The enclosed material has been revised per your comment letter dated September 24, 2003. It is my
understanding [hat items 2,3,4,5,7,9 and 10 were previously provided to you by the developer, so this letter
addresses the remaining items. Revisions and/or comments are as follows:
1. The existing zoning (R4 & 85) and adjacent land uses/owners are denoted on [he Site Plans &
Development Plans of [he Block A & B Construction Plans.
6. Other than residential dusk-[o-dawn building coach lights no additional lighting is proposed.

Dear Mr. Nelson:
This letter is in response to your SDR Application for the Townhomes at Range Line. Upon the completion of
the following items, an approval letter shall follow. This is also subject to Board of Zoning Appeals approval.
The petition will be valid for two years after date of approval. If construction has not started at the end of the
two-year period, the Site Plan and Design Review request must be re-submitted to the director. Please complete
the following:
1. Please show the zoning of the adjacent properties and what each is being used as.
2. Please show the existing landscaping on the property.
3. On the landscape plan, please provide planting details. Also, show screened mechanical equipment.
4. Please forward the Urban Forester, Scott Brewer's approval letter for landscaping.
5. Please label materials used for the signs. Signs must be out of the road right-of--way.
6. Please provide a lighting plan with foot-candles; also a cut sheet with type and size of lighting fixtures.
7. Make sure patio wall lights are down-lit with 90-degree cutoffs.
8. Label front yard widths (on 4'" street NW and ls` Ave NW).
9. Please show if back porches have privacy separation.
10. Are the windows and trim framed in wood? If so, please show on elevations.

1. The proposed project affects the Morrow/Follett Drain. The Morrow/Follett is a
County Regulated Drain maintained by the City of Carmel. The County maintains
jurisdiction over the existing statutory easement, proposed outlets and crossings.
Proposed work within Carmel's existing right-of-way will require permission from
the City of Camel.
2. Show the Morrow/Follett Drain with statutory 75' (feet) easement on all applicable
sheets of the plans. Easement is measured from centerline of drain at right angles.
Enclosed is a copy of the Morrow/Follett Drain map.
3. The proposed development will requiresetention/detention be provided for the site.
The method or design of the retention detention facility will be left to the discretion
of the site engineer and final design reviewed by the County and City of Carmel.
Please provide calculations with the final design.
4. The proposed development will require an individual non-enforcement with
appropriate check be submitted to reduce the existing easement from 75 feet to a
distance acceptable for the County and LE. Investments. The non-enforcement will
also cover the proposed driveway encroachments for garages #3, #4, and 4' sidewalk
on the west end of the site. The required non-enforcement form can be downloaded
from the County's website at count\~survevornco.hamilton.in us.
5. The proposed development will require an outlet with appropriate check be submitted
to outlet the developments storm water into the Morrow/Follett Drain. The outlet
form can be downloaded from the County's website.
6. The proposed development will require a utility crossing with appropriate check for
the proposed sanitary sewer service to the Townhomes. The crossing form can be
downloaded from the County's website.

Soils Information:
MmB2 Miami silt loam, 2 to 6 percent slopes, eroded
This is a moderately well drained soil with a seasonal high water table at 2.0 to 3.5 ft. This soil
is located on rises on till plains; slopes are 2 to 6 percent. The native vegetation is hardwood
forest. The surface layer is silt loam and has moderately low organic matter content (1.0 to 2.0
percent). Permeability is very slow (< 0.06 in/hr) in the most restrictive layer above 60 inches.
Available water capacity is moderate (6.1 inches in the upper 60 inches). The pI-I of the surface
layer in non-limed areas is 5.1 to 6,5. Droughtiness and water erosion are management concerns
for crop production. This soil is designated potentially highly erodible (class 2) in the Highly
Erodible Land (HEL) classification system.
Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or
developer should consider the need for an onsite soils investigation.

• Silt fence should be considered around the perimeter of Block B during construction.
• This project is not required to meet the requirements of Rule 5.

This comment letter is for review of the landscape plan submitted for the Primary Plat
and Development Plan for Townhomes at Rangeline located at 430 N. Rangeline Road in
Carmel, Indiana. While I can tell the majority of what is proposed, I do not think you had
all the information needed for a landscape plan for a development plan submission.
I have attached a copy of the bufferyazd requirements found on Section 26.4 of the
Carmel/Clay Zoning Ordinance. This includes requirements for shade trees, ornamental
trees and shrubs. There is also a recommended list of tree species to be found on the web
at http://www.ci.carniel.in.us/services/DOCS/DOCSUFCarmelTreeSugeestions.htm.
The landscape plan must show the complete plat, including the locations of utilities,
existing vegetation, easements, and over important information. The plan must show
graphic planting details, a plant schedule, and planting notes or instructions
(specifications). Any tree preservation details must also be shown on the plan.
Preservation of existing trees can used to achieve project-buffering requirements, if the
trees aze preserved according to best management practices. There aze several existing
historical trees (including a large tulip tree and significant walnut tree) that have been
injured by demolition activities already. Steps should be taken to preserve these trees.
According to Section 23D.3.A.l.h.iii the required parking spaces can be reduced by 50%
in the Historic Range Line Road Sub Area. This would provide for more undisturbed
root space to allow the preservation of the mature trees.
There aze 135 shrubs, 9 omamental trees, and 3 shade trees on the plan. The buffering
requirements call for a total of 110 shrubs, 22 omamental trees, and 21 shade trees.
There is also a conflict with a sidewalk on the east side on the pazking lot with several
junipers.

Please do not use Callary family omamental peazs, we have received information they
may become invasive, and aze a short-lived species. Please choose an alternative
ornamental tree species.
