The subdivision consists of 46 lots on 22.34 acres. We have previously received approved construction plans from the City Engineer and were granted sewer and water availability from this board. The City's comments, based upon your May 5, 2004 response letters, follow your original responses which have been transposed into this letter for reference. The City's comments are bolded and italicized. SECONDARY PLAT #12 Slopes at the rear of Lots 74-79 were revised. The Swale at the rear of Lots 74-75 has a slope of 0.8% with a subsurface drain. The Swale is offset in the easement and will have proper slopes to the Tree Preservation Easement. The cut shown has not been revised. Refer to conunents to Iteur #I8, Slreet C-200 below. #13 The common area does include Drainage and Utility Easements in the definition. Thank you for the response. SHEET C200-SITE DEVELOPMENT PLAN #15 The Swale grades at Lot 120/103 were revised to maintain a I% slope. T/re current plans indicate a slope of L5%. The City recommends that the proposed srvale be located as far north in the drainage easement as possible while still maintaining the proposed slope. Thmrk you for revising the Swale grades. Per our phone discussion on May 7, 2004, your response above was mistyped. The sentence relating to revisions to the storm sewer STR slopes at the rear of Lots 74-79 was to have referenced the slope of the Swale. Refer to the City's comments to Item #IS above as it relates to the remainder of your response. SHEET C400, C401, C402-STREET PLAN AND PROFILES #22 All chokers were removed from the plans as requested Thank you for the revision. C403-ENTRANCE DETAIL The detail at Hazel Dell Parkway Entrance was removed from the plans and will be included with the Section 5 plans. Remaining Street Sheets were renumbered. Thank you for the revision. SHEET C802-CONSTRUCTION DETAILS The pavement section specifications were revised as follows: 5" of SD base 7" of Compacted Stone Base #53 A note that all paving shall be completed in one paving season was also added. This will be subject to weather with fall pavement being installed. Full pavement will be the following spring. Thank you for the revision. Please limit Spring paving to surface courses only. PIPE SLOPES/VELOCITIES We have verified the velocity behveen STR 77 to STR 76. Per our computer models, the slope of 5.00% fora 15" RCP with an N-0.13 is 5.47 fps. No revisions to the plans were completed. Per our phone discussion on May 7`h, 1004, the design storm for the pipe nehvork does not result in a full flow condition for the pipe in question. The City's subconsultmrt calculations indicate that the velocity in the pipe under fill flow conditions is 11.77 fps. Please revise the slope of tl:e pipe by lowering flee invert of Structure No.77 such that the full flow pipe velocity does not exceed 10 fps. Mr. William A. Bryant May 7, 2004 Page 3 of 3 Acknowledge that the Carmel standards will be revised and implemented with a minimum slope of not less than 0.30% and a velocity of 2.5 fps. STRUCTURES NUMBERS/CORRESPONDING TO PREVIOUS SECTIONS The drainage map was corrected to show that STR 90, 91 and 92 receives 1.18 acres of runoff instead of the 1.41 acres shown on the prior submittal. A new map is enclosed. Thank you for the revision. Please provide our office with a follow up letter and revised plans indicating all revisions. It is critical that this office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of the City's initial reviews. Our comments, based upon your February 18, 2004 response letter, follow our original comments, item by item. These comments are bolded and italicized. COMMENTS Secondary Plat Item #11. Why is the easement on the north and east sides of the lots only a drainage easement? Your response is acceptable. Item #12. This office will only permit areas of "Tree Preservation" if drainage is fully accommodated for these properties. 7t does not appear that adequate slopes can be maintained in the rear yard Swale of Lots 74-79. It will be ver}' difficult to cut up to 4 foot deep srvales against this tree preservation easement and still nllmv these trees to survive. In addition, the Swale at the back of Lots 74 and 75 are much below this Deparhnent's minimum standards for slope. Underdrain installation and n+ainteuanee will be very dijficul! with trees in close proximity. Recomn+end addi(ional yard drabr between Lots 74 and 75. Item #13. In the Legend, how is "Common Area" defined? Does it include drainage/detention/utility easement? Does commmr area definition include DrtrLrage and Utili[v Easements? Sheet C200-Site Development Plan Item #14. Show and label adjacent areas/sections as existing (lot numbers, existing infrastructure, etc.). The information should be legible but distinguishable from the proposed areas. This would apply to all sheets. This includes showing adjacent "neck downs" along road, using broken dimension lines if necessary. Thank you jorlhe revision. Item #15. Where is the outlet for surface drainage at lots 119, 1 IS and 104? It appears from the elevations that surface drainage from lots 122, 121, 120, 119, 118, 103,104 and 105 converge at this location. Please extend the storm sewer [o a new and additional structure located on the rear property line between Lots 104-107. 116-1 19. Subsurface drains should be provided in swales with ]% slope or less. Lots 720/103 hove this' sitrralion. Item #16. The rear yards of lots 91 to 99 appear to be flat with little slope and no defined provision for drainage. Please provide Swale and proposed grades. May need to move neck downs away from inlets/sag in road, but also need to see their separation distance from one(s) in section to the west (we want appropriate and evenly distributed where possible). Sheet C201-Site Development Plan Item #24. Identify the termination of the sanitary sewer at the northeast comer (Existing Structure #_ 7 ). Acceptable. Item #25. Show the length, size and slope of the pipe from structure 70 [0 69. Acceptable. Item #26. Show how all rear yards of lots 85-90 will have drainage provided. It appears the rear yards are flat with no slope for drainage. Also, the area between the rear property lines and lake #3 is flat. Show how these areas will drain, Acceptable. Item #27. Lake #3 indicates a 100-year elevation of 760.35. The typical 100-year elevation symbol and the contour surrounding the lake indicate an elevation of 761. Please clarify peak elevation and emergency spillway details. Acceptable. Item #28. On Section A-A, the arrow from existing grade points to nothing. Acceptable. Item #29. Where is the emergency spillway and details for lake 3? Show length, size and slope of outlet pipe. Acceptable. Item #30. The pad elevation for Lot 85 is too low. 761.8 is the same as the side yard elevation between Lot 85 and 86. The pad elevations for these two lots are very close to the 100-year elevation. Will there be basements, walkouts, etc. for lots backing up to the lake? This office would recommend to the Building Commissioner that basements/walk-outs not be allowed for these lots. Acceptable. Item #31. Lots 85 thru 90 need MFPG (Minimum Flood Protection Grade) elevations and notes regarding basements/walk-outs. MFPG means that no building opening (windows, window wells, doors, etc.) will be allowed below this elevation. Acceptable. Sheet C202-Tree Removal Plan Item #32. Is this sheet incomplete? Acceptable. Sheet C30Q, C301-Erosion Control Mr. William A. Bryant Apri127, 2004 Page 3 Item #33. Why is the printing on these sheets so light? These sheets do not seem to be shoeing any erosion control details and do not seem to indicate anything of value. Acceptable. Sheet C40Q, C401, C402-Street Plan and Profiles, Intersection Details Item #34. It would be helpful if the width of the knockdowns on Tanana and Osage Drives would be indicated on these sheets. As with Item #22, we have requested that all "chokers" be eliuthiated. Item #35. Please dimensionally locate the knockdowns. Believe this was also requested in our review of Section 1 B. Same as Item #22 and #34. Sheet C403-Entrance betail Item #36. It would be helpful if this sheet were identified as Hazel Dell Parkway Entrance Detail. This is to be included in Section 5 plans. Sheet 501, C600-Sanitary Sewer and Storm Sewer Plan and Profiles Item #37. Concrete cradles are not permitted. Please indicate stone cradles wherever applicable. Acceptable. Sheet C601-Storm Sewer Plan and Profile Item #38. On the pipe from curb inlet structure 81 to yard inlet stmeture 76 with a slope of 4.20%, what velocity will [his be? Acceptable. Item #39. The slopes for the l Y'pipes indicated on [he two profiles on the right hand portion of the sheet are very flat! Acceptable. Sheet C700-Water Plan Item #40. Can you dimension the length of water service lines as was done with the sanitary laterals? Acceptable. SheeC C802-Constmction Details Item #41. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and sanitary sewer main locations. 8. There are no Performance/Main[enance Guarantees associated with this development. A Right of Way Permit and Right of Way bond will be required for the curb cut. Identify the area northwest of the pool. Is this a pool house? If so, are there rest rooms? If so, please provide water usage figures for the building. 14. Also identify the area between the building and the pool. It looks like there are columns/posts. 15. What is the rectangular area adjacent to the northwest comer of the basketball court? Please identify on the plans. I6. Label Cherry Creek Boulevard, Wildcat Drive and Washita Court on this sheet. 17. Show a detail as to how the new curbs will tie into the existing street curbs. 18. Have the sidewalks in the street right of way been constructed? If so, they should be labeled as existing. 19. The sidewalk in the right of way should extend through the drive. Provide breaks in the curb on either side of [he drive. 20. What is the bold line in the parking area? 21. What are the two other lines in the parking area that don't seem to belong to any designation? 22. Designate a parking stall length. 23. Identify and dimension all right of way lines. 24. How will the mulch be contained in the playground area? 25. Will the Surveyor's Office allow this encroachment? The above comments are based upon the Engineering Departments initial review of [he Amenity Area. Please provide our office with a follow up letter and revised plans indicating all revisions. PIPE SLOPES/VELOCTTIES The report shows that the pipe between STR. 77 to STR. 76 has a velocity of 5.47 fps. This can be found in the pipe calculations, which is provided. Also, a worksheet on pipe sizes and slopes to achieve a 2.5 fps. is enclosed. There aze runs that are shown to have a slope of 0.20%. The reason for this is to maintain cover over the storm and to avoid conflicts with the sanitary sewer. We have maintained the minimum of 2.5 fps, therefore, these runs have not been revised. ADEQUATE LOT DRAINAGE At the rear of Lots 91-95, arrows were shown to show sheet flow to the creek. Between Lots 95 and 96, a spot elevation grade was revised to eliminate potential ponding. The contractor should address this ponding area. • Many of the side yard swales do not have a breaking point in the center of the yard with surface drainage sloping towards the front or the back. An example of this occurs in the side yards of Lots 5 through ll. Although positive drainage is apparent, the design intentions are clearly not met. • The 18" RCP between storm sewer structures 17 and 18 was placed at a slope of 0.54%; however, the plans called for the pipe to be placed at a slope of 1.00%, while the drainage calculations state the pipe run should be 4.90%. In fact, the storm sewer design on the construction plans for many structures does not correspond to the respective calculation data in the Drainage Report. This makes it difficult to verify if the pipes have suitable capacity as constructed. It is not known if a design change on the plans came after the approval of the drainage calculations, but investigations into the discrepancies between the two may be warranted. • It appears, by the as-built top of bank elevations given, that all three storm events breach the southeast detention pond (Lake 2) along the south bank. The design calls for a top of berm elevation of 762.00, but the as-built shows it as low as 761.40. The berm should be reconstructed to match the design. First, we intend to complete this work in a fashion that will showcase and beautify the entry to our subdivision as well as the overall landscape appeal for Hazel Dell Parkway and Cherry Creek Soulevartl. Second, we in no way intend to create a hazardous condition for the public, and to the contrary, we want a safe and attractive landscape and hardscape for all passers by to enjoy. With that said, the following will address more specifically your concerns: The attached drawing depicts revised dimensions showing separation between the right-of-way and the face of the stone walls. Based on previous a-mail correspondence with your office we have in all cases provided a minimum separation of 12". Along Hazel Dell Parkway, there will be a minimum of 18" separation. The only exception to this rule is along the south side of Cherry Creek Boulevard where the path is actually installed 1' inside the right-of-way. In that case the wall is at the edge of the right-of-way leaving a 12" separation to the path. We are not asking for any additional approvals for walls in the median, The landscape plans approved at the Primary Plat and Construction Plan approval stage depicted a large column sign at the west end of the median and a shorter wall perpendicular to the median at the east end of the walls on the north and south sides of Cherry Creek Boulevard. The other walls shown in the median on the drawings are actually "bed edges" that will be flush with the top of curb. The placement of all of the stones in the median is to give the appearance that the wall was there first, and we cut through it to install the road. Again, we are not asking for any additional approvals that were not already granted during the Primary Plat and Construction Plan approval stage. Mr. Jim Nelson has prepazed separate commitments for the road improvements for the new east /west thoroughfaze that were discussed duruig the approval process. It is my understanding that those commitments are ah-eady in your possession. After numerous meetings with surrounding property owners, Platinum Properties has agreed to the following: Spring Creek: Installation of an 8' fence along our north boundary, from a point behind Spring Creek lot 16 to Spring Creek lot 28. The fence will not be installed any closer than 8' to the property line without the consent of the adjouung resident. Approximately 70 trees are planned along this boundary with 30 planted in the common azea on the Spring Creek side of the property. These trees will include 12-15 conifers (6-8" height) and 15-18 deciduous (1.5 - 2" caliper). A concept plan of the fence and landscaping has been submitted to Staff. Delaware Trace: The plat will include a 20' conservation easement to insure the protection of the existing tree line. All homes that back up to Delaware Trace (Cherry Creek Estates lots 74 to 86) will have a full brick wrap (brick on all four sides of the home to a height equal to or greater than the first floor level). Each home that backs up to Delaware Trace will include at least three reaz yard trees (conifers of 8' and deciduous of at least 2" caliper). These trees are in addition to the 3 already required by the developer for each home site. A plan will be submitted for these lots to Scott Brewer for exact plant type and size. A wallcing trail location that initially concerned the residents has been moved on the plat. Additional tree plantinES: A landscape plan has been submitted. The plan calls for almost 1500 new trees be planted on the site as follows: • 70-new trees along the Spring Creek property line • over 250 new trees along the new east / west boulevazd • over 350 trees in common azeas • a requirement that the builder (Pulte Homes or successor) install a minimum of 3 trees per home site (820 trees) The final species and locations will be subject to a final approval of the plan by Scott Brewer.
