West Carmel Center, Block B, Lot 1 -Union Federal Bank of Indianapolis
The applicant seeks Development Plan Amendment and Architectural Design, Lighting,
Landscaping & Signage approval to construct a financial institution. The site is located
on the southeast corner of Commerce Drive and West 106`h Street. The site is zoned B-
5/Business and is subject to the US 421 Overlay requirements.

The applicant is proposing to construct a bank at the southeast corner of 106`h Street and
Commerce Drive. Please refer to the information packet provided by the applicant at the time the
agenda for the August Plan Commission meeting was distributed.
The following items are those that the Department feels require additional attention:
Architecture:
a. Please have the project architect present at the Plan Commission to review how
this building conforms to the US 421 Overlay. (i.e. Red Brick, etc.)
b. Please provide building elevations the call out the building materials and provide
samples to the commission for review.
c. Is an ATM proposed at the drive-thru? If so please provide details
3. Landscaping: The landscape plan needs to address changes to the existing parking lot to
the south of the bank area.
4. Signage: A proposed sign for office development exists on the parcel today. With
subdivision of the parcel the ground sign would no longer be located on the office site. A
revised sign identifying all three lots within the Block would be preferable to individual
ground signs. Center Identification Ground Signs are limited to the name of the complex.
A revised sign design should be submitted that is reflective of the building on this site.
Concerns raised at the August Plan Commission meeting included the following:
1. Request to see drive-thru located at south end of building
2. Questions regazding the style of building Design.
3. Desire to see more brick and less EIFS.
The Department recommends that the Special Studies Committee forward this item to the
full Plan Commission with a favorable recommendation after all questions and concerns
have been addressed.
