Docket No. 138-03 DP/ADCs (#03090006) West Carmel Center, Block C -Bank One The applicant seeks to construct a Bank One building. The site is located at northwest Carwinion Way and Commerce Dr. The site is zoned part B-3 Business, and is within the US 421 Overlay Zone. Filed by Eric Matson of CSO Architects for 421 Realty. The applicant is requesting approval of a Development Plan and ADLS for the construction of a bank along US 421, just south of the Ritter's Frozen Custazd. Please see the informational packet prepared by the applicant for an overview of the site and proposed building elevations. As part of the request the petitioner is submitting a preliminary layout for the other two lots within Block C of West Carmel Center. This is required based on the three-acre minimum pazcel size for a Development Plan to insure a more comprehensive layout to the area along Us 421. It is likely the Plan Commission will see amcuded Development Plans and ADLS (as required) for the other two lots in the near future. The following items are those that require additional attention: 1. Approval should be subject to the recording of a the Secondary Plat for Block C, West Carmel Center to address the hvo new parcels being created. 2. Architecture: a. Please provide details of ATM at drive-thru for review by the Plan Commission. b. Wall pack lights shall Ue full cut-off fixtures, please revise. 3. Signage: a. The parcel has a single frontage on US 421 and is thereby permitted one sign. The proposed elevations along with the proposed ground sign display a total of three signs with a logo above the drive-thru area (of less than three square feet in area) so it is not considered a sign but does require ADLS approval. 4. Lighting: Please provide a review at the meeting of where lights are located on the building and site and which fixtures are proposed. The Department recommends thaC this item be forwarded to the Special Studies Committee on November 6`h for further discussion. PCIi-2003-1021
