EXPLANATION
The Applicant, Penn Mark, LLC (hereafter "Penn Mark"), is the owner of real estate
generally located at the southeast comer of 116`h Street and U.S. 31, generally known as the Penn
Mark II Building. The subject real estate is presently zoned B-6 (Business District), and the
present use of the property is amulti-level, multi-tenant office building.
a The Penn Mark II Building is currently 57% vacant. Ryland Homes, Inc. is interested in
' leasing approximately 15,000 square feet of the Penn Mark II Building for a minimum of at least
five years. Ryland currently employs 42 persons that would occupy the leased premises, and the
teased premises can accommodate the hiring of another 6 io 10 employees.
j An important consideration in Ryland's decision to move into the Penn Mazk II Building
is their ability to upgrade their image and have a highly visible corporate identification along
North Meridian Street. As a result, Ryland's decision to occupy 15,000 square feet in the Penn
Mark II Building is contingent upon Ryland's ability to place a wall sign on the southern facade
of the Penn Mark II Building identifying Ryland Homes. In light of the foregoing, Penn Mark,
on behalf of Ryland Homes, has filed this application for Architectural Design, Lighting, and
Signage approval, as well as a Developmental Standards Variance permitting the placement of a
wall sign on a facade of the Penn Mark II Building lacking frontage on a public street.
~' The proposed sign will read "Ryland Homes", and will be located on the southern facade
of the Penn Mark II Building. The dimensions of the sign are 35 '/~ inches high by 24 feet 9 '/z
inches long, occupying approximately 75 squaze feet. The proposed sign will consist of
_ internally illuminated channel letters with ivory-plex faces, illuminated with white neon
aluminum letter returns. The proposed sign will be mounted flat to the wall surface, and the
aluminum letter returns will be painted dark bronze. Penn Mark has designed the proposed sign
to be similar in appearance and materials to that of the Sagamore sign located on the western
facade of the Penn Mark II Building.

approval to the Plan Commission Special Studies Committee on October 7, 2003.
