The design is also based upon a greding plan established by Civil & Environmental Consultants, Inc. (CEC), and the drainage requirements of Hamilton County Surveyor's Office and the City of Carmel The irnprovements include storm sewers end five [5) catch basins. ' The proposed devebpmrnt will imlude a 2,790 square foot one-sorry restaurant with a 540 square foot patio, drives and parking lots. The proposed development will be located on the west side of Keystone Way. ' The proposed developmrnt will require approximately 480 fcet of 2-lane access drives and a total of 55 parking spaces. The proposed parking lots will be located adjacent m the restaurant DESIGN SUMIv~i1RY ' The existing conditions oa the project site consist of an existing "Noble Romans" restauram with drive aisles and parking lot. The existing site's stotmwater runoff drains away from the building inwards the east direction. ' The stormwater runoff in the existing parking bt sheet flows from the west side of the sine m the east side of the site, where it is collected N storm inlets and thrn is discharged m the existing 15-inch smtm sewer located m the Rightof--Way along the west side of Keysmne Way. ' 7Le total arm within the property Imes is approximately ] .00 acres. !t is estimated that 0.70 acres will be within the limits of construction. Of the 0,70 acres, under post-developed conditions, 0.54 acres is estimated m be impervious surfaces and 0.16 acres is estimated to be pervious surfaces. ' CEC is proposing four (4) storm sewers and five (5) catch basins for the drives and parking areas on the site. Smrtnwater nmoff from the drives and parking areas will sheet flow ivto the catch basins as shown on the Site Development Plan. Stotmvrater runoff from the building's roof will be disctarged through a binch smrm ' sewer/drain pipe to the proposed 12-inch smrm sewer. The proposed stone sewer will be designed m flow full fora 2-year storm per the drainage requirements of Hamilton County and the City of Carmel. Please refer m the Storm Sewer Check Sheet for calculations. In this desi~p, the outlet point m the City's stone sewer system will be at an existing storm inlet located along the west side of Keystone Way az the proposed entrance dnivc to the site, refer m the Site Developmem Plan for exact kxation. Note for this construction tltc existing storm inlet along Keystone Way will be replaced m connect the proposed I2-inch on-site stomt sewer with tha existing 15-inch storm sewer along Keystone Way. Hamiton County Survryor's Office has indicated that this site is located in the Moffitt and Williamson watershed end when ie is developed will require an outlet permit. 1 of 2 07/07/2003 12:22 6145406638 CIVIL ENV CONSULTANT PAGE 03 CEC followed the county's drainage raquiremerrts for smrtnwater detention. The site currently sheets flows its drainage off-site m existing smtm inlets along the west side of Keysmne Way. The existing site does na appear m provide any parking lot surface parading. Since the proposed development will provide approximately 6.5% less impervious surface area than the existing site, we are not proposing stonnwater detention. Rainfall events greater than the 2-year event will sheet flow o$ the site into the existing inlets kxatod along the west side of Keystone Way. CEC analyzed the 100-year storm event oonceming major flood routing in the area. When the 100-year storm occurs, h will produce ponding on the new drives and parking lots. For the entve project sire, the runoff will sheet flow from the parking lots and drives mwanls the east direction. The runoff would tthitrtauly discharge into the City's stone sewer system located along the west side of Keysmne Way.
