packet prepazed by the applicant for an overview of the site and proposed building elevations. As the Commission may recall the site was reviewed last year at the time Carmel Center West (two office buildings) were approved on the subject site. The following items aze those that require additional attention: 1. Approval should be subject to the recording of a Replat of Block B, Lot 1 of West Carmel Center to address the two new pazcels being created. 2. Architecture: a. Please have the project azchitect present at the Plan Commission to review how this building conforms to the US 421 Overlay requirements. b. Please provide a golden section analysis of the building design. c. Please provide building elevations the call out the building materials and provide samples to the commission for review. d. Is an ATM proposed at the drive-thru? If so please provide details for review by the Plan Commission. 3. Landscaping: The landscape plan needs to address changes to the existing parking lotto the south of the bank azea. 4. Signage: a: A proposed sign for office development exists on the pazcel today. With subdivision of the pazcel the ground sign would no longer be located on office site. A revised sign identifying all three lots within the Block would be preferable to individual ground signs. Center Identification Ground Signs are limited to the name of the complex. Nonetheless, a revised sign design should be submitted that is reflective of the building on the site. 5. Lighting: No additional comments. The Department recommends that this item be forwarded to the Special Studies Committee on September 2"d for further discussion. PCR-2003-0819
