DEPARTMENT REPORT

The applicant seeks to plat a 48-lot subdivision. The site is located southwest 116th
Street & Shelborne Road. The site is zoned S-1/Residential- Low Density.
The petitioner also seeks the approval of the following subdivision waiver:
131-03a SW (#03090008) §6.3.7 Cul-de-sac length

LLC.
The applicant is pro~osing a 48-lot subdivision across form the existing Long Branch
Subdivision on 116` Street, just west of Shelborne Road. Please see the informational packet
provided by the applicant to view the layout of the lots and the areas provided as open space.
Once again, in an effort to ensure that new developments are complying with all applicable
standards, the Department has evaluated the Subdivision Control Ordinance (SCO) as it relates to
road improvements and conformance with the Thoroughfare Plan. Specifically, it has been
determined that streets along the perimeter of proposed subdivisions shall comply with the
minimum specifications contained within the SCO and Thoroughfare Plan. The applicant shall
submit a commitment addressing this requirement prior to final action on the petition. The
Department has not yet received a copy of the commitment we expect to receive from the
developer addressing this item.
The site lacks the required level of landscaping per the buffer yard requirements. It does not
appear that a landscape plan has been distributed to the commission with the informational
packet. This should be distributed at the meeting. The applicant should meet with Scott Brewer,
the Urban Forester, to formulate a plan that meets the required number of plantings. The
Department has received comments from the adjoining property owners from both the east and
southwest expressing the need for additional screening.
In addition to the Primary Plat request one subdivision waiver has been requested addressing the
length of the cul-de-sac street within the eastern portion of the site. The proposed length is
approximately 860 feet where the ordinance allows for a maximum length of 600' in length. The
Department is in favor of this request due to the proposed site configuration and the location of
the conservation lot.
Based on the resolution of the above-mentioned items at the Committee level, the Department is
in support of the request for Primary Plat approval as well as the requested subdivision waiver.
The Department recommends that this item be forwarded to the Subdivision Committee on
November 6`h for further discussion.
