We have reviewed the original plans that were submitted for T.A.C. and offer [he following continents: (On September 8, 2003, this office received revised plans for the development. Any changes on [he revised plans that address any of the following comments have been noted by ita[icized/bolded comments following [he original comment.) GENERALINFORbIATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: • Streets and Right ofWay -City of Carmel. • Water, Sanitary Sewers - City of Carmel. • Storm Sewers/Drainage -City of Carmel. Board of Public Works and Safety Requirements: • Water and Sanitary Sewer Availability • Commercial Curb Cut Approval. Conversion of single family/residential units to commercial or retail use will require the approval of existing or new driveways by our Board of Public and Safety. Please provide this office with a letter of request and an 8 %: x 11 exhibit which indicates existing curb cuts, proposed curb cuts, all pertinent measurements and all existing and opposing curb cuts. • Any permanent improvement to be installed within dedicated right of way or dedicated easements. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions [o the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable). T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Utility Departmenf issues have been resolved The design engineer must certify al] drawings submitted for final approval. September 24, 2003 Page 2 resolved. The drawings will be stamped as approved and will be signed by the City Engineer and Director of Carmel Utilities. The Owner will receive one-set which is to be maintained on the constmction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector will receive one-set and one-set will be maintained in the Engineering Department. We will accept and approve amaximum oftwo-additional sets for atotal ofseven-sets. However, the additional sets must be submitted with the required sets. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will requires Consent to Encroach Agreement with fhe City of Carmel. 6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will provide a separate review regarding these issues. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and sanitary sewer main locations. 8. I am including copies of the following with this correspondence. Please share this information with the appropriate personnel involved in the development of the project: • Subdivision and Commercial Project Approval Procedures • Permit Data, Contacts, etc. • Performance Release Procedure • Notification Data • Water and Sanitary Sewer Fee Data BONDING REQUIREMENTS 9. Right of Nay Permit /Bonding Any work in the dedicated right of way of 4'" Street NW, 1"Avenue NW or North Rangeline Road will require the posting of a Right of Way Permit with appropriate bonding. Please contact Fred Glaser, our Right of Way Inspector/Manager, to arrange appropriate permitting for this project. A[ a minimum, based upon the drawings and detail submitted, it appears that the storm sewer connection and the sanitary sewer in the right of way of 1~` Avenue NW will require permitting and bonding. Performance/Maintenance Guarantees Please provide individual certified engineer's estimates for 100% of the cost of labor and materials for the following improvements: • Sidewalks • Streets (all curb cut construction in the right of way) • Sanitary Sewers (all associated construction to tie the building lateral to the existing structure). Provide individual performance guarantees based upon the certified engineer's estimates for the above improvements. Upon release of the performance guarantees, 3-year maintenance guarantees will be required. AVAILABILITY AND CONNECTION FEES ]0. We assume [he existing residence is currenfly connected to City of Carmel Water Mains and Sanitary Sewers. Availability (acreage) Fees Availability Fees are not applicable to this development. Connection Fees-Existing Residence A credit will be given (1.0 EDU) when calculating Connection Fees for the conversion from a single-family residence to an office usage. Please provide the total square footage of this building. Mr. Dave Sexton, P.E. September 24, 2003 Page 3 Connection Fees-Townhomes Please provide the number of bedrooms for each proposed unit. GENERAL PROJECT COMMENTS 11. Show [he regulated drain and its associated easement on [he primary plat and on al] applicable constmction plans. This has been addressed an the September 8th revised plans. 12. Please show existing water and sanitary sewer service laterals [o the existing residence. If there are changes to be made to the service lines, these must be indicated on the drawings. Include where connections will require pavement cuts. 13. Please provide a copy of the drainage calculations for the development. It does not appear any detention is being provided for the site. This leas been addressed on Use September 8`~ revised plans. 14. What is the timing of the project? Will Blocks "A" and "B" be constructed simultaneously or separately? 15. W e will not approve plans with the existing statement above the certification seal on the Title Sheet. PRIMARY PLAT COMMENTS 16. Will secondary plats be required? 17. Will the corners of the development require monumentation? BLOCK "A" COMMENTS Sheet CI01 18. Are the drives on 1" Avenue NW to be redone with heavier pavement section, at least the portion of [he drives within the right of way? 19. Show gas and evater utilities. 20. Add, "to be removed" to the other structures on site. 21. Please add an index or legend identifying the cross-hatching, shading, etc. This would be applicable to the Primary Plat and Blocks A and B. 22. Why is a portion of the Christian Tape Library crosshatched? Sheet C102 23. There appears to be a section of existing concrete at the new entrance location. Is this an existing driveway approach to be removed? This is also indicated on Sheet C101. 24. Please indicate the minimum width of the new curb cut. 25. Please indicate existing water and sanitary sewer service laterals to the existing residence. 26. Is there detention planned for the site/ Sheet C801 27. Please include a Right of Way Pavement Section. At a minimum, asphalt pavement in the right of way of 4`s Street shall be 9-inches stone, 3-inches binder and 1-inch surface. 28. The concrete sidewalk detail (]/C801) should be modified to indicate that the minimum sidewalk width in the right of way to be 5-feet. BLOCK "B" COMMENTS Slrect C102 29. Is the new gas line to be extended across 4`" Street? If the line is to be extended, we would request a directional bore under the street. 30. Please dimension [he drives serving the west portion of the development. Indicate type of constructiot>/material planned for these drives. 31. Are there modifications planned for the existing curbs/sidewalks on 1"Avenue NW to accommodate the driveways to garages #3 and #4? Are the existing curbs roll or chairback types? It appears that the sanitary sewer connection to the stmcture in the intersection of 1" Avenue NW and 4's Street NW will require a major street cut. Are there alternatives? Be advised that this open cut will require Board of Public Works and Safety approval and may require extensive milling and resurfacing well beyond the boundaries of any proposed cu[. 33. It is our assumption that the storm sewer system will be a private system. Sheet C801 34. Comments 25 and 27 above also apply to Block "B". Additional comments regarding the revised drawings submitted on September 8, 2003. • Block B -Storm structure 603 As we discussed, the Hamilton County Surveyor's OJfice expressed concern regarding the pipe sizing jor the outlet control pipe. The concenr was that the 3-inch diameter PVC pipe would be a continual maintenance issue, The City Engineer shares this concern and requests drat this pipe be increased to a minimum 6-inch diameter. Furthermore, the planned detentiar in this paved area may be accomplished by changing the parking tot inlet casting specification. The City Engineer will be disenssing this issue with you. The above comments are based upon the Engineering Department's initial review ofthis project. Please provide our office with a follow up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review.
