CITY OF CARMEL
COMMON COUNCIL SPECIAL MEETING
MINUTES
THURSDAY, DECEMBER 1S, 2003 - 5:00 P.M.

MEMBERS PRESENT'
Council President Luci Snyder; Council Members John Koven, Norm Rundle and Wayne Wilson; Deputy
Clerk-Treasurer Came Gallagher was also present.
Mayor lames Brainazd and Councilors Bob Battreall, Ron Carter and Kevin Kirby were absent.
Council President Snyder called the meeting to order at 5:04 p.m.
NEW BUSINESS'
Council President Snyder announced the First Readine of Ordinance No. Z-440-03; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning District Classification -the Property Known as
Burlingame (as proposed) from the S-1/Residence District Classification to the R-2/Residence District
Classification. Councilor Wilson moved to introduce this item together with Ordinance No. Z-441-03 into
business. Councilor Koven seconded. Jon Dobosiewicz of the Department of Community Services
provided a brief overview of this matter to Council, including the Plan Commission's favorable
recommendation of 10-2. ,Councilor Wilson then introduced Steve Pittman of Pittman Partners LLC to
provide a presentation concerning these matters to Council. Brad Little with Carmel Dad's Club commented
in favor of the proposed project and expressed appreciation to Mr. Pittman for his inclusion of the Dad's
Club in this project. There was extensive Council discussion. Council President Snyder referred both
Ordinance Nos. Z-440-03 and Z-441-03 to the Annexation and Land Use Committee for further review and
consideration at a Special Meeting of that Committee to be held on December 29, 2003. Both items will
return to Council at a Special Meeting on the same date.
Council President Snyder announced the First Reading of Ordinance No. Z-441-03; An Ordinance of the
Common Council of the City of Carmel, Indiana, Rezoning District Classification -the Property Known as
Burlingame (as proposed) from the S-11Residence District Classification to the R-4lResidence District
Classification, together with the above-referenced Ordinance and proceeded as indicated above.

Council President Snyder moved to adjourn pending the execution of documents. The meeting was
adjourned at S:Slp.m.
