COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President W. Eric Seidensticker, Council Members Richard L. Sharp, John V. Accetturo, Luci Snyder, Joseph C. Griffiths, Ronald E. Carter, Kevin Rider and Deputy Clerk- Treasurer Lois Fine. Clerk-Treasurer, Diana L. Cordray, was not in attendance. Mayor Brainard called the meeting to order at 6:00 p.m. Pastor Joe Flatt, First Baptist Church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. Mayor Brainard announced that Milestone Construction would be moving forward with the completion of the 106`h and 126'h Street roundabout interchanges on the Keystone Avenue project. Mayor Brainard stated that Milestone Construction would try to open the interchanges to traffic on April 18, 2009. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Griffiths made a motion to approve Minutes from the March 2, 2009 Regular Meeting. Councilor Snyder seconded. There was no Council discussion. Council President Seidensticker called for the question. Minutes were approved 6-0 (Councilor Carter abstained). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: The following citizens addressed the Council opposed to Ordinance D-1932-09 (removal of stop signs): Wendy Franklin; representing Woodland Springs and Eden Estates 36 Horseshoe Lane, Carmel, IN Stacey Ellsworth; representing Woodland Springs Connie Berridge 50 Horseshoe Lane, Carmel, IN 11906 Eden Glen Drive, Carmel, IN 1 John Stevenson; representing homeowners along Carmel Drive Steve Tofaute; representing Woodland Springs residents Charles Glesing Charles Sampson 3496 E. Carmel Drive, Carmel, IN 11819 Rolling Springs Drive, Carmel, IN 385 Patricia Court, Carmel, IN 11716 Eden Estates Drive, Carmel, IN Mike Hollibaugh, Director, Department of Community Services, addressed the Council and provided an update on the recent Carmel Smart Code Charetie. COUNCIL MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Griffiths responded to the citizens opposing Ordinance D-1932-09 and announced that he would be making a motion to withdraw the ordinance. Councilor Accetturo thanked the citizens that addressed the Council concerning Ordinance D-1932-09, and asked Mayor Brainard to contact the Carmel Police Department to step up patrols in the area. Councilor Accetturo also addressed the safety issues and concerns on Keystone Avenue that were discussed at the last Council meeting. Mr. Accetturo stated that Mayor Brainard reported that the report for the defective beams on Keystone Avenue that will be replaced by Milestone Construction, will be available in the City Engineer's office. Councilor Sharp inforned the Council that lie would be sponsoring an ordinance to re-install stop signs at Versailles Drive and Shakamac Drive on the West side of Carmel in District 1. Councilor Sharp also requested from the City Attorney to provide the Council with an update on AT & T U-verse. City Attorney, Doug Haney, addressed the Council and provided an update on AT & T U-verse. Councilor Snyder addressed the City Attorney regarding issues with Bright House. The City Attorney informed the Council that he has assigned the assistant City Attorney, Tom Perkins, to the Carmel Cable and Telecommunication Commission. Council President Seidensticker informed the Council that the meeting scheduled for Monday, April 6, 2009 would be cancelled. Carmel Clay Schools will be on Spring break the week of April 6i6. A Special Meeting would be scheduled for Claims approval on Friday, March 27, 2009 at 8:00 a.m. ACTION ON MAYORAL VETOES: There are none. 1 CLA[11'[S: Councilor Griffiths made a motion to approve.claims inrthe amount of 52,295,81-7:28.. Councilor Sharp reported that the'Land Use; Anriexationla[id' Economic Development Committee met and discussed Resolution 1CC=l2-15-08-03 which will remain in committee. The next meeting will beheld on Tuesday, March,24, 2009`at 5:30 p.m. Councilor Rider reported that the Parks,. Recreation and Arts Cominittec,had not met. Councilor Griffiths reported that the Utilities, Transportation and Public Safety Committee met and discussed Ordinance D-1930-09 which was forwarded with a proposed. amendment to the Council with a 2-0-favorable recommendation.
