Docket No. 132-03 PP (#03080031): Heather Knoll -Primary Plat The applicant seeks primary plat approval of a 57-lot subdivision. The petitioner also seeks the approval of the following subdivision waivers: 132-03a SW (#03090009) §6.3.4 Provision of North-south collector road 132-03b SW (#03090010) §6.1.1 Conformance with the master plan 132-03c SW (#03090011) §5.1.7 Extension of facilities in the master plan The site is located northeast of 141st Street & Shelbome Road. The site is zoned S- 1/Residence-Very Low Density. Filed by Dennis Olmstead of Stoeppelwerth & Associates for Pittman Partners. The applicant is proposing a 57-lot subdivision. Please see the informational packet provided by the applicant to view the layout of the lots and the areas provided as open space. Once again, in an effort to ensure that new developments are complying with all applicable standards, the Department has evaluated the Subdivision Control Ordinance (SCO) as it relates to road improvements and conformance with the Thoroughfare Plan. Specifically, it has been determined that streets along the perimeter of proposed subdivisions shall comply with the minimum specifications contained within the SCO and Thoroughfare Plan. This applicant shall submit a commitment addressing this requirement. The commitment will be in a similar format to previous subdivision. However, a portion of the Thoroughfare Plan required Collector Road is provided for across this site. It is anticipated that this layout will change slightly to better accommodate the collector roadway. We will be able to provide additional input at the Committee meeting. The site lacks the required level of landscaping per the buffer yard requirements. The applicant should meet with Scott Brewer, the Urban Forester, to formulate a plan that meets the required number of plantings. In addition to the Primary Plat request three subdivision waivers have been requested addressing the provision of the subject collector roadway. The Department is in favor of these requests subject to the developer provided an acceptable agreement regarding road improvements. This would be identical to the type of conditions established for other subdivisions along the path of the collector roadway. Based on the resolution of the above-mentioned items at the Committee level, the Department is in support of the request for Primary Plat approval as well as the requested subdivision waiver. The Department recommends that this item be forwarded to the Subdivision Committee ou November 6~h for further discussion.
