Dear Scott:
I have reviewed the planting schedule, planting landscape plans, and the utility plans. plus talked with the Engineering
Department:
I. The plant schedule that I received separately looks much improved. The Malus species should be 1.5 inches in
diameter, not 5' in height.
2. Your planting plan shows planting trees directly over several utility lines, including Clay Regional Waste District's
sanitary sewer. You may check with then on their policy for this, but generally planting directly over a line is not
allowed. There are also other conflicts with underground utilities near the building, electrical, gas, water, etc. Trees
will probably need to have their locations shifted or adjusted. You might consider planting some of these trees in
front of the building instead.
3. There is a storm water BMP located in the parking lot on the west side that shows trees being planted directly over
it. That may not be possible. Consideration should be given to developing some sort of "rain gardens" along this
storm line and utilizing the parking lot islands for this purpose by removing some of the trees and replacing them
with other plant material, at least tree's which biology can take repeated flooding and drying out.
4. Please locate the revised plant schedule on the landscape plan or the landscape details page. On the planting
details, please make sure that your details match those included (including root flare at grade level) or use
Carmel's as they are provided.

That's quite a comprehensive list of green building practices. I do have a few additional suggestions that could help green
your site even more.
1. Low VOC painVstain for floor and wall surfaces
2. LED parking lot lights
3. Pervious pavement for parking stalls, walkways
4. Bike racks are required by City ordinance; adding a changing room with shower permits you to get a LEED credit,
you decide to pursue certification.
5. Recycling center within the building
6. Are the tinted windows Low-E?
7. How much are you going to reduce water use? Different percentages count for an increasing number of points in
LEED NC.
8. Will wood used in framing and trim be certified FSC wood?
9. Will lighting and thermal comfort be controllable at an individual level?
10: Will windows be operable?
I'm also going to forward your list to our Urban Forester, Scott Brewer, and Stormwater Manager Amanda Foley.
They may have some additional suggestions.

After looking at the plan in detail, these are my comments:
1. Size of the plant schedule -Please make the species type and number on the plan itself because the size of the
plant schedule makes the specific species difficult to read.
2. Species and diversity: There are 76 total trees on the plan: each species should be at 15% diversity and each
genus should be at 20%. That means that no more than 11 trees from any one species and no more than 15 from
any single genus. You have 25 total birch trees, 28 redbuds trees, 5 crabapples and 18 scarlet oaks. There should
be at least seven (7) species -with large maturing shade trees planted at 2.5" caliper and ornamental trees planted
at 1.5" caliper. Any evergreens should be at least six (6) feet tall and shrubs 18" tall. Paper birch is usually
considered on ornamental species, as are redbud. Was not sure which species you had in the parking lot islands,
but it might have been redbuds. Large maturing shade trees that might do well in parking lot situations could
include locust, London plant tree, or hackberry trees. Crabapples do not do well in parking lot areas because of the
amount of maintenance they require and the fact that they grow rapidly into the areas used by people and cars.
3. Planting details: Please make sure that the planting details used for this submission agree with the public domain
examples I have provided including but not limited to root flare at grade level, etc.
4. Please double check that all utility lines and easements are on the plan (including overhead electrical lines) so that
any planting conflicts are apparent.
5. We encourage "Green" or innovative designs though the use of porous paving or storm water BMPs utilizing

Carmel Executive Suites Green Building Elements
Exterior:
• A bioswale shall be utilized to retain and filter the storm water generated
from the clean surface areas -roof of building, exterior walkways, and
green spaces
• Do you recommend specific stormwater filtration systems for the
remainder of our storm water?
• We will utilize landscape micro-irrigation and meter this separately.
Energy Efficiency
• Our building design encorporates windows in 70% of the office spaces to
allow for the utilization of natural light. Our lightbulbs to all offices and
hallways shall be high efficiency Energy Star flurescent bulbs.
• Our furnaces shall be high efficiency furnace and air conditioners.
Additionally we will be installing an air recurculating system which will
bring outside air in at strategic times of the day, night, and year to mitigate
the need for running our HVAC systems decreasing our HVAC utilization
by approximately 50% (from past experience).
• Our roofing shall be white rubber roofing.
• We will be tinting our windows.
• We will utilize cellulose spray insulation in our walls and ceilings.
• We will be utilizing some building construction refuse as fill under our
parking lots if allowed by Carmel.
• We utilize painted concrete floors on the ground level; no carpet or other
synthetic floor coverings are used. We utilize plywood floors and natural
stone finishes on the second floor. No synthetic floor coverings are used.
• Most of our office spaces are designed within multiples of 4' increments to
maximize material utilization.
• All interior doors are recycled old antique doors which we refit to new
jambs and hardware.
• Plumbing fixtures are to tie Water Sense Label and Energy Star mark.
• We utilize in-line water heaters to eliminate the need to recirculate and
conserve water use.
• We utilize PEX plastic tubing water lines and PVC drain lines.
• We utilize vinyl frame windows on 50% of our windows.
• Most of our wall decorative finishes are salvaged materials.

The City received your construction plans on December 3Q 2008. We'offer the following comments:
GENERAL INFORMATION
1. 'These comments represent the Deparhnen[ of Engineering's first review of the construction plans
for this project,
2. We request that all responses to our comments be provided in writing and, be accompanied by a
drawing reflecting the requested revisions. Failure [o provide writti:n responses may result in the
delay of thexeview process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularlyif any such changes are considered "new" or .fall outside of our previous
reviews. Please provide revised plans including all revisions. Please notify us of anychanges and
specif calty state any changes, including changes resulting from Plan Commission, BZA or other
committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage,plans and drainage calculations
submitted to this office for review. If you have not already done so, please provide a set of
drainage plans and calculations to their office for review. We will share Crossroad's comments as
they are received.
5. Final drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance gdarahtees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (if required) are obtained.
d. All off-site easements necessary to install utilities to serve the development are secured.
e. SWPP is approved.
f All fees are paid.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews.
7. An approved Stonn Water Management Permit is required prior to commencing any earth
disturbing activity:
8. An approved right-of-way permit is required prior to commencing any work in the public right-of-
way.
9. If i[ will be necessary to relocate existing utilities or other infrastructure, the costs for such
relocations are to be borne solely by the developer. Any utility poles required to be relocated
within the right-of--way shall be relocated to within one foot of the proposed right-of--way.
10. Compliance with the Thoroughfare Plan includes construction of the improvements prescribed by
the Thoroughfare Plan across the Bontage controlled bythe development (including sections with
no access). Typically, developersprovide acommitment equal to the value to construct these

20. Comercial Cucb Cut Approval -The Commercial Curb Cut on College Avenue will, require

34. Water Availability (acreage) Fee

BMP support.
c. Carmel requires a catch basin insert product such as "Dandy-Bag" for s[onn inlets in
paved areas. Similar product or coconut mats may be used for' curb inlet protection. I fl

f Mention is made in your Post Construction Measures that minimization of sedimentation
will include swales and detention ponds. There appears to flea limited amount of Swale
activity on the plan, rribst of which oc"curs off ynursite_ Additionally, [he existing pond
off-site:is not a "water quality' designed pond and will not functioh as one. With that in
mind, please insure there are two BMP's in place prior to stonnwater leaving the project.
g. Provide locations for fueling area, dump. site and port-o-let. These locations are to be
near the consnuction entrance.
h. Inlet protection baskets will not work on paved areas as indicated on Sheet #6. Location
of a basket in northwest corner of parking area apparently is~misplaced. Please contact
Ms. Amanda Folcy or Dave Barnes to review stone water quality treatment requirements.

it slants forward 10 degrees
11. We have provided an outdoor seating area and moved the dumpster
12. We have added architectural columns to the balcony area

1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Carmel.

3. The proposed project falls in the W.R. Fertig Regulated Drain Watershed.
Please submit an outlet permit for the indirect discharge into the W.R. Fertig

2. Please show the limits of the 100 year inundation boundary for the parking lot storage

2009 Technical Advisory Committee meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) Please refer to the City of CvmePs Parking Ordinance in order to determine
appropriate number, locations, specifications and construction details for bicycle
parking.
2) Please consider including long teem covered bicycle parking and shower and locker
facilities within this development.
3) Please indicate ADA compliant handicap ramps at all crossings.
4) Please provide direct access to the bicycle parking and building from the exterior
sidewalk.
We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.

Here are some preliminary review comments for the building elevations and site plan that you left:
1. Is there a way to line up your entry drive with the private drive that is northeast of your site?
2. It looks like the college drive road right of way has already been dedicated, a 45-ft half. But, you can verify
this with Gary Duncan in the Carmel engineering dept. 317-571-2441.
3. The parking space requirements for general office use are 1 space/250 sq ft, which would make 136
required parking spaces. You show 118. However, you can reduce the size of your parking spaces to 9' x 18',
with 25 ft wide aisles, per the parking ordinance chapter 27, which may help you get the right number of
parking spaces.
4. The maximum lot coverage is 90% for this site, which includes the building footprint and pavement. What is
your coverage %?
5. The alternative transportation plan requires that you install a 6-ft wide shared roadway path/sidewalk along
College Ave or pay toward the non-reverting thoroughfare fund. You will need to show this on the site plan.

6. The bike parking should be located closer to the main entrance of the building. See chapter 27.06 for more
info.
7. The dumpster and dumpster enclosure should be located to the rear of the site, closer to the southwest
corner of the site. Perhaps near the dumpster of the site just south of your parcel.
8. See chapter 26.4 for the bufferyard standards. It looks like you will need a 15-ft front bufferyard, and a 5-ft
side and a 10-ft rear bufferyard. You will need to shift the site plan southwest about 5 feet to meet the 15-ft
front bufferyard.
9. Also, see chapter 13 for the b-2/business regulations and chapter 25.07 for the signage regulations.
10. On the building, we strongly recommend that you do not use EIFS within 3-ft of ground level, due to
maintenance and durability issues of that material.
11. We suggest the use of pervious pavers in all or part of your parking area. We also ask that you use some
green site/building techniques, such as a white membrane roof, skylights, bioswales, etc. Christine Barton-
Holmes can suggest other things, since she is LEED AP; cholmes@carmel.in.gov.
12. There is not a retention or detention pond shown on site. Will you have underground storage of storm water?
