Dear Mr. Bames:
We have reviewed the construction plans submitted for this project and offer the following comments:
GENERAL INFORb1ATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
• Subdivision Internal Streets and Right of Way - City of Carmel.
• 146`s Street and Right of Way -Hamilton County Highway Deparfirent.
• Water -City of Carmeh
• Sanitary Sewers -Clay Township Regional Waste District
• Storm Sewers/Drainage -Hamilton County Surveyor's Office with City of Carmel input.
• Regulated/ Legal Drains -Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
• Water Availability. Additional Water Availability approval will be required for entrance
and/or common area irrigation systems. Additionally, irrigation systems installed m the right
of way of the internal subdivision streets or in dedicated easements will require a Consent to
Encroach Agreement between the Owner/Developer and [he City of Carmel.
• Any permanent improvement to be installed within dedicated right of way of intemal
subdivision streets and/or dedicated easements. This approval would require a Consent to
Encroach Agreement between the Owner and the City of Carmel.
• Secondary Plat approvals - City of Carmel.
• Reimbursement Agreements
I have previously enclosed a schedule for Board of Public Works and Safety meeting dates and
agenda deadlines for your use. Please use the Engineering Department deadlines for submissions
to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals (if npp[icable) and completion of review by the Technical
Advisory Com»rit[ee. All written requests [o be placed on the Board's agenda must include the
appropriate Docket Nuurber and the date (or dates) of approval by the Plan Commission mrd/or
the Board of Zoning Appeals (if applicable).
4. T.A.C. Review/Drawings subnutted for approval:
We request that all comments and connnent letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have

been resolved. The design engineer must certify al] drawings submitted for final approval. This
oftce will require aminimum offour-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
the Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the
constmction site at all times. Cannel Utilities will receive one-se[, our Public Works Inspector
will receive one-set and one-set will be maintained in the Engineering Department. If the
Owner/Developer requests more than one set of approved drawings, we will approve a maximum
oftwo-additional sets. However, the additional sets must be submitted at the same time that the
minimum 4-sets are submitted.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way of internal subdivision streets and/or dedicated easements will require a Consent to
Encroach Agreement with the City of Cannel. A copy of our Residential Subdivision and
Commercial Irrigation System Requirements is available upon request. -
6. Carmel Utilities should be provided drawings for review of water issues. They will provide a
separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all
water main locations.
8. I have previously sent copies of the following to the developer:
• Subdivision Project Approval Procedures
• Performance Release Procedure
• Subdivision Building Permits
• Perrnit Data, Contacts, etc.
BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
• Streets (internal subdivision only, not 146'" Street right of way)
• Curbs (internal subdivision only, not 146`" Street right of way)
• Water Mains (Site)
• Monuments and Markers (This is also a requirement of the Hamilton County Surveyor's
Office. Please determine whichjurisdiction will control this item)
• Street Signs (Even though the one street sign will be installed in the right of way of 146th, it
is my understanding the sign will be under our jurisdiction)
• Sidewalks -Builders lot sidewalks and common area/perime[er right of way (not 146'" Street
right of way) sidewalks may be bonded separately.
Note: The Hamilton County Surveyor's Office will require bonding of Storm Sewers/Storm
Drainage. The Developer should determine if the Hamilton County Surveyor wants the
Monuments & Markers bonded with their office or wlth the City ojCarmel.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%
of the cost of labor and materials to constmct the individual improvements, to be provided by the
design engineer. Please provide detailed Engineers Estimates for each improvement including
unit costs, quantities, materials and types of materials, etc. Upon completion and release of
individual Performance Guarantees, athree-year Maintenance Guarantee will be required. The
Maintenance Guarantee amount is based upon 16% of the Performance amount for Streets and
Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees
may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/Certified/Official Checks. Please reference the enclosures for more detailed explanation
of our procedures.

AVAILABILITY AND CONNECTION FEES
] 0. Availability (acreage) Fees must be paid after all other Engineering Department requirements have
been satisfied and prior to start of construction activities (the exception is that you are allowed to
move dirt on site with appropriate erosion control measures in place). Availability Fees are based
upon total platted acreage for [he development at the rate of $1,010.00 per acre for Water
Availability. We do not have a copy of the legal description nor have we seen a copy of the
secondary plat for this development.
11, Connection Fees are $1,310.00 per single-fatnily residence for water. Connection Fees are paid
when the infrastructure has been completed, satisfactory test results obtained and [he subdivision
has been released for permits. Connection Fees are paid on a lot-to-lot basis.
PROJECT COMMENTS
12. Title Sheet. -
Subs[imte Cannel Utilities for Indianapolis Water as [his area is within the City of Carmel water
service area.
13. Sheet 2 -Existing Conditions/Demolition Plan
Demolition Pemrits will be required. Contact the City of Carmel Building & Code Enforcement
Department regarding these permits. Contact Morris Hensley of Carmel Utilities regarding the
abandonment of the existing well. Morris maybe reached at 571-2436.
14. Sheet 3 -Site Development Plan
Please indicate spot elevations at each lot comer and at grade breaks on rear and side yard swales.
Use flow avows to indicate rear and side yard surface drainage.
15. With [he exception of Lots #4 and #5, there are no side yard or rear yard drainage easements
indicated for any of the lots. Is this acceptable to Hamilton County?
16. We are concerned with the substantial pad elevation differences between lots 3 and 4 and lots 8
and 9 and the surface drainage implications involved with the resulting steep slopes. There is a
5.5-foot difference between lot 3 and 4 and 3.4-feet between lot 8 and 9.
17. We request that the lake/pond be lined, either to Hamilton County standards or to Carmel Utility
standards.
18. The Emergency Spillway should be identified on the Site Plan in addition to the Legend.
19. Where does Hamilton County's right of way jurisdiction terminate at the entrance? At the 80'
dimension extended across the entrance or at the termination of the comer cuts at the entrance?
20. Please identify the internal sidewalk on the Site Development Plan (i,e. 5' concrete sidewalk).
21. The Water Plan should include:
• Pipe size and material
• The water main extension to the west property line of the development
_ • It should be noted on the plans that Carmel Utilities will be responsible for the construction of
the offsite water main from the west.
22. Site Construction Details
Change the sidewalk width on the Typical Section Local Streets from 4' to 5'.
Please share a copy of the drainage calculations for this project with us.
The above comments are based upon the Engineering Department's initial review of the construction plans
for this project. Please provide our office with a follow up letter regarding these comments and revised
plans indicating all revisions. Second and subsequent reviews will focus only on revised items. It is

critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our initial review.

qualified individual with structural practices designed by a qualifred engineer. The plan has not been reviewed for local, slate,
or federal permits that may be required to proceed with this project. Additional information, inck+ding design calculations may
be requested to fi+rther evaluate the erosion and sediment control plan.
The erosion and sediment control plan has been reviewed and it has been determined that the plan:
X Satisfies the minimum requirements and intent of 3271AC 15-5 (Rule 5). Notification will be forwarded to the
Indiana Department of Environmental Management.
Note Where the sanitary crosses the Osbourne Drain, the banks should be protected with erosion control blanket immediately
after the crossing is completed and silt fence installed at the top of each bank at the crossing site. Silt fence was not
recommended for both sides of the Osborne Drain. The banks o f the Osborne Drain should be seeded and mulched
immediately after any clearin~pertatins.
Proper implementation of the erosion and sediment control plan and inspections of the construction site by the developer or a
representative are necessary to minimize off-site sedimentation. The developer should be aware that unforeseen construction
activities and weather conditions might affect the performance of a practice or the erosion and sediment control plan. The plan
must be a flexible document, with provisions to modem or substitute practices as necessary.

'fhc application, plans and specifications, and supporting documents for the
above-referenced project have been reviewed and processed in accordance with rules adopted
render 327 IAC Article 3. Enclosed is the Constnrction Permit (Approval No. 15993), which
applies to the construction of the above-referenced proposed sanitary sewer system to be located
at 146i1' Street and Springmill Road.
Please review the enclosed permit carefully and become familiar with its teens and
conditions. In addition, it is imperative that the applicant, consulting architecdengineer (A/E),
inspector, and contractor are aware of these terms, conditions, and reporting and testing
requirements.
It should be noted that any person affected or aggrieved by the agency's decision in
authorizing the construction of the above-referenced facility may, within fifteen (15) days flour
date of mailing, appeal by filing a reyuest with the Office of Environmental Adjudication for an
adjudicatory hearing in accordance with 1C 4-21.5-3-7 and IC 13-15-6. The procedure for appeal
is outlined in more detail in Part 111 of the attached construction permit.

This letter serves to acknowledge receipt of a transmittal containing the revised plans for the above-
mentioned subdivision. After reviewing the plans, the Highway Department has the following comments (I
have maintained the numbering from my May, 8, 2003 letter):
1. A Public/Private Road Approach permit will be required for the construction of the entrance.
Please contact Mr. Robb Chadwell, Highway Department Permit Inspector, for the necessary
forms and information. The permit has not been obtained at this time.
2. Concrete ADA ramps are required at all street crossings for the sidewalk/asphalt path. Please
include the appropriate detail for the ADA compliant path and show the locations on the site plan.

to be used for the ADA ramps.

8. The C-210 annexation included the Ballantrae property; therefore, all review of interior street
design will be performed by the City of Carmel. All Permits, including the entrance permit and any
utility work performed within the right of way of 146'' Street, will need to be permitted through the
Highway Department.

Street.
10. A three-foot stone shoulder is needed along the accel/decel lane.
11. Correct the note on Sheet 11 for the Traffic Maintenance Plan to say all pavement along
octet/decel lane shall be saw cut.

Dear Ms. Hancock:
I am a resident of Merrimac Subdivision at 146` and Spring Mill Road. I have been increasingly alarmed
at the rate of development in my area. When my family chose to purchase a home here, a large reason
was the rural feel to the town and the incredible view of the woods and wildlife from our backyard..
In an area where woods and cornfields are being destroyed at an alarming rate in the name of progress, I
guess I am trying to be the voice of reason. Is there truly a need for more homes here or are we, once
again, at the mercy of greedy developers with a desire for more profits. And why do they have to be
built all in the same place? Just a mile west is absolutely nothing! Why not be smarter about this and
spread the homes out so that they aren't all jammed in together?
Will the Carmel/Westfield area become just another town full of subdivisions and strip malls or can we
retain some of our natural, God-given beauty? I guess I am trying to speak for the trees. If the
developers are given free reign over the natural beauty of the landscape, when will it end? When will
humanity finally say, "enough!" When the last tree is toppled?
I implore you to reconsider this proposal. If this must move forward, I would humbly ask that as many
trees are retained as possible. Please keep the dense woods viewable from the road and carefully consider
which trees truly must be destroyed.
