After reviewing the plans the Highway Department has the following comments {I have maintained the numbering from the September 9, 2003 letter): 1. OK. 2. 141'` Street Is under the Jurisdiction of the City of Carmel. 3. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, fences, light poles or other such amenities are not permitted in the right of way of 146"' Street. 4. OK. 5, OK. 6. Additional right of way will be necessary for construction of the decal lanes on 146`" Street. The right of way for the accel lane exists ott the Hubbard property. 7. 141" Street is under the jurisdiction of the City of Carmel. 8. Please note that further comments will be necessary when construction plans are completed. 9. As stated at the December 17. 2003 TAC meeting, 146'h Street is under the Jurisdiction of the Hamilton County Highway Department. Therefore, all work done to 146'h Street and all utility work done in the 146'^ Street right of way will need to be permitted through this office. 10. The pavement section for the entrance on 146'h Street will need to consist of a 14" stone base, 5" HAC binder and 1" HAC surface. This project will be a Hamilton County Regulated Drain Subdivision, subject to approval of the Hamilton County Drainage Board. After addressing the following comments and complying with the Hamilton County Drainage Standards, please submit the secondary plat, construction drawing, and drainage calculations for review. z. Regulated drainage easements are required to be a minimum of 30' or 1.5' per half. 3. The drainage easement behind tots 11, 12, & 13 will need to be a 30' regulated drainage easement. 4. The drainage easement between lots 10-11, 17.t 8, 25-26, 32-33, and 55.56 will need to be a 30' regulated drainage easement. 5. The existing Stultz Br Almond legal drain through the site will need to be vacated. Please coordinate that throw our office. 6. Tho location of the Stultz & Almond legal drain will need to be veri£ed through (or around) the Stamper parcel bordering this project. 7. Reconstruction of the Stultz & Almond legal drain will he required along 141" Street to the structure east of Towns toad, at Westwood Estates. 8. Per our meeting with Kent Ward on September 29rh; I will be looking for your proposal to submit to the Hamilton County Drainage Board on or before October 8'h, 2003. As was discussed, you should be submitting a map showing the proposed drainage sheds, calculations regarding the upsizing of the existing pipe, and any other information you feel is pertinent to this situation. This soil is located on rises on till plains; slopes are 0 to 3 percent. The native vegetation is hardwood forest. The surface layer is silt loam and has moderately low to moderate organic matter content (1.0 to 3.0 percent). Permeability is very slow (< 0.06 in/hr) in the most restrictive layer above 60 inches. Available water capacity is moderate (6.2 inches in the upper 60 inches). The pH of the surface layer in non-limed areas is 5.1 to 6.5. Droughtiness and wetness are management concerns for crop production. This soil responds well to the drainage; it is designated potentially highly erodible (class 2) in the Highly Erodible Land (HEL) classification system. Pn Patton silty clay loam This is a poorly drained soil with a seasonal high water table at 0.0 to 1.0 fr. This soil is located on depressions and is subject to ponding; slopes are 0 to 2 percent. The native vegetation is water tolerant grasses and hardwood trees. The surface layer is silty clay loam and has moderate to high organic matter content (3.0 to 5.0 percent). The engineer and/or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: A wooded buffer along the north and west sides of Common Area #8 would enhance the pond and create a native area. Pond #2 is located in the Patton soils. This is good planning as Patton should not be used for residential construction without significant soil testing. The watershed for this pond is small unless storm water from the north or west will drain to it. • This land is very wet. Basements are not recommended. Additional right of way will be necessary for construction of the tlecel lanes. If the right of way cannot be acquired, the entrance will need to be reconfigured. 7. 141° Street will neetl to be resurfaced with a 900 tonlmile wedge and level, 2" HAC binder and 1" HAC surface.
