The Outlet Permit has been received by this office. 2. I will hold this project pending the submittal of a subdivision non-enforcement and plat to reduce the regulated drain easement or an individual non-enforcement for the encroachment of the perking lothrees in the existing easement. Please let me know if you need any help with this issue. 3. The regulated 6" sub-surface drain will need to be located, checked for functionability, and a riser (IICSO Standard SSD-3) placed at the end for future maintenance, Please coordinate this with Jerry Liston, Inspector, or myself for location of drain and specifications. 4. After reviewing the proposed drainage outlet for the project, this project will be a Hamilton County Regulated Drain Subdivision, subject to approval of the Hamilton County Drainagc Board. 2. As requested before, please label the Hamilton Business Park arm of the Park Northwestern Regulated Drain, oa sheet 3.1, and show the corresponding easement that fells within Block C. 6. Please schedule anon-site meeting with the engineering firm, developer, contractor (if selected) and this office, to determine the scope of work for the minor grading and silt removal on the Pazk Northwester Regulated Drain oa both the east and west side of U.S. 421. 8. Please provide this office with a letter from ]NDOT acknowledging you intent to discharge into the US 421 right of way, and that they aze considering that in the phase 2 redesign of US 421 in front of the project. Per your last submittal, T will await a copy of the letter from INDOT stating that they are awaze pf your intentions. 9. The Hamilton County Surveyor's Office wants to see a drainage easement from structure 17, following the water conveyance all the way to the underground detention system. This easement will allow ail lots in the development access to the regulated drainage system. The easement can be done if this is to be platted or contact me for alternative methods. 10. No landscape planting wlll be permitted or allowed within the proposed and existing regulated drainage easements perIndiana Code 36-9-27-33(d). 11. Please label the pipe length, size and material on sheet C3.1. 12. At the entrances from Commerce Drive, you included at detail showing the underdrain be changed to HDPE. Please call out this detail on sheet C3.1 and reference it to a detail number and sheet in the prints. 13. The Hamilton County Surveyor's Office recommends using a different casting on the curb inlet from Commerce Drive. The flat casting is not very compatible with the HCHD approved valley gutter curb. Please consider a Neenah R-3347-A, R-3348, or R-3513. 14. After showing the 100 yeaz flood elevation, it appears that elevation is very close to the top of bank. This office would like to see a higher top of bank, creating a little more freeboard, so if the pond were to stage at the 100 year elevation that it would be directed out the emergency overflow, and not just flow over the top of bank at any given location. 15. The Hamilton County Surveyor's Office recommends that sub-surface drains, with a positive outfall, be installed in the dry detention basins or the slope in the dry detention basins be increased. The location of this proposed path appeazs to fall in the road ditch and part of the Park Northwestern Regulated Drain. Please clarify how this path is going to work when the elevation change from the approximate bottom of the ditck+ to the roadway is 5+ feet. 17. Dry detention basin #2 could have more slope for better drainage if it discharged to the north. 3A. Show construction limits include offsite utility connections. 3B. Temporary stockpiles should be seeded if present. 4A. A construction sequence is needed to direct the contractor to perform certain operations that will prevent off site sedimentation. Please take into account the staging of the three different buildings unless they are all started at the same time. 4C. Recommend silt fence along the Michigan Road R/W. This site drains to the existing 12" RCP on the north side or to the large CMP at US421. Sediment basins with appropriate outlets are needed to contain the stormwater onsite before discharge. Silt fence or straw bales are not adequate. Constructing the dry detention basin #2 with a temporary outlet to the north is a possible solution. A diversion Swale would be required to direct the stormwater south into the basin. 4G. Inlet protection is needed for the outlets of the two dry detention basins. I would prefer a better practice for inlets 18, 19 and 21. The cylindrical wire baskets with geotextile are preferred over the strawbales. Because str#20 discharges offsite w/o detention, an inlet practice that fits into the manhole is recommended. Permanent and temporary seeding needs to be shown on the erosion control plan.
