MEMBERS PRESENT:
Mayor James Brainard, Council President W. Eric Seidensticker, Council Members Richard L. Sharp,
John V. Accetturo, Luci Snyder, Joseph C. Griffiths, Ronald E. Carter, Kevin Rider, Clerk-Treasurer
Diana L. Cordray and Deputy Clerk-Treasurer Lois Fine.
Mayor Brainard called the meeting to order at 6:00 p.m.
Pastor Randy Wardwell, Carmel Family Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
' RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Snyder made a motion to approve the Minutes from the March 16, 2009 Regular Meeting,
March 26, 2009 Special Meeting and the April 8, 2009 Special Meeting. Councilor Rider seconded.
There was no Council discussion. Council President Seidensticker called for the vote. All Minutes were
approved 5-0 (Councilors Griffiths and Sharp abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Patty T. Keller, 10396 Power Drive, Carmel, IN., addressed the Council regarding upcoming events for
the Carmel Community Players.
Jim Engledow, 13851 Riverwood DVay, Carmel, IN., President, Carrel Clay Parks and Recreation Board,
presented their Annual Report.
Max Novena, Bruno Event Team, 12926 University Crescent, Carmel, IN., Championship Director of the
U.S. Senior Open, presented an overview of the upcoming U.S. Senior Open beginning July 27, 2009
through August 2, 2009.

1 COUNCIL, MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS:
Councilors Snyder, Griffiths, Carter, Rider and Accetturo congratulated Mayor Brainard and his staff
regarding the opening of the intersections of 106`h and Keystone and 126`h and Keystone this past
weekend.
Councilor Sharp informed the Council that he would be resigning his Carmel Redevelopment
Commission position effective April 30, 2009.
Clerk-Treasurer Diana L. Cordray discussed an email that she received from the Hamilton County
Humane Society regarding a need to find foster homes for some of their cats and dogs.
Mayor Brainard thanked hissstaff for-their work on the Keystone Avenue project and thanked Councilor
Sharp for his involvement with the Carmel Redevelopment Commission.
ACTION ON MAYORAL. VETOES:
There were none.
CLAIMS:
Councilor Snyder made a motion to approve a claim in the amount of $8,144.96. Councilor Rider
seconded. There was no Council discussion. Council President Seidensticker called for the vote. The
claim was approved 6-1 (Councilor Griffiths opposed).
Councilor Snyder made a motion to approve claims in the amount of $3,802,353.04. Councilor Sharp
seconded. There was no Council discussion. Council President Seidensticker called for the vote. Claims
were approved 7-0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee met and discussed
Ordinance D-1934-09 which was forwarded to the Council with proposed amendments. They also
discussed Ordinance D-1927-09 which remains in committee. The next meeting will be held on
Thursday, May 21, 2009 at 5:30 p.m.
Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee met and
discussed Resolution CC-12-15-08-03 which will remain in committee. The next meeting will be held on
Thursday, April 23, 2009 at 5:30 p.m.
Councilor Rider reported that the Parks, Recreation and Arts Committee had not met.
Councilor Griffiths reported that the Utilities, Transportation and Public Safety Committee met and
1 discussed Ordinance D-1933-09 which was forwarded to the Council with a 2-0 favorable
recommendation.

Council President Seidensticker announced Resolution CC42=15-08-03; A Resolution,of the Common
Council of the City of Carmel, Indiana, Adopting the Cdnnel Clay Comprehensive Plan "C3 Plan 2008"
for the City of Carmetand Clay Township; Sponsor: Councilor: Rider. (Remains in the Land Use,
Annexation and. Economic Development Committee 4/23/09). This item was not discussed.

Snyder made a motion to move Ordinance D-1934-09 As Amended, V ERS ION A 04/20/09 into business
for discussion. Councilor Griffifis seconded. Councilor Snyder reviewed-the amendments with the
Council. There was no Council discussion. Council President Seidensticker called for the vote. The
motion was approved 7-0. Councilor Rider made:a moti'on.to approve Ordinance D-1934-09 As
Amended, VERSION A 04720-09. Councilor Sharp seconded., There was no Council discussion.

adopted 7-0.

referred to Mayor Brainard to.presont the $2,353,976 portionof this ordinance to the Council. Clerk-
Treasurer Diana L. Cordray informed the Mayor that this ordinance has two section's, 1) reinstating the
2009 budget in the amount of$2,353,976, and 2).appropriatmg.for the Drug Task Force Fund in the
amount of $174,985). Mayor; Brainard addressed the Council. Councilor Griffiths made a motion to
suspend the rules and not send this item to committee°and vote this evening: Councilor Rider seconded.
