Sheet 3: Proposed Landscape Plan for Union Federal Bank Sheet 4: Proposed Landscape Schedule and Details for Union Federal Bank We utilized some of the same plant materials proposed for the other buildings in the development, including dwarf fountain grass, compact pfitzer juniper, Honeylocust Trees, and the use of Spruce, though not the dwart spruce. However, we also wanted to create a unique identity for the bank so we varied the perennial and ornamental grass palette, and utilized the addition of ash and linden trees. Davis Coots Coots, Henke & Wheeler, P.C. 255 East Carmel Drive Carmel, IN 46032 RE: Dear Davis: This letter is to provide comments on the landscaping plan for the TAC meeting on July 16, 2003. This site is subject to the US 421 Overlay requirements and the bufferyard requirements found in Section 26.4 of the Carmel/Clay Zoning Ordinance. My review comments are as follows: 1. In 2002, a landscape plan was approved in association with the secondary plat approval for this site. The proposed landscaping plan needs to be at least equal to this approved plan in quality and quantity. The required bufferyard along 106"' Street is a level D that requires 10 shade trees, 10 ornamental trees, and 55 shrubs for the length of footage on this perimeter. The plan shows enough shrubs/evergreens, but only 6 shade trees and no ornamental trees. Enough trees need to be added to meet this requirement. The tree species originally proposed in this perimeter (106th Street) were white oaks and `Patmore' green ash in the 2002 plan. The current plan proposes `October Glory' red maples, which are smaller growing, weaker species than the original proposed species. They have significant problems as parking lot and street trees. The original species of hardwood trees should be used or equaled in quality. 4. The US 421 Overlay requires building foundation planting areas to equal a width of 5 feet around the perimeter of the building. The proposed plan does not meet this requirement. Please revise the plan to show the calculated required azea with landscaping. The US 421 Overlay requires the minimum height of evergreens to be eight (8) feet, not five (5) feet, including those used in the bufferyards. ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571.2417 6. Little leaf linden (Tilia cordata) is subject to severe attack by Japanese beetles. Sterling linden (Tilia tomentosa) is more resistant to such attacks and would be a preferred alternative. On sheet 9a, some of the species identification labels have been cut off the bottom of the drawing. Please include those identifications on the plan. A planting note should be added to Sheet 9b that states all stakes and guy wires used for tree staking must be removed within one yeaz. 9. On the typical tree planting graphic detail number 1, on page 9b, the note which starts "ROOT BALL CROWN" needs to state "ROOT CROWN" or "ROOT FLARE" not root ball.
