The Department will have no problem approving the sign location, and allowing it to be moved across the drive, to
be located on the east side of the College Drive entrance. We only ask that you submit a revised site plan ( 2
copies) for our file (the Sign Permit Officer, Dawn Pattyn, might also want additional copies of the site plan).
Also, the sign must be at least 5-ft from the road right of way.

Hi Jon:
I am contacting you regarding the AmeriCenter monument sign to be located on the west side of our College
Drive entrance. We are requesting administrative approval to move the sign to the east side of the entrance due
to conflicts with existing trees.
Once marked in the field it has become obvious that 2 very large evergreen trees will block the sign from view if
built in the current location. This was not obvious to us or our consultants during the site plan approval
process. Rather than cutting the trees down or building a sign that cannot be seen we would like permission
to move the sign to the other side of the entrance. Our property line continues another 80 to 90 feet east of where
the sign would be located.
Attached are 2 photos for your use. As noted, one photo shows the current location and large evergreens, the
second photo shows the proposed location.
We would appreciate a response from you today as the sign contractor is ready to move forward immediately

submitted a revised drawing based upon T.A.C. comments. If her comment has been addressed by the
revised drawing I have included an italicized comment immediately after. Her comments follow:

I have included the following additional comments:
1. On Sheet C200 and C201 of the revised plans, a 5' asphalt path is indicated in both the
Pennsylvania Street and the College Drive right of ways. However, in your Board of Works
request letter, you indicated that the Pennsylvania Street asphalt path would vary from 8 to 10 feet
while College Drive is indicated as a 5-foot concrete sidewalk. I assume the plans will be revised
to correspond [o your BPW request letter? The path and walk do not require BPWS approval.
However, the cost of these improvements will have to be covered by a performance guarantee.
2. Right of way pavement sections (at entrances):
• College Drive (Secondary Arterial) - as stated in our previous comment letter, this
classification is listed as Designed AASHTO. The minimum Hamilton County standard
for this classification is 14" stone base, 5" HA binder and 1" H.A. surface.
• Pennsylvania Street (Secondary Parkway) -same as outlined for College Drive.
However, the recent Pennsylvania Street Improvement project included the following
pavement section:

3. A right of way permit or permits will be required. The permit will cover the following work in the
right of way of both Pennsylvania and College:
• Modification of existing curb cut in the right of way on Pennsylvania Street.
• New curb cut on College Drive.
• Installation of two curb inlets in Pennsylvania Street.
• Sanitary Sewer connection to stmcture in Pennsylvania Street right of way.
• Water main connection in College Drive pavemenUright of way. If Indianapolis Water is
planning on submitting a request for a right of way permit under their name, then two
separate permits will be required.
Contact Fred Glaser, Right of Way Manager/Inspector, of our office regarding details for these
permits.

This plan has been on my desk much too long and 1 apologize for the delay. 1'he following items should be
addressed to have a good plan.
Install silt fence on the south, west and east sides of the project.
Improve your construction detail of a slotted riser for structure 2. Show pipe sizes, dimensions, slots or holes
and their sizes and spacing, and elevations of inverts, riser, and emergency. The sediment basin (a minimum
of 7200 cu ft) and the outlet pipe with slotted riser need to be installed in step one of the construction
sequence. A diversion swale to direct storm water into the basin from the east side of the project would be
appropriate.
Recommendations to the construction sequence:
• After step 2 -Install stone staging area for building construction.
• Add to step 3- ...on the banks of the detention basin. Temporary seed the detention basin and the
perimeter of the project site.
• Add to step 7- ... and install erosion control blankets in the swales.
• Note: The builder will typically wait to final grade and sod after the building and landscaping is
completed. That is why the early temporary seeding is important.
Note: IDEM will be notified when the plan is approved.

As I was somewhat concerned regarding the timing of the suggested meeting occurring on the
same day as the committee meeting for Duke, I am providing a layout for us to comment on and
discuss.
The attached drawing represents our current best guess at the optimal layout that would be the
most beneficial to the park forthe eastern-most. With the dedicated left turn onto Pennsylvania
Street at the south end of the western lot, it seems that both sides of the 8.25-acre lot would
have optimal ingress/egress. This layout would avoid the necessity for two (2) curb cuts on

The plans were revised per your comment letter dated July I5, 2003. You Project
Comments were addressed as follows:
C200 -Site Plan
• The neazest existing curb cut along the north side of College Drive was added to
the plans.
• Right-of--way dimensions were added to the plans.
• 1t was noted that Pennsylvania Street was a Secondary Parkway and the College
Drive was a Secondary Arterial. Per Jon Dobociewicz, the project will not be
required to have Development Plan approval. Therefore, the right-of--way is not
required to be dedicated at this time. However, bufferyazds will be provided
from the future right-of--way. We are proposing the pathways along each street
be 5 feet in width due to the lack of sufficient existing right-of-way.
• The median cut within College Drive has been removed from the plans. It was
noted that Boazd of Public Works and Safety approvals will be required. The
ingress/egress easement agreement with the south adjoiner is in the process of
negotiation.
• A separate detail sheet was added to the plans showing the planned Pennsylvania
Street curb cut improvements as well as the proposed College Drive curb cut.

1. Due to the lack ofsufficientright-of--way, we aze requesting consideration of 5
feet wide multi-use paths along Pennsylvania Street and College Drive.
2. The rights-of--way for Pennsylvania Street and College Drive were added to the
plans.
3. A loading azea is labeled on the revised plans.
4. A copy of a comment letter from Scott Brewer is enclosed.
5. Mechanical equipment locations/details will be submitted by the azchitect.
6. General building dimensions were added to the site plans.
7. Address number locations will be submitted by the architect.
8. It was noted that material samples including colors could be requested at
upcoming meetings.
9. Easement locations and labels were added to the plans.
10. Because there are two front yards, we have interpreted the ordinance to state that
this site has two 5 feet side/bufferyards.
11. Sufficient parking to meet the City requirements will be provided for Phase I.
Likewise, as Phase II is developed, sufficient parking will be installed to meet
City requirements. The future pazking spaces are labeled on the plans.
12. We have shown a I S-feet bufferyard along Pennsylvania and a 5-feet bufferyazd
along College Drive and the side yards. Because the ordinance contains
conflicting information, we anticipate further discussions regarding bufferyazd
and front/side yard widths, as well as landscaping requirements.

I'm sorry I didn't have my comments ready for you in TAC on Wednesday, but the list
had gone through three revisions, and I had pulled up the wrong list. My comments on
the landscape plan are as follows:
This site is within the B-2 District and is covered by the bufferyard
requirements found in Section 26.4. For a site perimeter of this length the
ordinance requires 68 shade trees, 58 ornamental trees, and 295 shrubs as
perimeter buffering. The total numbers for shade trees on the plan are only
22, and ornamentals are only 21. This total number is only 1/3 of what is
required for the perimeter requirements, There are near the required number
of shrubs/evergreens.
A deficiency of this amount is quite significant. Plans need to be amended to
include the required amount of trees, or an off-site reforestation needs to be
proposed that would account for the required trees.
2. With the increased number of trees required, an additional two species of
shade trees and one species of ornamental trees need to be added to the plan
for species diversity.
3. A note needs to be added that says, "Stakes and guy wires used to plant trees
must be removed within one year of installation."
4. The graphic planting details on page 604, need to have a note added that
requires trees to be planted with `Moot flare at grade level".

We have reviewed the drawings submitted for this project for the July 16, 2003 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site in the Meridian Technology Center is currently located within current City of Carmel
Corporate Limits. The following jurisdictions will apply.
2. Jurisdictions:
• Street and Right of Way- City of Carmel
• Water-Project is within Indianapolis Water Company service area.
• Sanitary Sewer-Project is within Clay Township Regional Waste District service area.
• Storm Sewer -City of Carmel Hamilton County Surveyor's Office regarding discharge [o [he
WR Fertig legal drain.
3. Board of Public Works and Safety Approval Requirements:
• Commercial Curb Cut and Median cuts. We will require an 8 '/ x 11 drawing of each
entrance/curb cut and of any requested existing median cut. These drawings will be used as
exhibits to accompany your request for Board of Works approval of the curb cuts. These drawings
should include all pertinent dimension including acceUdecel lanes if applicable, opposing curb
cuts, radii, etc.
• Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
• Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
-.right of way and/or dedicated easements.
• Secondary Plat approval if applicable.
• Dedication of right of way if applicable.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any subnrissiar to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or [he Board ofZaning Appeals and completion of review by the Teclvrica[Advisory
Committee. All written requests to be place on the Board's agenda must inckrde the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify al] drawings
submitted for final approval. This office will require aminimum ofthree-sets of approved drawings
after all issues have been resolved and the constmction drawings have been approved. The drawings
will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set

receive one-set and one-set will be maintained in the Department of Engineering. If more than the
minimum three-sets are requested to be approved, the additional sets (maximum total of two
additional) must be submitted with the three required sets.
5. Please be advised [hat any installation of signs, walls, irrigation systems, etc. within dedicated right of
way and/or dedicated easements will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval.
6. I am including copies of the following with this correspondence:
• Commercial Project Approval Procedures.
• Performance Release Procedure.
• Pemrit Data, Contacts, etc.
• Commercial Pemutting Procedures.
I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements

BONDING REQUIREMENTS
7. Upon initial review, it appears the following bonding requirements may apply to this project:
Performance Guarantees
• Sidewalks/Asphalt Paths
Please provide individual, detailed certified Engineers Estimates for 100% of the cost of labor and
materials for the above improvement. Post a Performance Guarantees in the amount of the Engineer's
Estimates. Three-year Maintenance Guarantees will be required upon release of the Performance
Guarantee.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in dedicated right of way of Pennsylvania Street or College Drive will require a Right of
Way Permit and a License and Permit Bond. The bond amount will be determined by [he number of
instances of work in the right of way (commercial curb cuts, storm sewer work, etc.) @ $2,000.00 per
instance. There appear to be several instances of work in the right of way requiring permits and
bonding. Among [hose noted are curb cuts, storm inlet and pipe installation, sanitary sewer service
lateral, water service line, median cut, etc. Oven pavement cuts in dedicated streets require annroval
by our Board of Public Works and Safety. Please contact Fred Glaser, Department of Engineering
Right of Way Inspector/Manager for details regarding this issue.
PROJECT COMMENTS
8. C200-Site Plan
• Are there existing curb cuts on the north side of College Drive, particularly in the vicinity of [he
project proposed curb cut? If so, please indicate the curb cuts on the drawing.
• Label and dimension the right of way lines for Pennsylvania Street and for College Drive.
• Pennsylvania is a Secondary Parkway on our Thoroughfare Plan. Secondary Parkways have a
120-foot total, 60-foot half right of way requirement with 10-foot ATP path. College Drive in this
area is listed as a Secondary Arterial. Secondary Arterials have a 90-foot total right of way, 45-
foothalf right of way requirement with 10-foot ATP path.
• The median cut and curb cut on College Drive will require the City Engineer's recommendation to
the Board of Public Works and Safety for their approval consideration, I believe the Pennsylvania
curb cut will also require Board approval. While it is our assumption that the Pennsylvania curb
cut is an existing cut, it will be modified in [ha[ i[ will serve an additional location. However, the
Board of Works submission issue will be a decision for the City Engineer. I am also assuming
that this entrance will also require an ingress/egress easement or agreement with the adjacent

property owner to the south since it appears it will be a shared drive that is divided by a property
line.
• Please indicate or illustrate existing conditions and proposed modifications, if any, to the
Pennsylvania curb wt. A separate sheet devoted to larger scale entrance plans for the two curb
cuts and a median cut detail would be a desirable addition to the plans. Please show on the
median cut detail the distance of the proposed median cut from Pennsylvania and the distance of
the proposed median cut from the existing median cut further east on College Drive. Please show
all of the remainder of the existing College Drive median, from Pennsylvania to the existing
median cu[ on Sheet C200 and on the entrance sheet details.
9. C400-Utility Plan
• It appears the water connection will require an open cut in the pavement of College Drive. As
stated previously, [his will require Board of Public Works and Safety approval.
• Are curb inlet stmctures #I and #21 new or existing structures? If these are new, they will be
considered as pavement cuts and will also require Board approval.
10. C600-C604 Construction Details
• Please include a Right of Way Pavement Sectionfor the portion of the College Drive entrance and
the new median pavement within the right of way. City of Carmel Standards for Secondary
Arterial Thoroughfares is listed as Designed AASHTO. The minimum Hamilton County standard
for Secondary Arterial is 14" Stone Base, 5" H.A. Binder and 1" H.A. Surface.
• Notice a detail for extended concrete curb. For your information, extruded curbs are not allowed
within the right of way of dedicated streets.
• Our specification for asphalt path is includes 5" of compacted aggregate #53.
The City Engineer has not reviewed the drawings or drainage calculations submitted for this project. We
reserve the right to provide additional comments upon her review.
The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter regarding this review and revised plans, indicating al] revisions. A second
review will focus only on detailed constmction plans. It is critical that our office be made aware of all
modifications made on the plans being re-submitted, particularly if any such changes are considered "new"
