They have received BPWS approval for their modified curb cut. There will be no additional water/sanitary sewer capacity approval required from the BPWS and there will be no additional water/sanitary sewer connection or availability fees. This site is covered by the B-8/Business, SR 431 Overlay, and bufferyard requirements for in Section 26.4. My comments are as follows: The proposed plan is deficient in the number of trees for bufferyards required in Section 26.4 of the CarmeUClay Zoning Ordinance. The plan is short 8 shade trees and 15 ornamental trees. If space cannot be found on site for the required trees, anoff--site reforestation project or settlement can be proposed. 2. Only one species of shade tree is proposed on the plan. For reasons of species diversity, at least one other species of shade tree must account for at least 1/3 of the total number of shade trees. 3. Graphic planting details number 1 and number 2 must include a note that states "Root flare (or Root Crown) must be planted at or slightly above grade level." 4. Planting note number 1 needs to specify 1996 or latest edition. 5. There are two Mission arborvitae listed on the plan, but four plants are shown. Please correct the list to indicate four plants. The Planting Notes or specifications are mislabeled "Plant List." A planting note needs to be added that says, "All stakes and guy wires used to install trees must be removed within one year." We offer [be following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. The following jurisdictions will apply. 2. Final drawings will not be approved for constrction until all issues have been resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five-sets of approved drawings after all issues have been resolved and the constmction drawings have been approved. The drawings will be stamped approved and signed by the City Engineer. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. Carmel Utilities will receive two-sets. If more than the minimum five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way and/or dedicated easements will require a Consent to Encroach Agreement between the Owner/Developersnd the City of Carmel. This Agreement requires Board of Public Works and Safety approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and sanitary sewer main locations. 8. Carmel Utilities will provide a separate review of [his project for water and sanitary sewer issues. 9. I am including copies of the following with this correspondence: • Commercial Project Approval Procedures. • Permit Data, Contacts, etc. • Commercial Permitting Procedures. I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements and Performance Release Procedure upon request. 10. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees • Sidewalks (if required) Please provide individual, detailed (materials, quantities, sizes, unit costs, etc.) certified Engineer's Estimates for 100% of the cost of labor and materials for the above improvement (if required). Post a Performance Guarantee in the amount of the Engineer's Estimate. A three-year Maintenance Guarantee, in the amount of 10% of the Performance Amount, will be required upon release of the Performance Guarantee by our Board of Public Works and Safety. Street Cut/Right of Way Permit and Bonding Requirements Any work in dedicated right of way of Keystone Way East will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way (commercial curb cuts, storm sewer work, etc.) @ $2,000.00 per instance. There appear to be at leas[ two instances of work in [he right of way requiring permits and bonding, namely the curb cut modifications and storm sewer work. Open pavement cuts in dedicated streets require approval by arrr Board o(Public Works and Safety. Please contact Fred Glaser, Department of Engineering Right of Way Inspec[or/Manager for details regarding this issue. PROJECT COMMENTS 11. We request that a full size, scaled set of civil construction plans be submitted for review and comments by [his deparhnent. While it appears that portions of a set of civil drawings were reduced for [he booklet submitted for review, it is difficult to provide complete comments due to the reduced size and limited readability. However, we will comment on standard items and/or issues that we are able to determine from the drawings submitted. 12. The correct street name is Keystone Way East. ,, . . Please provide access easements for the common drive with MCL (if not existing). 15. Please dimension the Keystone Way East right of way line. 16. The portion of the modified curb cut pavement in the right of way of Keystone Way East shall match or exceed the current pavement thickness of Keystone Way East. Additionally, the existing edge of the road will be sawcut for a clean edge, and no cuts or disturbances will be allowed within the travel lanes of Keystone Way East. 17. Subject to direction from our Department of Community Services, we are request the construction of a 5-foot concrete sidewalk, with handicap ramps, in the right of way of Keystone Way East. The City Engineer has no[ reviewed the drawings or drainage calculations submitted for this project. We reserve the right to provide additional comments upon her review and upon receipt of full size civil plans as requested previously. The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of atl modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review.
